The Board of Directors of the Baytown Crime Control and Prevention District (CCPD) met in a
Regular Meeting on Tuesday, October 09, 2012, at 4:33 P.M., in the Council Chamber of the
Baytown City Hall, 2401 Market Street, Baytown, Texas with the following in attendance:

President Wheeler convened the October 09, 2012, Crime Control and Prevention District
(CCPD) Board Regular Meeting with a quorum present at 4:33 P.M., all members were present
with the exception of Director Chris Warford who was absent.
1. MINUTES
a. Consider Approving the Minutes of the Baytown Crime Control and Prevention
District (CCPD) Board Meeting held on July 10, 2012 - Secretary.
A motion was made by Vice President Porter Flewellen and seconded by Director Samuel Barker
approving the July 10, 2012, CCPD Board Regular Meeting Minutes. The vote was as follows:

2. REPORTS
a. CCPD Hot Spot and Commercial Vehicle Enforcement Reports - Police.
Chief Dougherty presented the CCPD Hot Spot and Commercial Vehicle Enforcement (CVE)
statistical report for the month of September and stated that the Hot Spot made 61 arrests, issued
almost 300 citations, assisted 184 calls for service, made 334 traffic stops, made 172 pedestrian
contacts, made 2 DWI arrests, and filed 415 charges. He stated that they made arrests and issued
warrants regarding a special project in the Northwood area, as well as, assisted with the special
operations unit with catching individuals responsible for the robberies occurring on Northwood.
Chief Dougherty stated that the fourth quarter 2012 Hot Spot statistics had 136 arrests, 754
citations, 477 calls, 826 traffic stops, 424 pedestrian contacts, and 9 DWI's.
Chief Dougherty stated that there were some changes to the vehicle enforcement team due to
injuries and for September they did a total of 135 inspections, put 147 units out of service, and 5
drivers out of service. He stated that from October through September they made a total of 2,020
inspections, put over 1600 vehicles out of service, issued 2100 citations, issued over 7400
warnings for violations, and issued 101 safety decals.
Chief Dougherty provided the Hot Spot statistical graph as requested and stated that Officer
Davis was replaced by Officer Slot.
President Wheeler inquired of the CCPD's portion of the CVE funds. General Manager
Leiper stated that staff would work on providing that information.
During further discussion, there was an inquiry regarding the success of National Night Out.
Chief Dougherty stated that it was a success and that many of the City's department directors
went out this year. Chief Dougherty also indicated that he, the City Manager, and Mayor Pro
Tern visited 9 locations this year.
President Wheeler inquired if there was progress made regarding the problem on Northwood
related to tenants moving from the back apartment unit to the front apartment units. Chief
Dougherty stated that there have been some changes resulting with individuals being arrested
and because apartment communities are working with each other, individuals are not being
extended rental privileges.
b. Receive CCPD Revenues and Expenditures Report for the Quarter Ending September
30, 2012 - Finance.
Finance Director, Louise Richman presented the update on the Baytown Crime Control and
Prevention District's revenues and expenditures for the fourth Quarter Ending September 30,
2012. Ms. Richman stated that the district sales tax revenue was 18% over last year's actual and
15% over the budgeted amount. She stated that CCPD paid the salaries and benefits for 14
officers and one (1) sergeant and that the final payroll for FYI 2 was being processed this month
and would add approximately S 14,000 to the salaries and benefits. Ms. Richman stated that the
capital expenditures purchased two Tahoe's and 10 laptops for the patrol cars.

C. Receive the CCPD Quarterly Investment Report for the Quarter Ending September
30, 2012 - Finance.
Ms. Richman presented the Baytown Crime Control and Prevention District's Quarterly
Investment Report for the Quarter Ending September 30, 2012 and stated that the investment
balance was right at $257,000 and that the interest rate was still low.
3. MANAGER'S REPOR'P
General Manager Leiper stated that the Council Chamber would be under renovations and the
CCPD meetings would be held at another location and that Council would probably be meeting
at Lee College until the renovations are complete.
President Wheeler stated that the next CCPD meeting would be January 08, 2013 at 4:30 P.M.
4. ADJOURN
A motion was made by Director Samuel Barker and seconded by Vice President Porter Flewellen
adjourning the October 09, 2012, CCPD Board Regular Meeting. The vote was as follows:
