2013 04 16 FCPEMSD MinutesMINUTES OF THE REGULAR MEETING OF THE BOARD OF DIRECTORS OF THE BAYTOWN FIRE CONTROL, PREVENTION, AND EMERGENCY MEDICAL SERVICES DISTRICT Apri l 16, 2013 The Board of Directors of the Baytown Fire Control, Prevention, and Emergency Medical Services District (FCPEMSD) met in a Regular Meeting on Tuesday, April 16, 2013, at 4:45 P.M., in the Hullum Conference Room of the Baytown City Hall, 2401 Market Street, Baytown, Texas with the following in attendance: Brenda Bradley Smith John Adkins Lovella Desormeaux Adelina Gomez Robert D. Leiper Ignacio Ramirez, Sr. Jason Cozza President Vice - President Director Director General Manager General Counsel Assistant Secretary President Bradley Smith convened the April 16, 2013, Fire Control, Prevention, and Emergency Medical Services District (FCPEMSD) Board Regular Meeting with a quorum present at 4:45 P.M., all members were present with the exception of Directors Gerald Baldwin and Maurice Watts who were both absent. 1. MINUTES a. Consider approving the minutes of the Baytown Fire Control, Prevention, and Emergency Medical Services District (FCPEMSD) Board Regular Meeting held on January 15, 2013. A motion was made by Vice President John Adkins and seconded by Director Lovella Desormeaux approving the January 15, 2013, FCPEMSD Board Meeting minutes. The vote was as follows: Ayes: Vice President John Adkins, Director Lovella Desormeaux, Director Adelina Gomez, President Brenda Bradley Smith Nays: None Other: Director Gerald Baldwin (Absent), Director Maurice Watts (Absent) Approved FCPEMSD Board Meeting Minutes April 16, 2013 Page 2 of 4 2. PROPOSED RESOLUTIONS a. Consider a resolution approving budget amendments to the Baytown Fire Control, Prevention, and Emergency Medical Services District's Fiscal Year 2012 -2013 budget in order to reprogram funds from Machinery and Equipment to Motor Vehicles for the purchase of a 2013 Dodge Chassis and the updating and remounting of an ambulance. General Manager Leiper presented the agenda item and stated that Resolution No. 28 approves budget amendments to the Baytown Fire Control, Prevention, and Emergency Medical Services District's Fiscal Year 2012 -2013 budget in order to transfer $13,750 from Machinery and Equipment to Motor Vehicles for the purchase of a 2013 Dodge Chassis and the updating and remounting of an ambulance. He stated that this amendment would be considered at the meeting to be held on April 25, 2013. A motion was made by Vice President John Adkins and seconded by Director Adelina Gomez approving Resolution No. 28. The vote was as follows: Ayes: Vice President John Adkins, Director Lovella Desormeaux, Director Adelina Gomez, President Brenda Bradley Smith Nays: None Other: Director Gerald Baldwin (Absent), Director Maurice Watts (Absent) Approved RESOLOUTION NO. 28 A RESOLUTION OF THE BOARD OF DIRECTORS OF THE BAYTOWN FIRE CONTROL, PREVENTION, AND EMERGENCY MEDICAL SERVICES DISTRICT AMENDING THE BAYTOWN FIRE CONTROL, PREVENTION, AND EMERGENCY MEDICAL SERVICES DISTRICT'S FISCAL YEAR 2012 -2013 BUDGET IN ORDER TO REPROGRAM FUNDS FROM MACHINERY & EQUIPMENT TO MOTOR VEHICLES FOR THE PURCHASE OF A 2013 DODGE CHASSIS AND THE UPDATING AND REMOUNTING OF AN AMBULANCE; AND PROVIDING FOR THE EFFECTIVE DATE THEREOF. 3. REPORTS a. Receive a status update on the first phase of construction for the Fire Training Field. FCPEMSD Board Meeting Minutes April 16, 2013 Page 3 of 4 Assistant Chief Bill Baylis presented the Board with a status update on the first phase of construction for the Fire Training Field and stated that weather permitting the set up for the outside and interior forms and steel would be put in place for the main road. He stated that the structure of the burn building was actually complete and everything is on schedule and progressing well. General Manager Leiper stated that the June meeting would start at City Hall and then move to the training facility for touring. b. Present an update regarding the purchase of a new Pierce Quantum pumper truck. Assistant Chief Bill Baylis presented the agenda item and stated that staff will go to Pierce to do the preconstruction for the pumper truck on May 13th, with the expected delivery time for the truck being between six (6) to seven (7) months. C. Receive the Baytown Fire Control, Prevention, and Emergency Medical Services District's Revenues and Expenditures Report for the Quarter Ending March 31, 2013. d. Receive the Baytown Fire Control, Prevention, and Emergency Medical Services District's Quarterly Investment Report for the Quarter Ending March 31, 2013. President Bradley Smith recommended that agenda item 3.c. and 3.d. be considered together. Finance Director, Louise Richman presented the Baytown Fire Control, Prevention, and Emergency Medical Services District's Revenues and Expenditures Report for the Quarter Ending March 31, 2013, and stated that the revenues were good and that the sales receipts for March were 17.6% better than this same period last year. She stated in regards to expenditures that there would be an increase in the personnel line item for a compliant supervisor position. Ms. Richman stated that the budget amendments previously approved by the FCPEMSD Board will be changed once approved by Council. Ms. Richman presented the investment report and stated that the interest rate was very close to 1%. 4. MANAGER'S REPORT a. Reminder that the next Baytown Fire Control, Prevention, and EMS District meeting is scheduled for June 18, 2013, at 4:30 P.M. in the Hullum Conference Room, City Hall, 2401 Market Street, Baytown, Texas. General Manager Leiper presented the agenda item and stated that the next meeting was scheduled for June 18, 2013, in the Hullum Conference Room. He stated that attendance from the Board is important for the June 18th and July 16th meetings due to meeting state law requirements concerning the board's budget. ADJOURN With there being no further business to discuss, President Bradley Smith adjourned the April 16, 2013, Fire Control, Prevention, and Emergency Medical Services District (FCPEMSD) Board Regular Meeting at 4:57 P.M.
