2017 06 27 CCPD MinutesMINUTES OF THE REGULAR MEETING OF THE BOARD OF DIRECTORS OF THE BAYTOWN CRIME CONTROL AND PREVENTION DISTRICT June 27, 2017 The Board of Directors of the Baytown Crime Control and Prevention District (CCPD) met in a Regular Meeting on Tuesday, June 27 2017 at 4 31 P M. in the Council Chamber of the Baytown City Hall, 2401 Market Street, Baytown, Texas with the following in attendance Rikki Wheeler President Steele Arthur Director Chris Navarre Director Randall Strong Director Chris Warford Director Rick Davis General Manager Deame King General Counsel Leticia Brysch Secretary President Wheeler convened the June 27 2017 Crime Control and Prevention District (CCPD) Board Regular Meeting with a quorum present at 491 P M. all members were present with the exception of Director Strong who arrived at 4.35 P M. and Director Coker who was absent MINUTES a Consider approving the minutes of the Crime Control and Prevention District Regular Meeting held on January 10, 2017 A motion was made by Director Dr Chris L Warford and seconded by Director Chris Navarre approving the January 10 2017 CCPD Board Regular Meeting minutes. The vote was as follows Ayes Director Steele Arthur Director Chris Navarre, Director Dr Chris L Warford President Rikki Wheeler Nays None Other Director James Coker (Absent), Director Randall B Strong (Not Present for Vote) Approved DISCUSSIONS a Discuss the Baytown Crime Control and Prevention District Fiscal Year 2017 18 Proposed Budget and budget process CCPD Board Regular Meeting Minutes June 27 2017 Page 2 of 3 General Manager Davis presented the agenda item and described the major points in the Baytown Crime Control and Prevention District ("CCPD") Fiscal Year 2017 18 Proposed Budget He stated that the sales tax revenues, which me the sole source revenue for this fiord are being predicted on a basically flat model He stated that there appears to be a normalizing to the ebbing of the sales tax due to the succession of construction being a generating factor He stated that even in the general fund there's not an expectancy of increasing sales tax, but noted that the salaries and benefits were budgeted with a 5% increase General Manage Davis stated that the capital outlay is separated in four (4) parts that includes the purchase of 21 MDT's for vehicles $114409 for the body camera program, which is a recurring costs that includes the replacement of the cameras and the software the purchase of five (5) replacement patrol vehicles, and $58,150 for miscellaneous equipment with the largest portion of that being for SWAT vests. He noted that on July 11th, following the public hearings the District will consider approving the budget Additionally, he stated that Finance Director. Wade Nickerson and Police Chief Dougherty would provide details to the budget line items, as well as, answer any questions that may arse Mr Nickerson stated that the $114,409 is an ongoing costs to restore the video taken from the body cameras into a cloud and noted that the SWAT body vests, which lasts approximately five (5) years is also an ongoing cost He father noted that the budget includes some night vision equipment, bomb squad equipment and a couple of ATV's Additionally he stated the $100,000 in the unforeseen/new initiatives line item is for things that come up in the year in which a request for funding would come before the CCPD Board for approval of such reallocation if MY President Wheeler stated that she noticed that the salary line item was less than what was budgeted the prior year and further inquired if there was not as much done as anticipated last year or not as much of an increase a.
