CC Resolution No. 2492RESOLUTION NO. 2492 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF BAYTOWN, TEXAS, AUTHORIZING THE CITY MANAGER OF THE CITY OF BAYTOWN TO SUBMIT AN APPLICATION FOR THE RIFLE -RESISTANT BODY ARMOR GRANT PROGRAM TO THE STATE OF TEXAS, OFFICE OF THE GOVERNOR, CRIMINAL JUSTICE DIVISION (CJD) ON BEHALF OF THE POLICE DEPARTMENT; DESIGNATING AN AUTHORIZED REPRESENTATIVE; ASSURING PROPER USE AND MAINTENANCE OF GRANT FUNDS; AND PROVIDING FOR THE EFFECTIVE DATE THEREOF. ****************************************************************************** WHEREAS, the Governor's Criminal Justice Division (CJD) provides funding to improve public safety and support victims of crime; and WHEREAS, In 2017, in response to the July 7th, 2016, shooting of numerous police officers in Dallas, Texas, the Legislature passed and the Governor signed Senate Bill 12 which created the Rifle -Resistant Body Armor Grant Program; and WHEREAS, the goal of the grant program is to increase the safety of Texas' law enforcement officers by assisting local agencies in the purchase of rifle -resistant armor; and WHEREAS, the grant monies, if awarded, will be used by the Police Department to purchase 151 Type IV rifle -resistant vests with plates, magazine and medical pouches, ID patches and carry bags; and WHEREAS, the Rifle -Resistant Body Armor Grant Program does not require a local match; NOW THEREFORE BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF BAYTOWN, TEXAS: Section 1: That the City Manager of the City of Baytown is hereby authorized to submit an application for the Rifle -Resistant Body Armor Grant Program to the State of Texas, Office of the Governor, Criminal Justice Division on behalf of the Baytown Police Department in the amount of EIGHTY-TWO THOUSAND EIGHT HUNDRED NINETY-NINE AND N0/100 DOLLARS ($82,899.00). Section 2: That the City Manager is hereby designated as the authorized representative of the City of Baytown for all purposes under the grant, including the acceptance, affirmation, rejection, alteration, or termination of any grant award that may result from the above application. Section 3: That in the event of loss or misuse of the Criminal Justice Division grant funds, the City Council of the City of Baytown hereby assures the Criminal Justice Division of the Office of the Governor, State of Texas, that such grant funds will be returned to the Criminal Justice Division in full. Section 4: This resolution shall take effect immediately from and after its passage by the City Council of the City of Baytown.
