The City Council of the City of Baytown, Texas, met in a Regular Work Session on
Thursday, September 23, 2010 at 4:30 P.M. in the Council Chamber of the Baytown City
Hall, 2401 Market Street, Baytown, Texas with the following in attendance:

Mayor DonCarlos convened the September 23, 2010, City Council Regular Work Session
with a quorum present at 4:30 P.M.
1. DISCUSSION
a. Wetlands Center Summer Science Camps - Parks and Recreation.
City Manager, Garry Brumback presented the agenda item to discuss the 2010 Eddie V.
Gray Wetlands Education and Recreation Center Summer Science Camps.
Tracey Prothro, Superintendent of Natural Resources Programs, presented a PowerPoint
presentation reviewing the ten weeks of summer camps with each camp having 20
participants ranging from the 1 st to the 10th grade.
b. Downtown Plan Guidelines and Draft Downtown Overlay District - Planning
and Development Services.
City Manager, Garry Brumback presented the agenda item and stated that at the
request of City Council, this is a continuation of the discussion held at the work session

on August 26, 2010. Mr. Brumback stated that the three accomplishments are to
establish boundaries, become comfortable with the standards that are set, and receive
support and guidance from council to be able to move forward.
Planning Director, Kelly Carpenter stated some issues with the overlay that need to be
addressed included:
1. uses to be allowed and prohibited downtown;
2. the area to be covered by a downtown overlay zoning district;
3. the design standards;
4. scheduling; and
5. density
During the discussion, Ms. Carpenter stated that the boundary line that Council adopted
for the overlay district has some properties split between inside and outside of the
boundary line and should be included inside of the boundary line; after receiving
guidance from Council, a Planning and Zoning Commission public hearing will be
scheduled for October 20, 2010; a meeting with Lee College is planned to consider
including the college as part of the overlay district plan; and that the two
manufacturing/industrial businesses existing downtown should be grandfathered in but no
new business of this type should be allowed.
Mr. McCartney stated that the square footage for retail should be increased from five
thousand to ten or fifteen thousand. Mr. Brumback stated that he suggest not
incentivizing the consolidation of lots.
Council Member Capetillo inquired about a height requirement for the buildings. Ms.
Carpenter stated that there is no height restriction now, but it should be considered.
Council Member's McCartney and Renteria expressed their concerns with making the
owners apply to 60% of glass windows. Mayor DonCarlos stated that he would like the
owner's to have options that would improve the look of the buildings hurricane shutters.
Council Member Renteria stated that one of his concerns with the landscape design is
having the owners responsible for the right -of -way regarding the electrical outages. Mr.
Brumback stated that the goal is to have participation from the public and private
developers. Ms. Carpenter stated that more language and information will be brought to
council at the next meeting in regards to signage, landscaping, and facade design.
Due to additional information suggested and a request for final analysis from Council,
Mr. Brumback suggested putting this item on the work session for October 28, 2010 and
then for public hearing and action on November 11, 2010.
