2017 08 31 CC Minutes, EmergencyMINUTES OF THE EMERGENCY MEETING OF THE CITY COUNCIL OF THE CITY OF BAYTOWN August 31, 2017 The City Council of the City of Baytown Texas met in an Emergency Meeting on Thursday, August 31, 2017, at 5 31 P M., in the Council Chamber of the Baytown City Hall 2401 Market Street Baytown Texas with the following in attendance Robert Hoskins Council Member Charles Johnson Council Member David McCartney Council Member Chris Presley Council Member Tent' Sain Council Member Stephen H DonCarlos Mayor Rick Davis City Manager Ignacio Ramirez City Attorney Leticia Brysch City Clerk Keith Dougherty Sergeant at Awns Mayor DonCarlos convened the August 31 2017 City Council Emergency Meeting with a quorum present at 5 31 P M., all members were present with the exception of Council Member Alvarado who was absent PROPOSED ORDINANCES a Consider an ordinance extending the Declaration of Local Disaster and all orders, rules, and regulations issued by the Mayor pursuant thereto Mayor DonCarlos stated that Ordinance No 13,571 extends the Declaration of Local Disaster, in which he executed on August 27 2017 to provide flexibility to the recovery efforts due to Hurricane Harvey Council McCartney inquired if there was enough money to cover what needs to be done Mr Nickerson stated that staff is confident that there's enough funds in the current year's budget to cover the recovery costs needs, until federal assistance is received but further noted that a request may be made for additional funds if necessary A motion was made by Council Member Robert C Hoskins and seconded by Council Member Terry Sam approving Ordinance No 13,571 regarding agenda nem La The vote was as follows City Council Emergency Meeting Minutes August 31 2017 Page 2 of 3 Ayes Mayor Stephen DonCarlos, Council Member Charles Johnson Council Member Robert C Hoskins, Council Member David McCartney Council Member Terry Sam, Mayor Pro Tem Chris Presley Nays None Other Council Member Laura Alvarado (Absent) Approved ORDINANCE NO 13,571 AN ORDINANCE OF THE CITY OF BAYTOWN TEXAS EXTENDING AND RENEWING THE DECLARATION OF LOCAL DISASTER AS WELL AS ALL ORDERS, RULES, AND REGULATIONS ISSUED PURSUANT THERETO PROVIDING NOTICE, PROVIDING SEVERABILITY, AND PROVIDING FOR THE EFFECTIVE DATE THEREOF b Consider an ordinance authorizing an emergency expenditure as an amendment to the Fiscal Year 2016-17 budget due to the recovery and rehabilitation efforts resulting from the devastation caused by Hurricane Harvey City Manager Davis stated that Ordinance No 13 572 authorizes adjustments in the current year's budget in order to accommodate the extraordinary expenses associated with recent emergency from Hurricane Harvey and Mr Nickerson would provide Council with explanations of the process of such Mr Nickerson stated that Ordinance No 13,572 authorizes an emergency expenditure transfer of $5,000,000 from the fund balance from the General Fund and $2,500,000 from the City's Water and Sewer Fund into the CIPF for the recovery expenses associated with the clean up efforts caused by Hurricane Harvey A motion was made by Council Member Terry Sam and seconded by Council Member Robert C Hoskins approving Ordinance No 13,572, regarding agenda item 1 b The vote was as follows Ayes Mayor Stephen DonCarlos Council Member Charles Johnson Council Member Robert C Hoskins, Council Member David McCartney Council Member Terry Sam, Mayor Pro Tem Chris Presley Nays None Other Council Member Laura Alvarado (Absent) Approved City Council Emergency Meeting Minutes August 31 2017 Page 3 of ORDINANCE NO 13,572 AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF BAYTOWN, TEXAS, AUTHORIZING AN EMERGENCY EXPENDITURE AS AN AMENDMENT TO THE FISCAL YEAR 2016 17 BUDGET DUE TO THE RECOVERY AND REHABILITATION EFFORTS RESULTING FROM THE DEVASTATION CAUSED BY HURRICANE HARVEY AND PROVIDING FOR THE EFFECTIVE DATE THEREOF ADJOURN A motion was made by Council Member David McCartney and seconded by Council Member Robert C Hoskins a mmung the August 31, 2017.
