Ordinance No. 14,013ORDINANCE NO. 14,013 AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF BAYTOWN, TEXAS, RENEWING THE NO -UPFRONT -COST, STANDBY CONTRACTS FOR EMERGENCY DEBRIS MONITORING SERVICES WITH ROSTAN SOLUTIONS, LLC, AND TRUE NORTH EMERGENCY MANAGEMENT, LLC, AND RENEWING THE NO -UPFRONT -COST, STANDBY CONTRACT FOR EMERGENCY DEBRIS REMOVAL SERVICES WITH CERES ENVIRONMENTAL SERVICES INC., CROWDERGULF, LLC, AND TFR ENTERPRISES, INC.; AND PROVIDING FOR THE EFFECTIVE DATE THEREOF. ****************************************************************************** WHEREAS, Rostan Solutions, LLC, and True North Emergency Management, LLC, were each awarded a no -upfront -cost, standby contract for emergency debris monitoring services on June 12, 2017, and June 29, 2017, respectively, with an initial term ending on January 31, 2019 (the "Debris Monitoring Contract"); and WHEREAS each Debris Monitoring Contract may be renewed for additional one-year periods upon agreement of the parties under the same terms and conditions with a CPI adjustment if requested; and WHEREAS, Rostan Solutions, LLC, and True North Emergency Management, LLC, have indicated their willingness to renew the Debris Monitoring Contract for an additional year under the same terms and conditions without a CPI adjustment; and WHEREAS, Ceres Environmental Services Inc., CrowderGulf, LLC, and TFR Enterprises, Inc., were each awarded a no -upfront -cost, standby contract for emergency debris removal services on June 12, 2017, with an initial term ending on January 31, 2019 (the "Debris Removal Contract"); and WHEREAS each Debris Removal Contract may be renewed for additional one-year periods upon agreement of the parties under the same terms and conditions with a CPI -U adjustment if requested; and WHEREAS, Ceres Environmental Services Inc., CrowderGulf, LLC, and TFR Enterprises, Inc., have indicated their willingness to renew the Debris Monitoring Contract for an additional year under the same terms and conditions, except that Ceres Environmental Services, Inc., and CrowderGulf, LLC, have requested a CPI increase adjustment of 2.2%; and WHEREAS, the Administration has reviewed the market conditions and recommends renewal of the Debris Monitoring Contracts with Rostan Solutions, LLC, and True North Emergency Management, LLC, and the Debris Removal Contracts with Ceres Environmental Services Inc., CrowderGulf, LLC, and TFR Enterprises, Inc., as being in the best interest of the City; NOW THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF BAYTOWN, TEXAS: Section 1: That the City Council of the City of Baytown hereby renews the Debris Monitoring Contracts with Rostan Solutions, LLC, and True North Emergency Management, LLC, as follows: 1ebi-is Monitoring Company CP1 Rostan Solutions, LLC I None True North Emergency Management, LLC I None Section 2: That the City Council of the City of Baytown hereby renews the Debris Removal Contracts with Ceres Environmental Services Inc., CrowderGulf, LLC, and TFR Enterprises, Inc., as follows: 1 ' Ceres Environmental Services Inc. 2.2% CrowderGulf, LLC 2.2% TFR Enterprises, Inc. None Section 3: This ordinance shall take effect immediately from and after its passage by the City Council of the City of Baytown.
