The Board of Directors of the Baytown Crime Control and Prevention District (CCPD) met in a
Regular Meeting on Tuesday July 11 2017 at 4:32 P M., in the Council Chamber of the
Baytown City Hall 2401 Market Street Baytown Texas with the following in attendance

President Wheeler convened the July 11 2017 Crime Control and Prevention District (CCPD)
Board Regular Meeting with a quorum present at 4 32 P M. all members were present with the
exception of Director Warford who was absent
PUBLIC HEARINGS
a Conduct the first public hearing regarding the Baytown Crime Control and
Prevention District Fiscal Year 2017 18 Proposed Budget
At 4.33 P M President Wheeler opened and conducted the first public hearing regarding the
Baytown Crime Control and Prevention District (CCPD) Fiscal Year 2017 18 Proposed Budget
Finance Director Wade Nickerson presented a summary of the CCPD Fiscal Year 2017 18
Proposed Budget and noted that the budget was unchanged from what was presented before the
CCPD Board at the last meeting. He stated that the total revenues were $1,834 140 the operating
expenditures were $1,533,095, the capital outlay expenditures were $530479 the
unforeseen new initiatives were $100,000, and the ending fund balance was $69,212
With there being no one registered to speak regarding agenda item l.a., President Wheeler closed
the first public hearing at 4 34 P M
b Conduct the second public hearing regarding the Baytown Crime Control and
Prevention District Fiscal Year 2017 18 Proposed Budget At 4 34 P M, President Wheeler
opened and conducted the second public hearing regarding the Baytown Crime Control
and Prevention District Fiscal Year 2017 18 Proposed Budget

Mr Nickerson stated that the budget summary for the second public hearing was unchanged
from the first public hearing
With there being no one registered to speak regarding agenda item 1 b. President Wheeler
closed the second public hearing at 4:34 P M
a Consider a resolution adopting the Baytown Crime Control and Prevention
District's Fiscal Year 2017 18 Proposed Budget
A motion was made by Director Randall B Strong and seconded by Director James Coker
approving Resolution No 53, regarding agenda nem 2.a The vote was as follows

RESOLUTION NO 53
A RESOLUTION OF THE BOARD OF DIRECTORS OF THE BAYTOWN
CRIME CONTROL AND PREVENTION DISTRICT ADOPTING A BUDGET
FOR THE ENSUING FISCAL YEAR, BEGINNING OCTOBER 1, 2017, AND
ENDING SEPTEMBER 30 2018 IN ACCORDANCE WITH CHAPTER 363
OF THE TEXAS LOCAL GOVERNMENT CODE AND THE ALTERNATIVE
PROCEDURES ADOPTED BY THE DISTRICT, MAKING OTHER
PROVISIONS RELATED THERETO, AND PROVIDING FOR THE
EFFECTIVE DATE THEREOF
a Consider the election of officers for President and Vice President and the
appointment of Secretary
President Wheeler presented the agenda item and stated that in the past the City Clerk was
appointed as the Secretary for the CCPD Board, but further noted that any recommendation for
such position was welcomed Additionally, she stated that Chris Warford was elected to serve as
Vice President and she elected to serve as President and further extended the opportunity to the
current board of directors to serve in such positions if desired

Director Strong recommended that the City Clerk be appointed as Secretary, Director Coker
nominated Chris Warford to serve as Vice President, and Director Strong nominated Rikki
Wheeler to serve as President for another term
A motion was made by Director Randall B Strong and seconded by Director Steele Arthur
approving the election of Rikki Wheeler as President of the CCPD Board The vote was as
follows

a Presentation of the CCPD Hot Spot and Commercial Vehicle Enforcement (CVE)
statistical report
Police Chief, Keith Dougherty presented the CCPD Hot Spot and Commercial Vehicle
Enforcement (CVE) reports He stated that the June statistics for the Hot Spot included 111
arrests 246 citations, 207 calls for service, 236 traffic stops 682 pedestrian contacts and 260
charges
With regards to the CVE third quarter report he stated that Officer Woolcock had nine (9) Level
1 inspections, 101 Level 2 inspections, five (5) hazardous material load inspections put 136
vehicles out of service for violations, put 10 drivers out of service for violations issued 112
citations for violations issued 398 warnings for violations, issued two (2) safety decals issued
32 weight -related citations and 30 weight -related warnings He stated that Officer Slot had eight
(8) Level 1 inspections, 68 Level 2 inspections five (5) hazardous material load inspections, put
66 vehicles out of service for violations, issued 61 citations for violations issued 159 warnings
for violations issued two (2) safety decals, issued eight (8) weight -related citations and 12
weight -related warnings
Director Steele inquired if it was odd that there were no DWI's Chief Dougherty stated that it
depends on where they are assigned, in which they were in the day/evening hours where there's
less of such cases opposed to the evening/mid-morning hours Additionally, Chief Dougherty
noted that the regular patrol division attended to such cases rather than the Hot Spot Director
Steele further inquired if the drivers were from independent contractors Chief Dougherty stated
that the types of drivers vaned and further noted that proactively some of the officers go to some
of the businesses and present truck safety seminars
b Receive the Baytown Crime Control and Prevention District's Quarterly Financial
and Investment Reports for the Quarter Ending June 30, 2017
Mr Nickerson presented the agenda item and stated that the revenues including sales taxes came
in as predicted He also noted that the budget was expected to be met at the end of the year With
regards to the sales tax receipt report he stated that the budget is currently 6.56% over the prior
year which was budgeted as expected He further noted that the sales tax collections were a little
over 5% for the year With regards to a graph presented the board, Director Strong inquired as to
why there was a huge spike in the May sales taxes the current year as opposed to last year In
response to Director Strong's inquiry President Wheeler noted that the Royal Purple races were
held earlier in March as opposed to April in the previous year Mr Nickerson further noted that
usually the spikes are due to a collections timing issue
President Wheeler inquired for informational purposes as to why when she ordered something on
line the special district tax was deducted once she paid out. Director Steele noted that he's found
that if something ships from a Texas location the sales tax is calculated in, but if it ships from an
out-of-state location there's no sales tax on online purchases Mr Nickerson stated that he'd reach
out to the state for clarity regarding special district taxes for online purchases

During further discussion and with regards to expenditures Mr Nickerson stated that the
personnel services were slightly under budget He stated that the negative balance for the
supplies item was due to a timing issue which should be cleared up next quarter and noted that
the encumbrances were just under $6,000 which would also be cleared up Mr Nickerson stated
that the 25% grant match on the body cameras was budgeted in the capital outlay area, which
was transferred over to the grant fund in order to accwunt for it correctly He noted the capital
outlay items as well as the capital outlay encumbrance would be cleared and also come in under
budget before the year end Additionally Mr Nickerson noted that there were no electron
services expenditures this year which was the difference in the budget as compared to last
year
City Clerk Leticia Brysch noted that the next CCPD election would be in the year 2019, in
which at that time the City of Baytown would not have a city-wide election, therefore, the CCPD
and FCPEMSD would be responsible for the bulk of the elections in November Additionally
Mr Nickerson noted that the amount in the electron budget would be sustainably higher than
$13000
With regards to the investment report Mr Nickerson stated that the rate was at 8% with a
collection of $338.08

a The next Baytown Crime Control and Prevention District meeting is scheduled for
Tuesday, October 10, 2017, at 4.30 P M., in the Baytown City Council Chamber 2401
Market Street Baytown, Texas 77520
General Manager Davis noted that the CCPD budget would be considered at the City Council
meeting scheduled for July 13, 2017 Additionally, he stated that the next Baytown Crime
Control and Prevention District meeting is scheduled for Tuesday, October 10, 2017, at 4.30
P M., in the Baytown City Council Chamber 2401 Market Street Baytown, Texas 77520
