EMERGENCY MEDICAL SERVICES DISTRICT
October 31, 2017
The Board of Directors of the Baytown Fire Control, Prevention, and Emergency Medical
Services District (FCPEMSD)met in a Special Meeting on Tuesday, October 31, 2017, at
4:30 P.M., in the Baytown Conference Room of the Baytown City Hall, 2401 Market Street,
Baytown, Texas with the following in attendance:

President Bradley Smith convened the October 31, 2017, FCPEMSD Board Special Meeting
with a quorum present at 4:30 P.M., all members were present with the exception of Director
Gomez-Abshire who arrived at 4:35 P.M.
1. PROPOSED RESOLUTIONS
a. Consider a resolution amending the Baytown Fire Control, Prevention, and
Emergency Medical Services District's Fiscal Year 2017-18 Budget in order to transfer
monies from Unforeseen/New Initiatives (20701-99002)to Motor Vehicles (20701-
84043)for the purchase of seven (7) High Water Vehicles.
General Manager Davis presented the agenda item stated that after the recent event of Hurricane
Harvey, all but one (1) of the high water service vehicles were operable. He stated that although
there is an alternate plan in the event something happens suddenly the vehicles should be
replaced quickly. He stated that Marshall Hutton from the emergency management office was
able to locate some vehicles at a reasonable price that were considerably newer than the ones that
the City was operating with before. He stated that the request is to have a vehicle at each fire
station and that staff would submit future request to have additional fixtures added to them.
Additionally, he stated that the costs for the vehicles would be approximately less than $50,000
and would come out of the contingency fund.

Director Watts inquired if the vehicles were all operational. Director of Finance, Wade
Nickerson stated that the vehicles were operational, but noted that the City mechanics looked at
the vehicles, in which there could be minor repairs needed. General Manager Davis noted that it
would costs thousands of dollars to repair the trucks that the City already has because of the parts
needed, but that the vehicles being proposed for purchase have parts that are more common for
repairs.
Director Adkins stated the FCPEMSD funds should be used for the purchase of fire trucks,
ambulances, and the fire training field. He noted that in the past there was a discussion with
regards to getting a rescue truck to replace three (3)pickup trucks and trailers, but there's hasn't
been any word with such regard. He further inquired if the requested funds could go towards the
rescue truck and why the vehicles being requested were not purchased with other funds, such as
FEMA.
In response to Directors Adkins inquiry, General Manager Davis stated that there were no funds
available in the general fund but there were funds available in the FCPEMSD budget. He stated
that the apparatus request was from the fire department, to be specifically used for the fire
department purposes. He stated that the apparatuses would be run on a regular basis and if
the request would compete with some other critical piece of fire apparatus he would have been
hesitant bringing it before the Board. He noted that the cost of$44,000, for the vehicles does not
compete with the cost of$1 million for the rescue apparatus. He further stated that he spoke with
the Fire Chief about the reason that the rescue truck was not programed this year,which was due
to the funding not being available. Additionally, General Manager Davis stated that he doesn't
feel that the purchase would derail any of the future plans going forward.
Director Carr inquired as to what happens to the old trucks. General Manager Davis noted that
the old trucks would go to auction.
A motion was made by Director Richard (James) Carr and seconded by Director Maurice
Watts approving Resolution No. 54 regarding agenda item l.a. The vote was as follows:

DISTRICT AMENDING THE BAYTOWN FIRE CONTROL, PREVENTION,
AND EMERGENCY MEDICAL SERVICES DISTRICT'S FISCAL YEAR
2017-2018 BUDGET IN ORDER TO TRANSFER FORTY-FOUR THOUSAND
ONE HUNDRED NINETY-EIGHT AND NO/100 DOLLARS ($44,198.00)
FROM UNFORESEEN NEW INITIATIVES TO THE MOTOR VEHICLES
FOR THE PURCHASE OF SEVEN (7) HIGH WATER VEHICLES; AND
PROVIDING FOR THE EFFECTIVE DATE THEREOF.
2. REPORTS
a. Present an update regarding the Baytown Fire Training Field Project.
Assistant Fire Chief, Dana Dalbey presented the update regarding the Baytown Fire Training
Field Project and stated that there were no changes within the past two (2) weeks. Additionally,
he stated that they are waiting on the plan review process to be completed by staff in order to
move forward.
3. MANAGER'S REPORT
a. Reminder that the next Baytown Fire Control, Prevention, and Emergency Medical
Services District meeting is scheduled for January 16, 2018, at 4:30 P.M. in the Baytown
Conference Room,City Hall,2401 Market Street, Baytown,Texas.
General Manager Davis presented the agenda item and stated that the next Baytown Fire Control,
Prevention, and Emergency Medical Services District meeting is scheduled for January 16, 2018,
at 4:30 P.M. in the Baytown Conference Room, City Hall, 2401 Market Street, Baytown, Texas.
Additionally, he introduced the new Fire Chief, Kenneth Dobson and stated that there would be a
comprehensive time schedule on the Fire Training Field at the meeting in January.
4. ADJOURN
A motion was made by Director Barry L. Hawkins and seconded by Vice President John
Adkins adjourning the October 31, 2017, FCPEMSD Board Special Meeting. The vote was as
follows:
