The City Council of the City of Baytown, Texas met in a Regular Work Session
on Thursday, May 12, 2011, at 4:32 P.M., in the Council Chamber of the Baytown City
Hall, 2401 Market Street, Baytown, Texas with the following in attendance:

Mayor DonCarlos convened the May 12, 2011, City Council Regular Work Session with
a quorum present at 4:32 P.M., all members were present. Council Member Renteria
arrived at 4:55 P.M.
1. DISCUSSIONS
a. Discuss Stormwater Management MDUS Fee Schedule - Finance.
City Manager Leiper presented the agenda item to discuss the City of Baytown
Stormwater Management MDUS fee schedule and stated that during the budget review
process for the current City budget, Council directed staff to look at our storm water fees
so that our storm water management costs were assessed on more of a volume -user basis.
Activities not funded by storm water fees are now paid for in the General Fund by all
taxpayers.
City Manager Leiper stated that the recommendation is to increase the current rate of
$0.68 to $1.50 as it has been at the current rate for over five (5) years and in comparison
to other cities is shown to be the lowest. He also stated that if the rates are raised,
Baytown would still be at the third lowest in comparison to other cities but in a good
position going into the next phase of the permit.
b. Discuss Options for Utility Billing Processes for Residential Rental Property -
Finance.
City Manager Leiper presented the agen(ha item to discuss options regarding utility billing
processes for residential rental property.
City Manager Lciper statcd that a rental property owner presented a coriccrn about
his water bill and as follow up email was sent to each Council Member showing the

yesterday, Mr. Lorting has not agreed to the offer and staff is still trying to work with

City Manager Lciper stated that the recornmenclations, for I'Liture billing processes are: to
eliminate the requirement J'or property owner declaration (no liens against rental
property), increase the racial (1cposit to $200, report deflaults to the credit bureau, and
C011ti]IUC the CLIII-ent policy ot-' disconnecting water services once (30) days delin(ILIC11t.
Mayor Don("arlos suggested getting a collection agency for delinquent accounts.
