2017 10 10 CCPD Minutes MINUTES OF THE REGULAR MEETING OF THE BOARD OF DIRECTORS OF THE BAYTOWN CRIME CONTROL AND PREVENTION DISTRICT October 10, 2017 The Board of Directors of the Baytown Crime Control and Prevention District (CCPD) met in a Regular Meeting on Tuesday, October 10, 2017, at 4:31 P.M., in the Council Chamber of the Baytown City Hall, 2401 Market Street, Baytown, Texas with the following in attendance: Rikki Wheeler President Steele Arthur Director James Coker Director Lloyd Herrera Director Randall Strong Director Chris Warford Vice President Rick Davis General Manager Deanie King General Counsel Leticia Brysch Secretary President Wheeler convened the October 10, 2017, CCPD Board Regular Meeting with a quorum present at 4:31 P.M., all members were present. 1. MINUTES a. Consider approving the minutes of the Crime Control and Prevention District Special Meeting held on June 27, 2017. A motion was made by Director Dr. Chris L. Warford and seconded by Director Randall B. Strong approving the June 27, 2017, CCPD Board Special Meeting minutes. The vote was as follows: Ayes: Director James Coker, Director Steele Arthur, Director Lloyd J. Herrera, Director Dr. Chris L. Warford, President Rikki Wheeler, Director Randall B. Strong Nays: None Approved b. Consider approving the minutes of the Crime Control and Prevention District Regular Meeting held on July 11, 2017. CCPD Board Regular Meeting Minutes October 10,2017 Page 2 of 5 A motion was made by Director James Coker and seconded by Director Dr. Chris L. Warford approving the July 11, 2017, CCPD Board Regular Meeting minutes. The vote was as follows: Ayes: Director James Coker, Director Steele Arthur, Director Lloyd J. Herrera, Director Dr. Chris L. Warford, President Rikki Wheeler, Director Randall B. Strong Nays: None Approved 2. BUSINESS ITEMS a. Consider setting the time, date and location of the Baytown Crime Control and Prevention District Meetings for the 2018 calendar year. Secretary, Leticia Brysch presented that agenda item setting the following CCPD 2018 meetings in the Council Chamber of the City Hall, located at 2401 Market Street, at 4:30 P.M., unless otherwise noted: • Tuesday,January 09, 2018, • Tuesday, April 10, 2018, • Tuesday, June 12, 2018, • Tuesday, July 10, 2018, and • Tuesday, October 9, 2018. Additionally, Mrs. Brysch stated that the meeting scheduled in June is to start the CCPD budget process. A motion was made by Director Dr. Chris L. Warford and seconded by Director Steele Arthur approving the CCPD Board meetings for the 2018 calendar year to be held in the Council Chamber of City Hall, 2401 Market Street, at 4:30 P.M. Strong Nays: None Approved 3. REPORTS CCPD Board Regular Meeting Minutes October 10,2017 Page 3 of 5 a. Presentation of the CCPD Hot Spot and Commercial Vehicle Enforcement (CVE) statistical report. Police Chief, Keith Dougherty presented the agenda item and extended an invitation to the members of the CCPD board to visit the police department. He requested for those interested in a tour to contact him,in order for him to make the necessary preparations. Chief Dougherty noted that the report for Hot Spot included the month of September statistics. He stated that the team spent 36 hours assisting Special Operations/Detectives. He stated that they made 71 arrests, issued 253 citations, answered 241 calls for service, made 267 traffic stops, had 453 pedestrian contacts, and filed 225 charges. He further stated that the team also assisted in other areas such as high crime areas and during the time of the inclement weather. With regards to the CVE quarter report, Chief Dougherty stated that two (2) CCPD officers had respectively 13/14 Level One inspections, 121/66 Level Two inspections, 5/5 Hazardous Material Load inspections, put 152/60 vehicles out of service for violation, put 7/0 drivers out of service for violation, issued 114/58 citations for violation, issued 461/200 warnings for violation, issued 2/2 safety decals, issued 22/11 weight-related citations, and issued 40/19 weight-related warnings. The annual activity report include comparison statistics for the two (2) CCPD funded officers and for the CVE unit overall. Chief Dougherty stated with regards to the annual activity report for FY-2017 that the CCPD funded officers alone had 85 Level One inspections, 791 Level Two inspections, two (2) Level Three and Five inspections, 46 Hazardous Material Load inspections, put 893 out of service