July 18, 2017
The Board of Directors of the Baytown Fire Control, Prevention, and Emergency Medical
Services District (FCPEMSD)met in a Regular Meeting on Tuesday, July 18, 2017, at 4:30
P.M., in the Baytown Conference Room of the Baytown City Hall, 2401 Market Street,
Baytown,Texas with the following in attendance:

President Bradley Smith convened the July 18, 2017, Fire Control, Prevention, and Emergency
Medical Services District (FCPEMSD) Board Regular Meeting with a quorum present at
4:30 P.M., all members were present with the exception of Director Adelina Gomez-Abshire
who was absent.
1. PUBLIC HEARINGS
a. Conduct a public hearing regarding the Baytown Fire Control, Prevention, and
Emergency Medical Services District's Fiscal Year 2017-18 Proposed Budget.
At 4:31 P.M., President Bradley Smith opened and conducted a public hearing regarding the
Baytown Fire Control, Prevention, and Emergency Medical Services District's Fiscal Year 2017-
18 Proposed Budget.
Finance Director, Wade Nickerson presented a summary of the public hearing regarding the
Baytown Fire Control, Prevention, and Emergency Medical Services District's ("FCPEMSD")
Fiscal Year 2017-18 Proposed Budget, which is required pursuant to the Board's alternate budget
adoption procedures. He stated that a red lined version of the budget was presented to the board
that included amendments for repairs needing to be done at the fire training facility, specifically,
the foundation of the burn building. He stated that the repairs costs approximately $200,000,
therefore, the request was made to allow for such repairs, instead of funding the power
load system that was previously approved. Assistant General Manager, Kevin Troller noted that
this is also a request from the Fire Chief.

General Manager Davis stated that staff is thoroughly investigating options relative to the
contract for the building and further noted that every legal attempt would be made to recoup such
funding. He noted that once the funds are replenished, a request would be made to fund the
system originally approved.
During further discussion, it was stated that a meeting was scheduled for Wednesday, July 26th,
to come up with a plan that works best. It was further noted that the condition of the slab was
prohibiting the ability to move forward with the props, but also noted that repairs could be done
to the foundation, whereas,the walls would be fine,but as it sits would get worse.
Director Watts inquired whether the description of the amendment should be noted to be for the
foundation. Mr. Nickerson stated that currently they believe that the issue is just the foundation,
but the specifics would be determined by the experts, therefore the description was noted as
repairs in case other items were included.
There was an inquiry regarding if this contractor did work other than the work related to the
foundation issue. It was noted that the contractor provided the foundation for the bathroom and
the tower, in which they both appear to be fine, therefore, is why they believe the issue with the
foundation is more of a soil issue rather than an engineering issue.
Additionally, Mr. Nickerson noted that this request does not change the dollar figures on the
budget.
With there being no one registered to speak regarding agenda item l.a., President Bradley Smith
closed the public hearing at 4:40 P.M.
2. PROPOSED RESOLUTIONS
a. Consider a resolution adopting the Baytown Fire Control, Prevention, and
Emergency Medical Services District's Fiscal Year 2017-18 Proposed Budget.
Director Adkins inquired if the $100,000 for the contingency budget line item was for the
QA/QC Lieutenant position. Assistant General Manager Troller stated that the specific line item
in question was a renewal item that allows for flexibility throughout the year for unforeseen
circumstances.
General Manager Davis reminded the board of directors that the FCPEMSD is sales tax
dependent and this allows for flexibility if something happens with the economy.
A motion was made by Vice President John Adkins and seconded by Director Maurice Watts
approving Resolution No. 53,regarding agenda item 2.a. The vote was as follows:

RESOLUTION NO. 53
A RESOLUTION OF THE BOARD OF DIRECTORS OF THE BAYTOWN
FIRE CONTROL, PREVENTION, AND EMERGENCY MEDICAL SERVICES
DISTRICT ADOPTING A BUDGET FOR THE ENSUING FISCAL YEAR,
BEGINNING OCTOBER 1, 2017, AND ENDING SEPTEMBER 30, 2018, IN
ACCORDANCE WITH CHAPTER 344 OF THE TEXAS LOCAL
GOVERNMENT CODE AND THE ALTERNATIVE PROCEDURES
ADOPTED BY THE DISTRICT; AND PROVIDING FOR THE EFFECTIVE
DATE THEREOF.
3. BUSINESS ITEMS
a. Consider the election of the President and Vice President and the appointment of
the Secretary.
Secretary, Leticia Brysch presented the agenda item and stated that the current officers were:
Brenda Bradley Smith, President; John Adkins, Vice President; and the City Clerk, Secretary.
Vice President Adkins recommended that all current positions remain the same for another term
and also extended nominations for those positions from other members of the board.
A motion was made by Director Gerald Baldwin and seconded by Director Maurice Watts
approving the elections of Brenda Bradley Smith as President, John Adkins as Vice President,
and the City Clerk as the Secretary of the FCPEMSD Board. The vote was as follows:

4. REPORTS
a. Present update regarding the Baytown Fire Training Field, Phase 2.

Mr. Ronald Roberts presented the update regarding the Baytown Fire Training Field, Phase 2. He
stated that a meeting with all of the stakeholders was scheduled for Wednesday, July 26th,to
discuss the design concept of the fire training field and will provide more details after such
meeting. Additionally,he noted that some props were already donated and ready to be shipped.
b. Receive the Baytown Fire Control, Prevention, and Emergency Medical Services
District's Quarterly Financial and Investment Reports for the Quarter Ending June 30,
2017.
Mr. Nickerson presented the FCPEMSD Financial Report for the Quarter ending June 30, 2017.
He stated that district's funding source was from sales tax, which was at 75% of budget as
expected. He stated that the personnel services line item came in just under 46% under budget,
which was due to a vacant position that has yet to be filled. He further noted that there was
supplies monies not spent, which was also due to the position not being filled. With regards to
capital, he stated that there was a balance of approximately $352,000, with most of that amount
being for burn props that were ordered, but not yet paid for and further noted that the funds were
expected to be spent by the end of the budget year. Additionally, he stated that negative number
related to the construction line item, was due to a timing error, in which the correction was made,
but should be reflected, in the next report.
With regards to the investments, Mr. Nickerson stated that rate was at .79020%with interest
earnings of$1,447.02.
5. MANAGER'S REPORT
a. Reminder that the next Baytown Fire Control, Prevention, and Emergency Medical
Services District meeting is scheduled for October 17, 2017, at 4:30 P.M. in the Baytown
Conference Room, City Hall, 2401 Market Street, Baytown, Texas.
General Manager Davis stated that at the next council meeting, the FCPEMSD budget would be
on the agenda for approval and further noted that the next FCPEMSD meeting was scheduled
for October 17, 2017, at 4:30 P.M. in the Baytown Conference Room, City Hall, 2401 Market
Street, Baytown,Texas.
Additionally, he stated that the ISO study report would be coming available soon and being
that 90 was the number of points to receive an ISO 1 rating,the City's number was 93.5.
6. ADJOURN
A motion was made by Vice President John Adkins and seconded by Director Richard (James)
Carr adjourning the July 18, 2017, FCPEMSD Board Meeting. The vote was as follows:
