MEDICAL SERVICES DISTRICT
April 17, 2012
The Board of Directors of the Baytown Fire Control, Prevention, and Emergency Medical
Services District (FCPEMSD) met in a Regular Meeting on Tuesday, April 17, 2012, at
4:52 P.M., in the Council Chamber of the Baytown City Hall, 2401 Market Street,
Baytown, Texas with the following in attendance:

President Bradley Smith convened the April 17, 2012, Fire Control, Prevention, and
Emergency Medical Services District (FCPEMSD) Board Regular Meeting with a
quorum present at 4:52 P.M., all members were present with the exception of Directors
Casey, Desormeaux, and Gomez who were absent.
1. MINUTES
a. Consider Approving the Minutes of the Baytown Fire Control, Prevention,
and EMS District Board Meeting on January 17, 2012 - Secretary.
A motion was made by Director Maurice Watts and seconded by Vice President John
Adkins approving the minutes of the January 17, 2012, FCPEMSD Board Regular
Meeting. The vote was as follows:
Ayes: Vice President John Adkins, Director Gerald Baldwin, President
Brenda Bradley Smith, Director Maurice Watts
Nays: None
Other: Director Randy Casey (Absent), Director Lovella Desormeaux
(Absent), Director Adelina Gomez (Absent)

2. REPORTS
a. Receive a Status Update on the 2012 Frazer Replacement Ambulance -
Health and EMS.
Mr. Dana Dalbey presented the status update on the recently purchased 2012 Frazer
Ambulance and stated that the ambulance has been approved to be purchased and
expected to be obtained in July.
b. Receive Fire Training Field Update - Fire.
Fire Chief, Shon Blake presented the update regarding the progress of the Fire Training
Field and stated that the final drawings should be available within a couple of weeks and
presented before the development review committee. Additionally, he stated that there
were a few minor adjustments to the master plan drawings but that the plans should be
available by the next meeting.
C. Receive the Baytown Fire Control, Prevention, and Emergency Medical
Services District's (FCPEMSD) Revenue and Expenditure Reports for the Six
Months Ending March 31, 2012 - Finance.
Finance Director, Louise Richman presented the update on the Baytown Fire Control,
Prevention, and Emergency Medical Services District's Revenue and Expenditure
Reports for the Six Months Ending March 31, 2012 and stated that the sales tax were
robust and above 18% compared to last year. Additionally, she stated that the rolling 12
months of sales tax revenues was above 10% in comparison to last year. General
Manager Leiper stated that last year reflected some single digit negatives or positives
but that this year everything is double digit positives. During further discussion, Ms.
Richman stated that the expenditures were on target and although the capital outlay was
lagging a little bit, the purchases would come along later.
d. Receive the Baytown Fire Control, Prevention, and Emergency Medical
Services District's Investment Report for the Six Months Ending March 31, 2012 -
Finance.
Ms. Richman presented the Baytown Fire Control, Prevention, and Emergency Medical
Services District's Investment Report for the Six Months Ending March 31, 2012 and
stated that the portfolio has right at $991,000 but the interest still lags with a low return.
3. MANAGER'S REPORT
General Manager Leiper inquired of the dates for the next meeting budget purposes.
Assistant Secretary, Jason Cozza stated that the next meetings were scheduled for June
12th, July 17th, and October 16th. General Manager Leiper stated the on July 12`h staff
will bring the board the budget to review and on July 17th there needs to be a public

hearing and adoption of the budget. Additionally, General Manager Leiper stated that by
state law the budget is to be submitted to the City for ratification for time period. General
Manager Leiper also stated that the City cannot change the FCPEMSD budget but can
either approve or reject it and if rejected then have a joint meeting to resolve differences.
General Manager Leiper stated the draft budget would be included in the June 12th
meeting packet.