for violations, put 30 drivers out of service for violation, issued 725 citations for violation, issued 2,466 warnings for violation, issued 17 safety decals, issued 143 weight-related citations, and issued 236 weight-related warnings. He stated that overall there were 184 Level One inspections, 1,164 Level Two inspections, three (3) Level Three and Five inspections, 140 Hazardous Material Load inspections, 1,231 vehicles put out of service for violation,45 drivers put out of service for violation, 1,214 citations issued for violation, 3,595 warnings issued for violation, 52 safety decals issued, 275 weight-related citations issued, and 450 weight-related warnings issued. Director Strong inquired as to how many officers work commercial vehicles. Chief Dougherty stated that five(5)officers work the CVE. Director Warford inquired if there were repeat violators. Chief Dougherty stated that there were repeat company violators and further explained that in an effort to be proactive, officers provide educational events at the plants, which are well received as the drivers don't like to drive for companies that don't remain in compliance. Additionally, he stated that hopefully the numbers will decrease because of compliance and not because of effort. Director Arthur stated that he lives in the Pinehurst subdivision which was impacted greatly by Hurricane Harvey and had the opportunity to see the benefit of services provided through the CCPD Board Regular Meeting Minutes October 10,2017 Page 4 of 5 CCPD first hand. He expressed appreciation and acknowledged the police department for coordinating with various agencies, as well as, bringing peace during a time when everyone's emotions were elevated. Chief Dougherty noted that it was the collective city-wide effort, whereas, all departments worked collaboratively to bring the City back to normalcy. b. Receive the Baytown Crime Control and Prevention District's Quarterly Financial and Investment Reports for the Quarter Ending September 30,2017. Finance Director, Wade Nickerson presented the Baytown Crime Control and Prevention District's (CCPD) Quarterly Financial and Investment Reports for the Quarter Ending September 30, 2017. He stated that the revenues, as well as, the investment interests came in higher than expected. He noted that the revenues were at 100.81% and that the rates were increasing, in which would be seen in the upcoming budget. According to the sales tax comparison reports, he stated that year-to-date, CCPD was 7.87%higher than the prior year. With regards to expenditures, Mr. Nickerson stated that personnel services were just under 84% as there were some positions vacant. He noted the there was no money spent on service during this budget year as compared to last year, which was for election costs. He stated with regards to the capital outlay, in conjunction with, the inter-fund transfers that the negative $23,700 was a transfer for body cameras, but noted that the bottom line number was fewer than 80%, as expected. President Wheeler stated that being that there's money in contingency perhaps a discussion should be done with regards to purchasing high water vehicles. General Manager Davis noted that purchasing additional high water vehicles is part of the prioritized list of FEMA public assistance projects. Additionally, Mr. Nickerson stated that there was approximately $284,398 in the portfolio earning$586 at an interest rate of.9987%. 4. MANAGER'S REPORT a. The next Baytown Crime Control and Prevention District meeting is scheduled for Tuesday,January 09, 2018, at 4:30 P.M., in the Baytown City Council Chamber, 2401 Market Street, Baytown,Texas 77520. General Manager Davis presented the agenda item and noted that the completion of the debris remediation was coming to a contractual conclusion, but that the City's obligation to pick up debris pilings continuing to appear didn't terminate, as the true recovery construction was at its beginning for those affected by Hurricane Harvey. He stated that the City would continue to be vigilante regarding those who would take advantage of folks, in terms of, less than scrupulous contractors and further stated that there's a process that doesn't vet the contractor, but does require the contractor to come in and get a certificate. ADJOURN A motion was made by Director Lloyd J. Herrera and seconded by Director Dr. Chris L. Warford adjourning the October 10, 2017, CCPD Board Regular Meeting.
