The Board of Directors of the Baytown Fire Control, Prevention, and Emergency Medical
Services District (FCPEMSD) met in a Regular Meeting on Tuesday, June 19, 2018, at 4:30
P.M., in the Baytown Conference Room of the Baytown City Hall, 2401 Market Street,
Baytown, Texas with the following in attendance:

President Brenda Bradley Smith convened the June 19, 2018, FCPEMSD Board Regular
Meeting with a quorum present at 4:43 P.M., all members were present with the exception of
Directors Gerald Baldwin, Maurice Watts, and Adelina Gomez-Abshire, who were absent.
1. MINUTES
a. Consider approving the minutes of the Baytown Fire Control, Prevention, and
Emergency Medical Services District Regular Meeting held on April 17, 2018.
A motion was made by Director Barry L. Hawkins and seconded by Vice President John Adkins
approving the April 17, 2018, FCPEMSD Board Regular Meeting minutes as amended with
corrections to the presenters name on item 3.b. of the minutes. The vote was as follows:

a. Discuss the Baytown Fire Control, Prevention, and Emergency Medical Services
District Fiscal Year 2018-19 Proposed Budget and budget process.
General Manager Rick Davis presented the agenda item and provided the following recap of the
Baytown Fire Control, Prevention, and Emergency Medical Services District (FCPEMSD) Fiscal
Year 2018-19 budget and budget process:
Mr. Davis noted that the proposed FCPEMSD budget includes projected sales tax revenues of
$1,865,344 which includes a 2% increase compared to the current budget year. Mr. Davis stated
that Hurricane Harvey and other varying factors slightly raised the numbers for the current year•,
however, staff took a conservative approach with the Fiscal Year 2018-19 budget because they
do not want to over project. Salaries and benefits are being budgeted with a 5% increase as per
the Collective Bargaining Agreement. Supplies and Maintenance includes $22,400 this year for
MDT's and $101,000 for Minor Equipment, for a total of $123,400. Mr. Davis noted that these
items do not fit the definition of capital because they are short-term, do not meet a certain
expense amount, etc.; therefore, these items are going to be paid out of the Machinery &
Equipment Maintenance Fund. Hence, this is why you see the additional monies in that line item
compared to previous years.
Mr. Davis sated that that the Services line item contains $30,000 for the November 2019
Election to reapprove the continuation of the Special District and that funds are expended in
advance of the election. Finance Director Wade Nickerson reiterated that the expenses for the
elections are occurred in advance of the election and that the remainder balances are due after the
election to the Counties. Capital Outlay includes $230,000 to replace an ambulance that was
totaled last year and $22,565 in radio and training equipment. Transfer of $789,753 to the
General Obligation Interest and Sinking for debt service cost related to Phase III of the Fire
Training Facility. Mr. Davis stated that Contingencies includes a savings of $350,000 to cover
half of the cost for a new pumper apparatus and $335,025 for new initiatives to be used during
the year. Mr. Davis further noted that having an ending balance of zero is different from what
has been done in the past, and clarified that any fund balance had been rolled into new initiatives,
which will allow the Board to access those funds for any unknown initiative or contingency
through the reprogramming of funds versus a budget amendment.
Mr. Nickerson noted that the next Baytown Fire Control, Prevention, and Emergency Medical
Services District ("FCPEMSD") meeting is scheduled for July 17th, at which time the District
will hold a public hearing and consider approving the budget.
3. REPORTS
a. Receive an update regarding the Baytown Fire Training Field.
Assistant Fire Chief Ronald Roberts presented the Baytown Fire Training Field update and
stating that the slab floor repair contract was awarded at the last Council meeting and they should
start on that project soon. Phase III has 100% submittal and is now in review by all of the
departments. All AV's and FFNE's have been selected and ground breaking is still on schedule
for July 24th and Fire Blast is currently on site to install the remaining three props. Mr. Davis

mentioned to the Board that the Chief has aligned his Organization to ensure that personnel will
take care of the assets and effectively marketing the facility. Fire Chief Kenneth Dobson
reiterated to the Board that once Phase III is complete they will ensure that they are utilizing the
field as much as possible and including their industrial partners and etc.
4. MANAGER'S REPORT
a. The next Baytown Fire Control, Prevention, and Emergency Medical Services
District meeting is scheduled for Tuesday, July 17, 2018, at 4:30 p.m. in the Baytown
Conference Room located at City Hall, 2401 Market Street, Baytown, Texas.
General Manager Rick Davis announced the July 4th Celebration and stated that the next
Baytown Fire Control, Prevention, and Emergency Medical Services District meeting is
scheduled for July 17, 2018, at 4:30 P.M. in the Baytown Conference Room, City Hall, 2401
Market Street, Baytown, Texas.

adjourning the June 19, 2018, FCPEMSD Board Regular meeting. The vote was as follows:
