The City Council of the City of Baytown, Texas met in a Regular Work Session
on Thursday, May 26, 2011, at 4:34 P.M., in the Council Chamber of the Baytown City
Hall, 2401 Market Street, Baytown, Texas with the following in attendance:

Mayor DonCarlos convened the May 26, 2011, City Council Regular Work Session with
a quorum present at 4:34 P.M., all members were present with the exception of Council
Member Mercedes Renteria.
1. DISCUSSIONS
a. Receive and Discuss Development Plans from the Baytown Little Theater -
Administration.
City Manager Leiper presented the agenda item to receive and discuss development plans
from the Baytown Little Theater. Mr. Leiper stated that the intent of this item is for
Council's direction related to the City's involvement and possible financial support to the
Baytown Little Theatre in next year's budget.
City Manager Leiper stated that for years the City of Baytown has had a relationship with
the Baytown Little Theater and requested that Mr. James Wadzinski of the Baytown
Little Theatre give Council a brief presentation regarding their ongoing capital campaign.
Mr. Wadzinski thanked Council for giving him the opportunity to speak on their capital
campaign named "Lights Up On The Avenue ". Mr. Wadzinski stated that the Baytown
community theatre has been in existence for over 50 years, and that for many years, has
operated in the black. He outlined the history of the Baytown Little Theatre, explained
the issues surrounding their old building, and the 2007 car crash that in essence destroyed
their building. Mr. Wadzinski stated that is was this unprecedented event that led them to
initiate conversations with the City about moving tile theatre company 'l . exas Avenue.
Mr. Wadzinski then detailed to Council the rending for a new building for the Baytown
Little J'hcatrc on "rexas Avenue, which inChides ai lobby, theatre house, back stage
facilities, board room, and class rooni for a youth arts program. Tlie proposed building is
3,0,700 square feet, with an estimated cost of S4,144,500, and is set to be LEER certified.
Council Member Sain, Mayor Don(-,',arlos, and Council Member Slieley all spoke highly
about the perforniances at the theatre and their good standing in the community.
Council Member Capetillo praised the theatre oil their ability to attract private interest
and thanked them for wariting to be as part of 'I"exas Avenue and its future development as
,III arts and entertainment district. lie also stated that tile City may want to look into
reinvigorating its citizen's advisory committee, whicli is dedicated to tile ails.
City Manager Leiper stated that the ity is looking at the Hotel/Motel budgct to work
towards supporting the Baytown Little Theatre in tile aniount of 500,1 The Council
expressed interest in supporting this arrraocrnt, and directed staff to work with tile Baytown

ofolie (1) board member (Mr. Flores) who has not been able to attend any of the Board
meetings since his, appointment in April of last year, and tile filling of one (1) vacancy
(Mr, McCloskey). The City has receive(] two (2) applications (N/Is, Virginia Hoskins and
Ms. Toill Woodward) for two (2) positions on the Baytown Beautification Advisory
Commission (BBAC) Board,
