The Board of Directors of the Baytown Fire Control, Prevention, and Emergency Medical
Services District (FCPEMSD) met in a Special Meeting on Tuesday, January 23, 2018, at 4:30
P.M., in the Council Chamber of the Baytown City Hall, 2401 Market Street, Baytown, Texas
with the following in attendance:

President Bradley Smith convened the January 23, 2018, FCPEMSD Board Special Meeting with
a quorum present at 4:30 P.M., all members were present with the exception of Directors Gerald
Baldwin and Adelina Gomez-Abshire who were both absent.
1. MINUTES
a. Consider approving the minutes of the Baytown Fire Control, Prevention, and
Emergency Medical Services District Regular Meeting held on October 17, 2017.
A motion was made by Director Barry L. Hawkins and seconded by Director Maurice Watts
approving the October 17, 2017, FCPEMSD Board Regular Meeting minutes. The vote was as
follows:
Ayes: Vice President John Adkins, President Brenda Bradley Smith, Director

Emergency Medical Services District Special Meeting held on October 31, 2017.
A motion was made by Director Maurice Watts and seconded by Director Barry L. Hawkins
approving the FCPEMSD Board Special Meeting minutes. The vote was as follows,

2. PROPOSED RESOLUTIONS
a. Consider a resolution amending the Baytown Fire Control, Prevention, and
Emergency Medical Services District's Fiscal Year 2017-18 Budget in order to transfer
monies from Fund Balance to Machinery & Equipment (20701-84042) in order to purchase
fire props for the Baytown Fire Training Facility.
Finance Director, Wade Nickerson presented the agenda item and stated that the FCPEMSD
Board approved the purchase of props in the last budget, but there were some delays in the
negotiation of the associated contract and staff was not able to complete the purchase of said
props prior to the end of the FY 2016-2017 budget cycle. He stated that the props were not
received until this year, so the monies went to the fund balance; therefore, Resolution No. 55
amends the FCPEMSD's Fiscal Year 2017-18 Budget in order to transfer $319,379.00 from Fund
Balance to Machinery & Equipment (20701-84042) in order to purchase the fire props for the
Baytown Fire Training Facility.
A motion was made by Vice President John Adkins and seconded by Director Maurice Watts
approving Resolution No. 55, regarding agenda item 2.a. The vote was as follows:

RESOLUTION NO. 55
A RESOLUTION OF THE BOARD OF DIRECTORS OF THE BAYTOWN
FIRE CONTROL, PREVENTION, AND EMERGENCY MEDICAL SERVICES
DISTRICT AMENDING THE BAYTOWN FIRE CONTROL, PREVENTION,
AND EMERGENCY MEDICAL SERVICES DISTRICT'S FISCAL YEAR
2017-2018 BUDGET FOR THE PURCHASE OF FIRE PROPS FOR THE
BAYTOWN FIRE TRAINING FACILITY; AND PROVIDING FOR THE
EFFECTIVE DATE THEREOF.
3. REPORTS
a. Present an update regarding the Baytown Fire Training Field.
Fire Chief, Kenneth Dobson stated that Lieutenant Roberts would provide an update on Phase III
of this agenda item and noted that the legal department is assisting them with the issues
regarding the burn building, in which the City would be moving forward and work on repairing
the building, while the legal department addresses the issues with the contractor.
With regards to the update on Phase III, Lieutenant Roberts stated that they were at 50% of the
submittal and noted that everything was on schedule with the hopes of breaking ground by the
summer. Additionally, he stated that the design was still the same with the exception of small
modifications to the classroom.
Director Adkins inquired with regards to the previously approval to transfer funds, as to what
props would be installed. Lieutenant Roberts stated that there were three (3) props (hallway,
kitchen, and attic) that would go into the existing burn building and noted that they currently
have two (2) props, which would be a total of five (5) props. Lieutenant Roberts further stated
that there's lots of use of the facility, specifically, the rescue tower and noted that as the props are
installed in the burn building there will be more use of it from outside agencies as well.
b. Receive the Baytown Fire Control, Prevention, and Emergency Medical Services
District's Quarterly Financial and Investment Reports for the Quarter Ending December
31, 2017.
Mr. Nickerson presented the agenda item and stated that the total sales tax revenues were just
less than 28% and 13.27% ahead of last year's projections. He noted that the numbers were
higher than last years, which was because of more purchases due to the Hurricane Harvey. With
regards to expenditures, he stated that the personnel services were just under 25% and last year
was at 15%, which was due to having some vacancies. Mr. Nickerson stated that the capital
percentage was at 12%, in which this line item included the purchases of high water vehicles, the
ECG machines, a mower and tractor, and some reimbursements from the wrecked ambulance.
He further stated that the bottom line for expenditures was only at 20%, but they expect to come
in at budget.

With regards to the investment report, Mr. Nickerson stated that at the end of the quarter there
was $1,054,358 in the bank at 1.0867% interest rate with $2,900.29 in interest earnings.
4. MANAGER'S REPORT
a. Reminder that the next Baytown Fire Control, Prevention, and Emergency Medical
Services District meeting is scheduled for April 17, 2018, at 4:30 P.M., in the Baytown
Conference Room, City Hall, 2401 Market Street, Baytown, Texas.
General Manager Davis stated that administration would meet with the City Council at a retreat
on February 17th, which would be followed by a Department Head retreat a week afterwards to
discuss budgets that include the continued progress of the fire department.
Director Adkins inquired if the new Friendswood Development Company's development north
of Wallisville and Garth was in the City and if it would be in the ESD 75. General Manager
Davis stated that the development in question was in the City's ETJ and that he wasn't sure if
it would be in the ESD. Additionally, General Manager Davis noted that he met the President
and CEO of the Friendswood Development, who noted that he wanted to be in the GCCISD
and part of the City of Baytown in every regard.

adjourning the January 23, 2018, FCPEMSD Board Meeting. The vote was as follows:

With there being no further business to discuss, President Bradley Smith adjourned the January
