The Board of Directors of the Baytown Crime Control and Prevention District (CCPD) met in a
Regular Meeting on Tuesday, April 09, 2013, at 4:30 P.M., in the Hullum Conference Room of
the Baytown City Hall, 2401 Market Street, Baytown, Texas with the following in attendance:

President Wheeler convened the April 09, 2013, Crime Control and Prevention District (CCPD)
Board Regular Meeting with a quorum present at 4:30 P.M., all members were present with the
exception of Director Emily Wallace who arrived at 4:41 P.M. and Director Chris Warford who
was absent.
1. MINUTES
a. Consider approving the minutes of the Baytown Crime Control and Prevention
District (CCPD) Board Regular Meeting held on January 08, 2013.
A motion was made by Director Samuel Barker and seconded by Vice President Porter
Flewellen approving the January 08, 2013, CCPD Board Regular Meeting minutes. The vote was
as follows:
Ayes: Director Samuel Barker, Director James Coker, Vice President Porter
Flewellen, Director Brian Montgomery, President Rikki Wheeler

2. REPORTS
a. Present the CCPD Hot Spot and Commercial Vehicle Enforcement (CVE) statistical
report.
Chief Dougherty presented the CCPD Hot Spot and Commercial Vehicle Enforcement (CVE)
statistical report and stated that Officer Woolcock had 168 inspections, put 204 vehicles out of
service for violations, put five (5) drivers out of service for violations, issued 198 citations for
violations, issued 680 warnings for violations, issued 8 safety decals, issued 54 weight - related
citations, and issued 115 weight- related warnings. He stated that Officer Slot had 136
inspections, put 104 vehicles out of service for violations, put one (1) driver out of service for
violations, issued 86 citations for violations, issued 363 citations for violations, issued 8 safety
decals, issued 9 weight - related citations, and issued 21 weight - related warnings. Chief
Dougherty stated that Officer Slot has been attending trainings and assisting with other projects.
Chief Dougherty stated that the Hotspot team made 235 arrests, gave out 392 citations, answered
883 calls for service, made 466 traffic stops, made 758 pedestrian contacts, made 22 DWI
arrests, filed 482 criminal charges, and assisted in man hours for special operations.
Director Flewellen asked if there was a possibility for the citizen's police academy crew to be of
assistance to the police department in areas of at least checking the speed of automobiles in
certain areas and report it to keep a record of it. Chief Dougherty stated that the police
department invested in speed boxes which generate a report from the monitoring of the speeds
and put them in areas of concern. He stated that the report allows for the police department to
allocate resources during those peak times and they also use their speed alerts and monitors as a
reminder to drivers. Director Flewellen asked if people could receive tickets from the speed
boxes. Chief Dougherty responded that it would be up to an officer patrolling that area to issue
the speeding ticket.
b. Receive the Baytown Crime Control and Prevention District's Revenues and
Expenditures Report for the Quarter Ending March 31, 2013.
Finance Director, Louise Richman the Baytown Crime Control and Prevention District's
Revenues and Expenditures Report for the Quarter Ending March 31, 2013. She stated that the
budget is on target and the revenues continue to be robust. She stated that the sales tax to date
was 9.95% better than last year. Ms. Richman stated that the expenditures were on target and
there was $25,000 remaining in the capital funds which is for the purchase of the police
department's Toughbooks.
C. Receive the Baytown Crime Control and Prevention District's Quarterly Investment
Report for the Quarter Ending March 31, 2013.
Ms. Richman stated that the ending balance for this period was at $410,000 with an interest rate
of .10 %.

a. Reminder that the next Baytown Crime Control and Prevention District meeting is
scheduled for June 11, 2013, at 4:30 P.M. in the Hullum Conference Room, City Hall, 2401
Market Street, Baytown, Texas.
General Manager Leiper stated that the next meeting would be June 11, 2013, in the Hullum
Conference room and the following meeting scheduled may possibly be in the Hullum room. He
stated that at the June meeting the board will receive the budget and at the July meeting the board
will have public hearings and an agenda item to adopt the budget which is done early in order to
meet state law requirements.
4. ADJOURN
A motion was made by Director Samuel Barker, and seconded by Director James Coker
adjourning the April 09, 2013, CCPD Board Regular Meeting. The vote was as follows:
