2012 11 01 MDD MinutesMINUTES OF THE REGULAR MEETING OF THE BOARD OF DIRECTORS OF THE BAYTOWN MUNICIPAL DEVELOPMENT DISTRICT November 01, 2012 The Board of Directors of the Baytown Municipal Development District (MDD) met in a Regular Meeting on Thursday, November 01, 2012, at 4:35 P.M., in the Council Chamber of the Baytown City Hall, 2401 Market Street, Baytown, Texas with the following in attendance: Stephen DonCarlos Scott Sheley Brandon Capetillo Mary Hernandez Robert Hoskins Dave Jirrels Mercedes Renteria Terry Sain President Vice President Director Director Director Director Director Director Robert D. Leiper General Manager Ignacio Ramirez, Sr. General Counsel Jason Cozza Deputy Assistant Secretary President DonCarlos convened the November 01, 2012, Municipal Development District (MDD) Board Regular Meeting with a quorum present at 4:35 P.M., all members were present with the exception of Secretary Brewer and Directors McCartney and Navarre who were absent. 1. MINUTES a. Consider approving the minutes of the Baytown Municipal Development District (MDD) Board Regular Meeting held on October 04, 2012. A motion was made by Director Terry Sain and seconded by Director Mary Hernandez approving the minutes of the October 04, 2012, MDD Board Regular Meeting. The vote was as follows: Ayes: Director Brandon Capetillo, President Stephen H. DonCarlos, Director Mary Hernandez, Director Robert C. Hoskins, Director David P. REPORTS a. Receive Economic Development Foundation Fourth Quarter Report. Mr. BJ Simon, representative of the Economic Development Foundation (EDF) presented the EDF fourth quarter report and stated that the EDF responded to 44 prospects interested in locating in the Baytown -West Chambers County service area and continues its collaborative efforts to engender entrepreneurial growth. Mr. Simon stated that the referrals to Lee College redevelopment center have decreased which indicates that there is an awareness of where the Lee College Small Business Development Center is. He stated that the EDF continues its efforts to stimulate, encourage, market, and develop business and commercial activity, as well as, enhance workforce development and analysis. Mr. Simon stated that the EDF is conducting a labor survey for skills, crafts and trades, as well as, operators for the Baytown's Plant Managers Network. Additionally, he stated that the CDS market research for the benchmark analysis should be completed by December and that they would be presenting it to the board at that time. President DonCarlos inquired of the status of the I -10 and Thompson Road Project. General Manager Leiper stated that the proposed project was another pipe facility type project which was not appropriate for that facility. President DonCarlos also inquired about the status of the application for Cedar Bayou to do the Marine Estuary Transportation Project. Mr. Simon stated that the application is being considered. During further discussion, Director Hoskins inquired in regards to the pipe industries, as to what the perspective would be from 10 to 15 years out when the peak of the construction goes away. Mr. Simon stated that upon discussion with the pipe companies with respects to business plans to show for viability, the companies provided business plans that project out for 20 years and that the pipes were either going to be for exploration or transfer of natural gas. Director Sain inquired if there were much exporting of those outside of the US. Mr. Simon stated that currently the individuals that are here are being consumed domestically but that Jindal Steel is doing some exporting of large diameter pipe. President DonCarlos inquired if all of the proposed pipe mills were over $100 million dollar investments. Mr. Simon stated that the pipe mills were over $100 million investments. Director Hoskins recommended that there be stipulations made with the companies regarding hiring a certain percentage of employees from the City of Baytown. Mr. Simon stated that these companies fall under the guidelines of the industrial agreement with the City of Baytown and there is a stipulation incentive with Chambers County that they meet a minimum threshhold of creating five (5) jobs in the preference that those jobs come from Chambers County, Jefferson County, and Hardin County but there's no MDD Regular Meeting Minutes November 01, 2012 Page 3 of 3 language or requirement for the City of Baytown's Industrial District Agreement although there has been recent discussion about it. k)!u` 00.11N sla6Y:73141:7t1 a. The next MDD meeting is scheduled for Thursday, January 03, 2013, in the City Council Chamber, City Hall, Baytown, Texas 77520 at 4:30 P.M. General Manager Leiper stated that there would not be a meeting scheduled for December and the next scheduled meeting would be on January 03, 2012. He stated that the Chambers Town Center Project was on hold for a couple of months in the platting process and anticipates the final plat going to the Planning and Zoning Commission in November. 4. ADJOURN A motion was made by Director Mercedes Renteria 111, and seconded by Director Robert C. Hoskins adjourning the November 01, 2012, MDD Board Regular Meeting.
