2013 01 08 CCPD MinutesMINUTES OF THE REGULAR MEETING OF THE BOARD OF DIRECTORS OF THE BAYTOWN CRIME CONTROL AND PREVENTION DISTRICT January 08, 2013 The Board of Directors of the Baytown Crime Control and Prevention District (CCPD) met in a Regular Meeting on Tuesday, January 08, 2013, at 4:30 P.M., in the Council Chamber of the Baytown City Hall, 2401 Market Street, Baytown, Texas with the following in attendance: Rikki Wheeler Porter Flewellen Samuel Barker Brian Montgomery Emily Wallace Chris Warford Robert D. Leiper Ignacio Ramirez, Sr. Jason Cozza President Vice - President Director Director Director Director General Manager General Counsel Assistant Secretary President Wheeler convened the January 08, 2013, Crime Control and Prevention District (CCPD) Board Regular Meeting with a quorum present at 4:30 P.M., all members were present with the exception of Director James Coker who was absent. 1. MINUTES a. Consider approving the minutes of the Baytown Crime Control and Prevention District (CCPD) Board Meeting held on October 09, 2012. A motion was made by Director Samuel Barker and seconded by Vice President Porter Flewellen approving the October 09, 2012, CCPD Board Regular Meeting Minutes. The vote was as follows: Ayes: Director Samuel Barker, Vice President Porter Flewellen, Director Brian Montgomery, Director Emily Wallace, Director Dr. Chris L. Warford, President Rikki Wheeler Nays: None Other: Director James Coker (Absent) Approved CCPD Regular Meeting Minutes January 08, 2013 Page 2 of 4 2. PROPOSED RESOLUTIONS a. Consider a resolution approving the Baytown Crime Control and Prevention District's Investment Policy and Strategy Statement in accordance with the Public Funds Investment Act. General Manager Leiper presented the agenda item and stated that the only change was to add Renee Savage as an investment officer and to the Statement of Ethics and Conflicts of Interest. A motion was made by Director Dr. Chris L. Warford and seconded by Director Samuel Barker approving Resolution No. 29. The vote was as follows: Ayes: Director Samuel Barker, Vice President Porter Flewellen, Director Brian Montgomery, Director Emily Wallace, Director Dr. Chris L. Warford, President Rikki Wheeler Nays: None Other: Director James Coker (Absent) Approved RESOLUTION NO. 29 A RESOLUTION OF THE BOARD OF DIRECTORS OF THE BAYTOWN CRIME CONTROL AND PREVENTION DISTRICT ADOPTING THE BAYTOWN CRIME CONTROL AND PREVENTION DISTRICT'S INVESTMENT POLICY; AND PROVIDING FOR THE EFFECTIVE DATE THEREOF. 3. REPORTS a. Presentation of the CCPD Hot Spot and Commercial Vehicle Enforcement (CVE) statistical report. Chief Dougherty presented the CCPD Hot Spot and CVE statistical report and stated that the Hot Spot team is often used in the fourth quarter to augment the extra patrol during the holiday season and other special assignments. He stated that the team made 283 arrests, issued 317 citations, answered 799 calls for service, did 487 traffic stops, made 1,173 pedestrian contacts, and had 21 DWI's. Chief Dougherty stated that department participates in a no refusal program and when a DWI is being done and the person refuses the breathalyzer, they are taken to a designated location in a timely fashion, where there's a district attorney, as well as, medical staff. He stated that at the location a blood warrant/draw is done to be used as evidence. CCPD Regular Meeting Minutes January 08, 2013 Page 3 of 4 Chief Dougherty presented the CVE report and stated that Officer Woolcock had 203 inspections and Officer Slot had 127 inspections. Chief Dougherty stated that Officer Slot's inspection numbers are slightly lower on this report because he assisted other officers not funded through CCPD. He stated that Officer Woolcock had an injury a while back, but is now in good health and back to full duty. Chief Dougherty stated that Officer Woolcock did five (5) hazardous material inspections, put 219 vehicles and 12 drivers out of service, issued 218 citations for violations; 780 warnings for violations; nine (9) safety decals; 76 weight related citations; and 144 weight related warnings. He stated that Officer Slot put 98 vehicles and one (1) driver out of service, issued 91 citations for violations; 374 warnings for violations; two (2) safety decals; four (4) weight related citations and three (3) weight related warnings. Director Flewellen inquired if there was a way for the police department to communicate the crime results being committed. Chief Dougherty stated that they are working with the local newspaper to help shape the way some of the information is being presented. He also stated that the newspaper extended their service area and some of their articles are not related to Baytown. General Manager Leiper stated that there are about 20 media outlets that receive the city's information and they have access through web page on the police report which has the arrest information included. Director Flewellen inquired to Chief Dougherty of his anticipation of crime rate due to the future perspective growth. Chief Dougherty stated that they are working with the hotels /motels and restaurants to improve security in those areas. General Manager Leiper stated that the city is constantly increasing the police department staff by hiring six (6) officers per year. b. Receive the Baytown Crime Control and Prevention District's Revenues and Expenditures Report for the Quarter Ending December 31, 2012. Finance Director, Louise Richman presented the Baytown Crime Control and Prevention District's Revenues and Expenditures Report for the Quarter Ending December 31, 2012 and stated that the sales revenues continued to be strong. She stated that the salaries and benefits were for fourteen regular officers and one (1) sergeant. She stated that the officer's uniforms and body armor, ten laptops and four (4) patrol vehicles including the vehicle equipment were being purchased. C. Receive the Baytown Crime Control and Prevention District's Quarterly Investment Report for the Quarter Ending December 31, 2012. Ms. Richman presented the Baytown Crime Control and Prevention District's Quarterly Investment Report for the Quarter Ending December 31, 2012, and stated that the interest rate was low with the ending balance was $610,000. 4. BUSINESS ITEMS a. Consider setting the date, time and place for next Baytown Crime Control and Prevention District meeting.
