OF THE BAYTOWN CRIME CONTROL AND PREVENTION DISTRICT
November 14, 2017
The Board of Directors of the Baytown Crime Control and Prevention District (CCPD) met in a
Special Meeting on Tuesday, November 14, 2017, at 4:30 P.M., in the Council Chamber of the
Baytown City Hall, 2401 Market Street, Baytown, Texas with the following in attendance:

James Coker Director

Randall Strong Director
Kevin Troller Assistant General Manager

Leticia Brysch Secretary
President Wheeler convened the November 14, 2017, CCPD Board Special Meeting with a
quorum present at 4:30 P.M., all members were present with the exception of Directors Arthur
and Warford who were both absent.
1. PROPOSED RESOLUTIONS
a. Consider a resolution amending the Baytown Crime Control and Prevention
District's Fiscal Year 2017-18 Budget in order to transfer monies from Unforeseen/New
Initiatives (20601-99002) to Motor Vehicles (20601-84043) for the purchase of four(4) High
Water Vehicles.
Assistant General Manager Troller presented the agenda item and stated that Resolution No. 54
amends the Baytown Crime Control and Prevention District's Fiscal Year 2017-18 Budget in
order to transfer $25,256.00 from Unforeseen/New Initiatives (20601-99002) to Motor Vehicles
(20601-84043) for the purchase of four(4) High Water Vehicles.
He stated that the recent flooding from Hurricane Harvey revealed an urgent need for an updated
fleet of High Water Vehicles (HWV) for the City's emergency responders as the current fleets of
six (6) HWVs are old, outdated, and obsolete. He stated that the vehicles will be specifically for
the Police Department and that the Fire District is purchasing seven (7) HWV vehicles
specifically for the Fire Department, also for in the event of future disasters.
Mr. Troller stated that the total cost of $25,256.00, breaks down into each vehicle costing
$6,314.00; each vehicle includes a light bar and delivery charge. He noted that the vehicles will
come from the Texas Facilities Commission in Fort Worth, which is a state and federal surplus
property organization.

Director Strong inquired for clarity if six (6) vehicles would be replaced with eleven (11) or if
six (6) were for police only. Mr. Troller stated that the six (6) existing vehicles are being
replaced by eleven (11) vehicles of which seven (7) are for the exclusive use of the Fire
Department and four(4) are for the exclusive use of the Police Department.
Director Strong further inquired as to what type of high water vehicles would be purchased.
Controller, Jeffrey Miller provided to Director Strong a picture of the vehicles that would be
purchased.
Additionally, it was noted that the 1995-1999 vehicle design was chosen, because the vehicle
models of year 2000 and beyond electronics is what failed.
A motion was made by Director Randall B. Strong, and seconded by Director James Coker
approving Resolution No. 54, regarding item 1.a. The vote was as follows:
Ayes: Director James Coker, Director Lloyd J. Herrera, President Rikki Wheeler,
Director Randall B. Strong

A RESOLUTION OF THE BOARD OF DIRECTORS OF THE BAYTOWN
CRIME CONTROL AND PREVENTION DISTRICT AMENDING THE
BAYTOWN CRIME CONTROL AND PREVENTION DISTRICT'S FISCAL
YEAR 2017-2018 BUDGET IN ORDER TO TRANSFER TWENTY-FIVE
THOUSAND TWO HUNDRED FIFTY-SIX AND NO100 DOLLARS
($25,256.00) FROM UNFORESEEN/NEW INITIATIVES TO MOTOR
VEHICLES FOR THE PURCHASE OF FOUR(4)HIGH WATER VEHICLES;
AND PROVIDING FOR THE EFFECTIVE DATE THEREOF.
2. MANAGER'S REPORT
a. The next Baytown Crime Control and Prevention District meeting is scheduled for
Tuesday, January 09, 2018, at 4:30 P.M., in the Baytown City Council Chamber, 2401
Market Street,Baytown,Texas 77520.
Assistant General Manager Troller acknowledged the success of the Public Safety Recognition
Luncheon held on November 14, 2017. Additionally, he stated that the next Baytown Crime
Control and Prevention District meeting is scheduled for Tuesday, January 09, 2018, at 4:30
P.M., in the Baytown City Council Chamber,2401 Market Street, Baytown,Texas 77520.

3. ADJOURN
A motion was made by Director Lloyd J. Herrera and seconded by Director James Coker
adjourning the November 14, 2017, CCPD Board Special Meeting. The vote was as follows:
Ayes: Director James Coker,Director Lloyd J. Herrera, President Rikki Wheeler,
Director Randall B. Strong
Nays: None
Other: Director Steele Arthur(Absent), Director Dr. Chris L. Warford(Absent)
Approved
With there being no further business to discuss, President Wheeler adjourned the November 14,
2017, CCPD Board Special Meeting at 4:35 P.M.
