2017 06 21 BAWA MinutesMINUTES OF THE REGULAR MEETING OF THE BOARD OF DIRECTORS OF THE BAYTOWN AREA WATER AUTHORITY June 21 2017 The Board of Directors of the Baytown Area Water Authority (BAWA) met in a Regular Meeting on Wednesday June 21 2017 at 9.03 A.M., in the Council Chamber of the Baytown City Hall, 2401 Market Street, Baytown Texas with the following in attendance Brenda Bradley Smith Mike Wilson Wayne Baldwin Brandon Benoit Frank McKay Rick Davis Ignacio Ramirez Sr Leticia Brysch President Vice President Secretary Director Director General Manager General Counsel Assistant Secretary President Bradley Smith convened the June 21, 2017, Baytown Area Water Authority (BAWA) Board Regular Meeting with a quorum present at 9.03 A.M., all members were present MINUTES a Consider approving the minutes of the Baytown Area Water Authority Regular Board Meeting held on April 19, 2017 A motion was made by Secretary Wayne Baldwin and seconded by Vice President Mike Wilson approving the April 19 2017 BAWA Board Regular Meeting minutes The vote was as follows Ayes Secretary Wayne Baldwin Director Brandon Benoit, President Brenda Bradley Smith, Director Frank McKay III Vice President Mike Wilson Nays None Approved b Consider approving the minutes of the Baytown Area Water Authority Special Board Meeting held on April 26 2017 A motion was made by Director Frank McKay III and seconded by Vice President Mike Wilson approving the April 26, 2017, BAWA Board Special Meeting minutes The vote was as follows BAWA Board Regular Meeting Minutes June 21 2017 Page 2 of 4 Ayes Secretary Wayne Baldwin, Director Brandon Benoit President Brenda Bradley Smith Director Frank McKay 111, Vice President Mike Wilson Nays None Approved c Consider approving the minutes of the Baytown Area Water Authority Regular Board Meeting held on May 17, 2017 A motion was made by Director Brandon Benoit and seconded by Secretary Wayne Baldwin approving the May 17, 2017, BAWA Board Regular Meeting minutes The vote was as follows Ayes Secretary Wayne Baldwin, Director Brandon Benoit President Brenda Bradley Smith Director Frank McKay III, Vice President Mike Wilson Nays None Approved PROPOSED RESOLUTIONS a Consider a resolution awarding the Lagoon Sludge Removal Contract to Synagro of Texas CDR, Inc BAWA Superintendent, Sterling Beaver presented the agenda item and stated that they advertised for this project for three (3) weeks, which included reaching out to companies that they've worked with in the past for sludge removal He stated that the last bid dated in the year 2014, was awarded to Magna Flow Environmental for approximately $80,000.00 He noted that this year Magna -Flow submitted a bid of approximately $200,000 higher for the same work Mr Beaver further stated that this year's bid was awarded to Synagro of Texas -CDR Inc., for the amount of $153 700 Director McKay inquired if this was for a one (1) year time penod and further inquired as to how long it takes to remove the sludge Mr Beaver stated that typically every four (4) years the sludge is cleaned out. He further noted that they stagger the cleanings of the lagoons for every other year and the timeframe to complete the cleaning is 30 days Mr Beaver also noted that they have a sludge registration through TCEQ which allows for them to land apply the sludge therefore, the sludge is disposed onsite A motion was made by Vice President Mike Wilson and seconded by Director Brandon Benoit approving Resolution No. 2017 13 regarding agenda item 2.a The vote was as follows Ayes Secretary Wayne Baldwin, Director Brandon Benoit, President Brenda Bradley Smith Director Frank McKay 111, Vice President Mike Wilson Nays None Approved RESOLUTION NO 2017 13 BAWA Board Regular Meeting Minutes Jane 21 2017 Page 3 of A RESOLUTION OF THE BOARD OF DIRECTORS OF THE BAYTOWN AREA WATER AUTHORITY AWARDING THE LAGOON SLUDGE REMOVAL PROJECT TO SYNAGRO OF TEXAS CDR INC. IN AN AMOUNT OF ONE HUNDRED FIFTY THREE THOUSAND SEVEN HUNDRED AND NO/100 DOLLARS ($153,700.00), MAKING OTHER PROVISIONS RELATED THERETO AND PROVIDING FOR THE EFFECTIVE DATE THEREOF REPORTS a Receive an update regarding the Baytown Area Water Authority (BAWA) East Plant Project Mr Rabalais, a representative from Jones and Carter presented the update regarding the Baytown Area Water Authority (BAWA) East Plant Project He stated that since the last update presented regarding this project, TGS has provided preliminary drawings to the City of Baytown for the access road from Hwy 99 up to the plant site, which they're developing. He stated that they have a draft of the mitigation plan for the wetlands in progress and have confirmed that one of the local mitigation banks has credit available for purchase, but wasn't sure if he could publicly say with who or how much He stated that during a conference call with TCEQ, they worked through most of the comments noted on the plans that was submitted to them He stated that they will revise those submittals on June 30th and return to TCEQ afterwards in which officially they have 60 days to respond Mr Rabalais stated that the Coastal Water Authority finished their final approval process and sent an email to the City of Houston's legal department who in tum sent an email to the City of Baytown and the final easement documents are coming together He stated that there's still a struggle with the City of Houston's Engineer regarding the raw water meter, although there's an approval from their utility customer service department who actual measures and use the meter for billing purposes He stated that they're hoping to have that issue resolved and are still holding for the July 11th as the advertise date He stated that the bid opening is scheduled to take place between August 15th and August 22nd which may conflict with BAWA's typical board meeting therefore, he recommended that the BAWA board schedule a special meeting in late September in order to give them time to make a recommendation from the bid results Additionally he stated that this will also allow time for them to follow up and get approval from City Council at the early October meeting further allowing for the notice to proceed to be given to the contractor on October 16th BAWA Board Regular Meeting Minutes June 21, 2017 Page 4 of 4 MANAGER'S REPORT a. Reminder that the next Baytown Area Water Authority meeting is scheduled for Wednesday, July 19, 2017, at 9.00 A.M in the City Council Chamber, 2401 Market Street, Baytown, Texas 77520 General Manager Davis presented the agenda item and stated that the next Baytown Area Water Authority meeting is scheduled for Wednesday July 19 2017 at 9:00 A.M in the City Council Chamber 2401 Market Street, Baytown, Texas 77520 Mr Mark LeBlanc introduced Mr Herschel Austin, as the new coordinator for the BAWA plant.
