MEDICAL SERVICES DISTRICT
January 17, 2012
The Board of Directors of the Baytown Fire Control, Prevention, and Emergency Medical
Services District (FCPEMSD) met in a Regular Meeting on Tuesday, January 17, 2012,
at 4:30 P.M., in the Council Chamber of the Baytown City Hall, 2401 Market Street,
Baytown, Texas with the following in attendance:

President Bradley Smith convened the January 17, 2012, Fire Control, Prevention, and
Emergency Medical Services District (FCPEMSD) Board Regular Meeting with a
quorum present at 4:30 P.M., all members were present.
1. MINUTES
a. Consider Approving the Minutes of the Baytown Fire Control, Prevention,
and Emergency Medical Services District (FCPEMSD) Board Regular Meeting held
on October 18, 2011 - Secretary.
A motion was made by Director Maurice Watts and seconded by Director Lovella
Desormeaux approving the minutes of the October 18, 2011, FCPEMSD Board Regular
Meeting. The vote was as follows:
Ayes: Vice President John Adkins, Director Gerald Baldwin, Director
Randy Lee Casey, Director Lovella Desormeaux, Director Adelina
Gomez, President Brenda Bradley Smith, Director Maurice Watts
Nays: None

2. PROPOSED RESOLUTIONS

a. Consider Authorizing an Agreement for Fire Training Facility Personnel and
Equipment with the City of Baytown - Administration.
General Manager Leiper presented the agenda item and stated that when the board was
first created, it entered into a five (5) year agreement with the City of Baytown
to approve a budget yearly that the City would implement. General Manager Leiper
stated that Resolution No. 22 authorizes an agreement similar to the previous
agreement that shall continue for a period of five (5) years and allows for a
reimbursement to the City for a portion of the costs incurred by the City in administering
the programs of the FCPEMSD, although none has been or is currently budgeted.
Director Watts inquired of the amount of the funds in regards to administrative costs.
General Manager Leiper stated that there is no cost and can only be done within the
budget that is approved by the FCPEMSD Board.
A motion was made by Vice President John Adkins and seconded by Director Maurice
Watts approving Resolution No. 22. The vote was as follows:

RESOLUTION NO. 22
A RESOLUTION OF THE BOARD OF DIRECTORS OF THE
BAYTOWN FIRE CONTROL, PREVENTION, AND EMERGENCY
MEDICAL SERVICES DISTRICT AUTHORIZING AND DIRECTING
THE PRESIDENT TO EXECUTE AND THE SECRETARY TO
ATTEST TO AN INTERLOCAL AGREEMENT FOR FIRE TRAINING
FACILITY, PERSONNEL AND EQUIPMENT WITH THE CITY OF
BAYTOWN; AND PROVIDING FOR THE EFFECTIVE DATE
THEREOF.
b. Consider Revising the Baytown Fire Control, Prevention, and Emergency
Medical Services District's (FCPEMSD) Investment Policy and Strategy - Finance.
General Manager Leiper presented the agenda item and stated that Resolution No.
23 revises the Baytown Fire Control, Prevention, and Emergency Medical Services
District's Investment Policy to comply with legislative changes and approval in
accordance with the Public Funds Investment Act Section 2256 -005 (e), add an additional

broker /dealer (Wells Fargo Brokerage Services, LLC), approve additional authorized
investments and include revisions to the FCPEMSD Investment Strategy.
Director Casey inquired if funds could be put into CD's and money marketing to receive a
higher yield. General Manager Leiper stated that funds could be put into CD's but only to
the FDIC insured level. Additionally, one of the challenges is that while trying to reach
out to the local banks some have never dealt with a municipality investing and some don't
have the mechanism to provide the services. General Manager Leiper stated that state law
does not allow the City to make out of state investments.
A motion was made by Director Randy Lee Casey and seconded by Director Gerald
Baldwin approving Resolution No. 23. The vote was as follows:

RESOLUTION NO. 23
A RESOLUTION OF THE BOARD OF DIRECTORS OF THE
BAYTOWN FIRE CONTROL, PREVENTION, AND EMERGENCY
MEDICAL SERVICES DISTRICT ADOPTING THE BAYTOWN FIRE
CONTROL, PREVENTION, AND EMERGENCY MEDICAL
SERVICES DISTRICT'S INVESTMENT POLICY; AND PROVIDING
FOR THE EFFECTIVE DATE THEREOF.
3. REPORTS
a. Receive an Update on Projected Costs for the First Phase of the Fire
Training Field - Fire Department.
Chief Bill Baylis presented a status update on projected cost for the first phase of
construction for the Fire Training Field and stated that the advertising for bids is
projected for Mid -April and construction is projected for Mid -June although there are
issues in regards to the fire props currently being worked out within the contract. General
Manager Leiper stated that the fire props are clean burned which uses gas or propane and
the design of the building is based on the type of prop being used. Additionally, two
props were approved but is contingent upon the bidders estimated cost for the
construction to house them. General Manager Leiper stated that the details for the props
are being outlined.

b. Receive the Baytown Fire Control, Prevention, and Emergency Medical
Services District's (FCPEMSD) Revenue and Expenditure Reports for Quarter
Ending December 31, 2011 - Finance.
Finance Director, Louise Richman presented the update on the Baytown Fire Control,
Prevention, and Emergency Medical Services District's Revenue and Expenditure
Reports for the Quarter Ending December 31, 2011 and stated that the sales tax is 24%
over compared to last year for the same period. Ms. Richman stated that the
expenditures are on target and that $2500 has been spent for headsets.
C. Receive the Baytown Fire Control, Prevention, and Emergency Medical
Services District's Investment Report Quarter Ending December 31, 2011- Finance.
Finance Director, Louise Richman presented the Baytown Fire Control, Prevention, and
Emergency Medical Services District's Investment Report for the Quarter Ending
December 31, 2011 and stated that the investment is currently low and that the
investment policy changes should provide a better result.
4. BUSINESS ITEMS
a. Consider Setting the Time, Date and Place for the 2012 FCPEMSD Meetings
- Secretary.
President Bradley Smith presented the agenda item and stated that the proposed times for
all FCPEMSD Board 2012 meetings will begin at 4:30 P.M., in the City Council
Chamber located in Baytown City Hall, 2401 Market Street and the dates are as follows:
Tuesday, April 17, 2012;
Tuesday, June 12, 2012;
Tuesday, July 17, 2012; and
Tuesday, October 16, 2012.
General Manager Leiper introduced the new Deputy City Manager, Mr. Ron Bottoms to
the board.
A motion was made by Director Randy Lee Casey and seconded by Director Adelina
Gomez approving the FCPEMSD Board 2012 meeting schedule. The vote was as
follows:
Ayes: Vice President John Adkins, Director Gerald Baldwin, Director
Randy Lee Casey, Director Lovella Desormeaux, Director Adelina
Gomez, President Brenda Bradley Smith, Director Maurice Watts
