2017 01 10 CCPD MinutesMINUTES OF THE REGULAR MEETING OF THE BOARD OF DIRECTORS OF THE BAYTOWN CRIME CONTROL AND PREVENTION DISTRICT January 10 2017 The Board of Directors of the Baytown Crime Control and Prevention District (CCPD) met in a Regular Meeting on Tuesday, January 10 2017 at 4:30 P M., in the Council Chamber of the Baytown City Hall 2401 Market Street, Baytown Texas with the following in attendance Rikki Wheeler President Samuel Barker Director James Coker Director Chris Navarre Director Randall Strong Director Rick Davis General Manager Deane King General Counsel Leticia Brysch Secretary President Wheeler convened the January 10 2017, Crime Control and Prevention District (CCPD) Board Regular Meeting with a quorum present at 4:30 P M., all members were present with the exception of Director Chris Warford who was absent MINUTES a Consider approving the minutes of the Crime Control and Prevention District Regular Meeting held on October 11, 2016 A motion was made by Director Samuel Barker and seconded by Director James Coker approving October 11, 2016, CCPD Board Regular Meeting minutes The vote was as follows Ayes Director Samuel Barker, Director James Coker Director Chris Navarre, President Rikki Wheeler, Director Randall B Strong Nays None Other Director Dr Chns L Warford (Absent) Approved PROPOSED RESOLUTIONS a Consider a resolution authorizing the Agreement for Patrol Officers, Vehicles and Equipment with the City of Baytown CCPD Board Regular Meeting Minutes January 10 2017 Page 2 of 5 General Counsel Deanie King presented the agenda item and stated that Resolution No 50 authorizes the Agreement for Patrol Officers, Vehicles and Equipment with the City of Baytown for a reimbursement to the City for a portion of the costs incurred by the City in administering the programs of the CCPD Director Strong inquired for clarity if the term of the agreement was for a period of five (5) years starting in April 2016 In response to Director Strong's inquiry, Ms King stated that the term was for five (5) years A motion was made by Director Chris Navarre and seconded by Director Samuel Barker approving Resolution No 50 The vote was as RESOLUTION NO 50 A RESOLUTION OF THE BOARD OF DIRECTORS OF THE BAYTOWN CRIME CONTROL AND PREVENTION DISTRICT AUTHORIZING AND DIRECTING THE PRESIDENT TO EXECUTE AND THE SECRETARY TO ATTEST TO AN INTERLOCAL AGREEMENT FOR PATROL OFFICERS, VEHICLES AND EQUIPMENT WITH THE CITY OF BAYTOWN AND PROVIDING FOR THE EFFECTIVE DATE THEREOF b Consider a resolution approving the Baytown Crime Control and Prevention District's (CCPD) Investment Policy and Strategy Statement in accordance with the Public Funds Investment Act Finance Director, Wade Nickerson presented the agenda item and stated that Resolution No 51 approves the Baytown Crime Control and Prevention District's (CCPD) Investment Policy and Strategy Statement with the changes to the Investment Policy that include adding new authorized brokeddealers Multi Bank Securities Inc-, and Vining Sparks IBG L.P A motion was made by Director Samuel Barker and seconded by Director Randall B Strong approving Resolution No 51 The vote Nays None Other Director Dr Chns L Warford (Absent) Approved RESOLUTION NO 51 A RESOLUTION OF THE BOARD OF DIRECTORS OF THE BAYTOWN CRIME CONTROL AND PREVENTION DISTRICT ADOPTING THE BAYTOWN CRIME CONTROL AND PREVENTION DISTRICT'S INVESTMENT POLICY AND PROVIDING FOR THE EFFECTIVE DATE THEREOF REPORTS a Presentation of the CCPD Hot Spot and Commercial Vehicle Enforcement (CVE) statistical report Police Chief, Keith Dougherty presented the agenda item and stated that for December of 2016 the Hot Spot team made 101 arrests issued 241 citations, answered 231 calls for service, made 229 traffic stops, made 429 pedestrian contacts made two (2) DWI arrests and filed 223 charges He stated that for the 4th quarter they made 292 arrests, issued 739 citations answered 807 calls for service made 710 traffic stops, made 1 388 pedestrian contacts, made eight (8) DWI arrests, and filed 719 total charges Chief Dougherty presented the CVE quarterly report for the two (2) CCPD officers and stated that Officer Woolcock had eleven (11)Level 1 Inspections 137 Level 2 inspections two (2) Level 3 & 4 inspections thirteen hazardous material load inspections put 179 vehicles out of service for violations, put seven (7) drivers out of service for violations issued 135 citations for violations issued 479 citations for warning of violations, issued six (6) safety decals issued 35 weight -related citations and 65 weight -related warnings He stated that Officer Slot had seven (7) Level 1 Inspections 136 Level 2 Inspections, five (5) hazardous matenal load inspections, put 90 vehicles out of service for violations issued 77 citations for violations issued 176 citations for warning of violations, issued one (1) safety decal issued 10 weight -related citations and seven (7) weight -related warnings Additionally Chief Dougherty noted that some of the officers provide a proactive approach by visiting some of the companies and providing them with educational information regarding their trucks and drivers CCPD Board Regular Meeting Minutes January 10 2017 Page 4 of 5 b Receive the Baytown Crime Control and Prevention District's Quarterly Financial and Investment Reports for the Quarter Ending December 31, 2016 Mr Nickerson presented the Baytown Crime Control and Prevention District's Financial Report for the Quarter Ending December 31, 2016 He stated that the sales tax was up by 8.6% and that the expenditures were where they were expected to be He stated that although 75% of the supplies were spent on umforrns they don't anticipate going over the budget He further stated that 85% of the capital outlay was encumbered for the body camera system software storage, MDT's, vehicles and equipment, and also noted that although most of the expenses have not been purchased yet staff does not anticipate going over budget Director Strong inquired if the $6,000 for services were encumbered from last year Mr Nickerson stated that the $6,000 was for election services in which that budget item was moved out of the contingency line item last year With regards to the investment report Mr Nickerson stated that the ending balance was approximately $290,000, with an interest earning of $368 at a rate of 441 % 4 MANAGER'S REPORT a The next Baytown Crime Control and Prevention District meeting is scheduled for Tuesday April 11, 2017, at 4.30 P M., m the Baytown City Council Chamber, 2401 Market Street, Baytown, Texas 77520 General Manager Davis noted for informational purposes that there were two items on the consent agenda of the next upcoming council meeting with regards to the acquisition of protective vests for the K 9, the bomb squad, and SWAT teams from funds obtained courtesy of the HGAC, as well as the acquisition of two (2) Charger vehicles Additionally General Manager Davis stated that the next Baytown Crime Control and Prevention District meeting is scheduled for Tuesday April 11, 2017, at 4.30 P M. in the Baytown City Council
