The Board of Directors of the Baytown Area Water Authority(BAWA) met in a Regular
Meeting on Wednesday May 17 2017, at 9 12 A.M., in the Council Chamber of the Baytown
City Hall, 2401 Market Street Baytown Texas with the following in attendance

President Bradley Smith convened the May 17 2017 Baytown Area Water Authority (BAWA)
Board Regular Meeting with a quorum present at 9 12 A.M. all members were present with the
exception of Directors Wayne Baldwin and Mike Wilson who were both absent
PROPOSED RESOLUTIONS
a Consider a resolution approving the Baytown Area Water Authority's (BAWA)
Investment Policy and Strategy Statement in accordance with the Public Funds Investment
Act
Finance Director, Wade Nickerson presented the agenda item and stated that Resolution No
2017 12 approves the change to the Investment Policy that includes adding FTN Financial as an
authorized broker/dealer
A motion was made by Director Brandon Benoit and seconded by Director Frank McKay III
approving Resolution o 2017 112 regarding agenda item 1 a The vote was as follows

A RESOLUTION OF THE BOARD OF DIRECTORS OF THE BAYTOWN
AREA WATER AUTHORITY ADOPTING THE BAYTOWN AREA WATER
AUTHORITY S INVESTMENT POLICY, AND PROVIDING FOR THE
EFFECTIVE DATE THEREOF
REPORTS
a Receive an update regarding the Baytown Area Water Authority (BAWA) East
Plant Project
Director of Engineering presented the agenda item and introduced Mr Gary Rabalats, a
representative from Jones and Carter to present the update
Mr Rabelais stated that since the last meeting they've been working on the structural and
roadway redesigns within the plant site He stated that they met with the City of Houston's Utility
Customer Services Department to discuss the billing meter in which there were recommended
changes that are already being worked on He stated that the package that was submitted to CWA
came back with comments which were addressed He noted that on May 16th, CWA informed
them that they would accept the comments but there were some variances that must be
approved He further stated that the review with TCEQ is ongoing and that the estimated 90 day
period would be at around August
With regards to the wetlands Mr Rabalais stated that they will probably have a meeting to bring
discussion to a resolution in order to move forward with the plans He stated that the proposal
submitted for the change to the roadway design from FM 1405 to Hwy 99 is on hold at BAWA s
request He noted that Jose was working with TGS on that roadway Additionally he stated that
the agreement with CCID #1 for discharge of the plants wastewater into their system is in
progress and stated that everything is on track for the July date
Director McKay stated that originally one of the purposes for this particular site was to
potentially bring in salt water and further inquired if the wetlands issue would had any effect on
such. Mr Rabalais stated that ultimately the wetlands will have to be taken care of on the site to
give enough room to do what was in question

a Reminder that the next Baytown Area Water Authority meeting is scheduled for
Wednesday, June 21, 2017, at 9.00 A.M in the City Council Chamber, 2401 Market Street,
Baytown, Texas 77520

General Manager Davis noted that the Mayor and two (2) of the Council Members had an
opportunity to visit the BAWA plant the East plant the Central Sanitary Sewer plant, and were
also shown where the new high service pumps would be located Additionally, he noted that
there were suggestions and questions associated with security in which staff agreed to look
into
Reminder that the next Baytown Area Water Authority meeting is scheduled for Wednesday
June 21, 2017, at 9:00 A.M in the City Council Chamber 2401 Market Street, Baytown, Texas
77520

approving to adjourn the May 17, 2017, BAWA Board Regular meeting The vote was as
follows

With there being no further business to discuss President Bradley Smith adjourned the May 17,
2017 Baytown Area Water Authority (BAWA) Board Regular Meeting at 9 19 A.M
