2018 06 20 BAWA MinutesMINUTES OF THE REGULAR MEETING OF THE BOARD OF DIRECTORS OF THE BAYTOWN AREA WATER AUTHORITY June 20, 2018 The Board of Directors of the Baytown Area Water Authority (BAWA) met in a Regular Meeting on Wednesday, June 20, 2018, at 9:00 A.M., in the Council Chamber of the Baytown City Hall, 2401 Market Street, Baytown, Texas with the following in attendance: Brenda Bradley Smith Mike Wilson Frank McKay III Harland Forrest Jr. Brandon Benoit Ron Bottoms Karen Horner Alisha Segovia President Vice President Secretary Director Director Deputy General Manager General Counsel Deputy Assistant Secretary President Bradley Smith convened the June 20, 2018, BAWA Board Regular Meeting with a quorum present at 9:00 A.M. all members were present. 1. PROPOSED RESOLUTION a. Consider a resolution authorizing change order 3 to the Baytown Area Water Authority High Service Pump Station Improvements Project with Allco, LLC. City Engineer Jose Pastrana presented the item and stated that this proposed change order adds a remote control to the sixteen inch water line that services the Highlands area, along with the addition of electrical controls to the new valves that were just installed at the header system for the high service pump. This change order is in the amount of $54,305.23, which is 25% of the actual cost; the contractor, Allco LLC., has agreed to pay for 75% of the associated cost. Mr. Pastrana noted that the reason for this cooperation is that staff left this off of the bid; however, it should have been understood that it was a part of the project, so the contractor feels some responsibility for the oversight and has agreed to help with the costs. Mr. Pastrana stated that staff recommends approval of this item. A motion was made by Secretary Frank McKay III and seconded by Director Brandon Benoit approving Resolution No. 2018-19, regarding agenda item La. The vote was as follows: Ayes: President Brenda Bradley Smith, Vice President Mike Wilson, Secretary Frank McKay III, Director Harland Forrest Jr. and Director Brandon Benoit Nays: None Other: None Approved BAWA Board Regular Meeting Minutes June 20, 2018 Page 2 of 3 RESOLUTION NO. 2018-19 A RESOLUTION OF THE BOARD OF DIRECTORS OF THE BAYTOWN AREA WATER AUTHORITY AUTHORIZING CHANGE ORDER NO. 3 WITH ALLCO, LLC, FOR THE BAYTOWN AREA WATER AUTHORITY HIGH SERVICE PUMP STATION IMPROVEMENTS PROJECT IN THE AMOUNT OF FIFTY-FOUR THOUSAND THREE HUNDRED FIVE AND 23/100 DOLLARS ($54,305.23); AND PROVIDING FOR THE EFFECTIVE DATE THEREOF. 2. REPORTS a. Receive an update regarding the Baytown Area Water Authority East Plant Project. City Engineer Jose Pastrana stated that this past Monday, the contractor broke ground on the BAWA East Plant Project, but had to stop work because of the unfavorable weather conditions. Mr. Pastrana stated that it is Staffs hopes that the rain will cease soon, so they can get back to work to make up for time lost. He further noted that this project has a three year completion cycle, but the contractor believes it can be completed in 24 months and while they will not commit to that timeline, they are going to aim for that goal. Mr. Pastrana noted that the submittal process is in progress and there has been a very good response. He also noted that the contractor has started planning its vertical and horizontal control for the site, and it is staffs hope that they will be able to make good progress in the next few months. He further noted that the access road to the site from SH99 has been completed with the exception of a 20 foot section that is in dispute; however, staff has directed to contractor to move forward and complete this section because it is the last 20 feet before reaching the site. Mr. Pastrana clarified that there is already access to the site from 1405, so this will not impact the ongoing work on the site. 3. MANAGER'S REPORT a. The next Baytown Area Water Authority meeting is scheduled for Wednesday, July 18, 2018, at 9:00 a.m., in the Council Chamber located at City Hall, 2401 Market Street, Baytown, Texas 77520. General Manger Rick Davis stated that the next Baytown Area Water Authority meeting is scheduled for Wednesday, July 18, 2018, at 9:00 a.m., in the Council Chamber. 4. ADJOURN A motion was made by Director Brandon Benoit, and seconded by Secretary Frank McKay III to adjourn the June 20, 2018, BAWA Board Regular Meeting.
