The Board of Directors of the Baytown Area Water Authority (BAWA) met in a Regular
Meeting on Wednesday, September 19, 2018, at 9:00 A.M., in the Council Chamber of the
Baytown City Hall, 2401 Market Street, Baytown, Texas with the following in attendance:

President Bradley Smith convened the September 19, 2018, BAWA Board Regular Meeting with
a quorum present at 9:00 A.M., all members were present with the exception of Director Harland
Forrest, Jr. who was absent and Director Brandon Benoit who arrived at 9:02 A.M.
1. MINUTES
a. Consider approving the minutes of the Baytown Area Water Authority Regular
Meeting held on August 15, 2018.
A motion was made by Vice President Mike Wilson and seconded by Secretary Frank McKay
III approving the August 15, 2018, BAWA Board Regular Meeting minutes. The vote was as
follows:
Ayes: President Brenda Bradley Smith, Vice President Mike Wilson, Secretary Frank
McKay III
Nays: None
Other: Director Harland Forrest, Jr. (Absent), Director Brandon Benoit (Not Present for
Vote)

2. PROPOSED RESOLUTIONS
a. Consider a resolution rejecting the bids for the BAWA Rehabilitation of 4,500,000
Gallon Tanks Project.

Public Works Director Frank Simoneaux presented the agenda item and stated that Resolution
No. 2018-23 approves the rejection of bids for the BAWA Rehabilitation of 4,500,000 Gallon
Tanks Project. He noted that five bids were received on July 24, 2018, which were significantly
over the engineer's estimated budget and funding available for this project. Mr. Simoneaux stated
that the tanks in questions are lined with three layers and the outside layer is peeling off;
however, the interior parts of the tanks are still protected by at least one layer. Mr. Simoneaux
further stated that staff believes the tanks have a projected life expectancy of another four to five
years and that at that point staff can reevaluate the tanks to determine if rehabilitation or
complete replacement should be done.
Secretary Frank McKay III and Vice President Mike Wilson questioned how much more the bids
came in and Mr. Simoneaux responded that this project was budgeted at 1.5 million and the
lowest bid came in at approximately 2.5 million. Mr. Simoneaux further noted that new tanks are
estimated to cost somewhere around the three million mark, therefore, it does not make fiscal
sense to proceed with this item at this point and that it is the staffs desire to wait a few more
years and reassess the situation as the life expectancy of the tanks approaches.
Deputy General Manager Ron Bottoms noted that this project was included in the CIP and that
staff and the consultant did not anticipate this situation. He further noted that contractors voiced
their concern with how the tanks are lined, and how that lining would be removed, and this might
be why the bids came in higher than projected. Lastly, he stated that once the tanks are
reassessed the project can be worked back into the CIP.
A motion was made by Director Brandon Benoit and seconded by Vice President Mike
Wilson approving Resolution No. 2018-23, regarding agenda item 2.a. The vote was as follows:

RESOLUTION NO. 2018-23
A RESOLUTION OF THE BOARD OF DIRECTORS OF THE BAYTOWN
AREA WATER AUTHORITY REJECTING THE BIDS RECEIVED FOR THE
BAWA REIIABILITATION OF 4,500,000 GALLON TANKS PROJECT; AND
PROVIDING FOR THE EFFECTIVE DATE THEREOF.
b. Consider a resolution authorizing a professional services agreement with Busch,
Hutchison and Associates, Inc., d/b/a Hutchison & Associates for the Baytown Area Water
Authority FM 1405 16 -inch Waterline Project.

Public Works Director Frank Simoneaux presented the item and stated that Resolution No. 2018-
24 authorizes a professional services agreement with Busch, Hutchison and Associates, Inc.,
d/b,a Hutchison & Associates for the Baytown Area Water Authority FM 1405 16 -inch
Waterline Project in an amount not to exceed $120,770. Mr. Simoneaux presented the Board
with a map of the proposed water line and stated that the line would connect the lines coming out
of the BAWA East Plant to the water system, along 1405, and that the line needs to be in place
before the BAWA East Plant comes online. Deputy General Manager Ron Bottoms further stated
that this project came in under budget and that Butch Hutchison is a reputable consulting firm.
Secretary Frank McKay III questioned if the line is to get from point A to B or if it could be
tapped into along the express way and Mr. Simoneaux responded that service taps would not be
done, but that the line could be expanded if needed in the future by utilizing lateral connections.
Secretary McKay III further questioned if a 16 -inch line would be sustainable for the future
expansion of a 24 MGD plant and Deputy General Manager Bottoms responded that the project
was sized by engineers and that there will be multiple lines that will feed the plant besides this
one one line will be out of SH 99 and one going to the south of the plant site as well.
A motion was made by Director Brandon Benoit and seconded by Vice President Mike
Wilson approving Resolution No. 2018-24, regarding agenda item 2.b. The vote was as follows:

AREA WATER AUTHORITY AUTHORIZING A PROFESSIONAL
SERVICES AGREEMENT WITH BUSCH, HUTCHISON AND ASSOCIATES,
INC., D/B`A HUTCHISON & ASSOCIATES FOR THE BAYTOWN AREA
WATER AUTHORITY FM 1405 16 -INCH WATERLINE PROJECT;
AUTHORIZING PAYMENT IN AN AMOUNT NOT TO EXCEED ONE
HUNDRED TWENTY THOUSAND SEVEN HUNDRED SEVENTY AND
NO/100 DOLLARS ($120,770.00); MAKING OTHER PROVISIONS
RELATED THERETO; AND PROVIDING FOR THE EFFECTIVE DATE
THEREOF.
3. REPORTS
a. Receive an update regarding the Baytown Area Water Authority East Plant Project.

Public Works Director Frank Simoneaux presented the item by showing the Board a bird's eye
view of the BAWA East Plant construction site and stated that construction continues but that the
project has been hampered somewhat by the recent rain events. Mr. Simoneaux further stated
that the following items are currently in the active construction phase: detention pond'facility,
underground piping work. and the backwash basin rebar work
4. MANAGER'S REPORT
a. The next Baytown Area Water Authority meeting is scheduled for
Wednesday, October 17, 2018, at 9:00 a.m., in the Council Chamber located at City
Hall, 2401 Market Street, Baytown, Texas 77520.
Deputy General Manager Ron Bottoms stated that the next Baytown Area Water Authority
meeting is scheduled for Wednesday, October 17, 2018, at 9:00 a.m., in the Council Chamber.
5. ADJOURN
A motion was made by Director Brandon Benoit and seconded by Vice President Mike
Wilson to adjourn the September 19, 2018, BAWA Board Regular Meeting. The vote was as
follows:
