2012 04 10 CCPD MinutesMINUTES OF THE REGULAR MEETING OF THE BOARD OF DIRECTORS OF THE BAYTOWN CRIME CONTROL AND PREVENTION DISTRICT April 10, 2012 The Board of Directors of the Baytown Crime Control and Prevention District (CCPD) met in a Regular Meeting on Tuesday, April 10, 2012, at 4:30 P.M., in the Council Chamber of the Baytown City Hall, 2401 Market Street, Baytown, Texas with the following in attendance: Rikki Wheeler President Joe Whitehead Vice - President Samuel Barker Director James Coker Director Emily Wallace Director Robert D. Leiper General Manager Ignacio Ramirez, Sr. General Counsel Jason Cozza Assistant Secretary President Wheeler convened the April 10, 2012, Crime Control and Prevention District (CCPD) Board Regular Meeting with a quorum present at 4:30 P.M., all members were present with the exception of Directors Bob Goolsby and Chris Warford who were absent. 1. MINUTES a. Consider Approving the Minutes of the Baytown Crime Control and Prevention District Board Meeting for January 19, 2412 - Secretary. A motion was made by Director Samuel Barker and seconded by Director James Coker approving the minutes of the January 19,2012 CCPD Board Regular Meeting. The vote was as follows: Ayes: Director Samuel Barker, Director James Coker, Director Emily Wallace, President Rikki Wheeler, Vice - President Joseph K. Whitehead Nays: None Other: Director Bob Goolsby (Absent), Director Chris Warford (Absent) Approved CCPD Board Regular Meeting April 10, 2012 Page 2 of 4 2. PROPOSED RESOLUTIONS a. Consider a Resolution Authorizing the First Amendment to the Agreement for Patrol Officers, Vehicles and Equipment with the City of Baytown - Police Department. General Manager Leiper presented the agenda item and stated that Resolution No. 27 authorizes the First Amendment to the Agreement for Patrol Officers, Vehicles and Equipment with the City of Baytown for seven (7) dual band radars in the amount of $$13,020.00 to be used in the new seven (7) patrol vehicles. He stated that the funded amount is within the amount budgeted and recommended approval from the board. Attorney, Ignacio Ramirez stated that the resolution is to amend the agreement that the CCPD have with the City, and the City will purchase the item on behalf of the CCPD. A motion was made by Director Samuel Barker and seconded by Director James Coker approving Resolution No. 27. The vote was as follows: Ayes: Director Samuel Barker, Director James Coker, Director Emily Wallace, President Rikki Wheeler, Nays: None Other: Vice President Joseph K. Whitehead (Abstain), Director Bob Goolsby (Absent), Director Chris Warford (Absent) Approved RESOLUTION NO. 27 A RESOLUTION OF THE BOARD OF DIRECTORS OF THE BAYTOWN CRIME CONTROL AND PREVENTION DISTRICT AUTHORIZING AND DIRECTING THE PRESIDENT TO EXECUTE AND THE SECRETARY TO ATTEST TO THE FIRST AMENDMENT TO THE AGREEMENT FOR PATROL OFFICERS, VEHICLES AND EQUIPMENT WITH THE CITY OF BAYTOWN; AND PROVIDING FOR THE EFFECTIVE DATE THEREOF. 3. REPORTS a. Presentation of CCPD Statistics for Hot Spots and CVE - Police. Police Chief Dougherty presented the Baytown Crime Control and Prevention District statistics for Commercial Vehicle Enforcement and Hot Spots and provided March and the first quarter stats. Chief Dougherty stated that the first quarter report consist of 195 arrests, issued 394 citations, answered 542 calls for service, initiated 555 CCPD Board Regular Meeting April 10, 2012 Page 3 of 4 traffic stops, 424 pedestrian contact, 25 DWI charges. Additionally, he stated that for March alone there were 75 arrests, 142 citations, 205 calls for service, 198 traffic stops, 230 pedestrian contacts, two (2) DWI charges, and filed 222 charges. Chief Dougherty stated that Sergeant Miller supervises this unit and has moved the program forward in an aggressive manner. Chief Dougherty stated that during January, Sergeant Miller assigned the HOT SPOT officers to participate in a felony warrant initiative which resulted in the accumulation 28 arrests in the first quarter of 2012. Chief Dougherty stated that for the second quarter the two HOT SPOT officers assigned to the DOT and Commercial Vehicle Enforcement (CVE) programs together accumulated close to 400 inspections, 51 hazardous material inspections, placed almost 300 vehicles out of service, put about 12 drivers out of service, issued 396 citation violations, issued over 1,200 warning violations, issued 16 safety driver vehicle decals, and issued 76 heavy weight related citations. Director Whitehead expressed appreciation to Chief Dougherty for providing the statistics in graph form and inquired if the graphs would be part of the ongoing report. Chief Dougherty stated that the graphs could be provided as part of the report. b. Receive the Baytown Crime Control and Prevention District's (CCPD) Revenue and Expenditure Report for the Six Months Ending March 31, 2012 - Finance. Finance Director, Louise Richman presented the update on the Baytown Crime Control and Prevention District's Revenue and Expenditure for the Six Months Ending March 31, 2012 and stated that the revenues were at 56% of the budget and is doing well. She stated that the sales tax was an 18% increase collected as compared to last year. Additionally, she state that the salaries for fourteen officers and one (1) sergeant were on target as well and to be expended to date were ten laptops and two (2) patrol vehicles. Director Whitehead made reference to page (3) of the report and extended appreciation to those involved in the work effort of CCPD receiving a 25% tax increase difference from the beginning of January to the end of February. Ms. Richman indicated that the data reflected a rolling twelve months history. C. Receive the Baytown Crime Control and Prevention District's (CCPD) Investment Report for the Six Months Ending March 31, 2012 - Finance. Ms. Richman presented the Baytown Crime Control and Prevention District's Investment Report for the Six Months Ending March 31, 2012 and stated that the investments were still currently low. Additionally, she indicated that the budget would be discussed at the next meeting and requested that all directors be present 5. ADJOURN A motion was made by Director Samuel Barker and seconded by Director Emily Wallace adjourning the April 10, 2012, CCPD Board Regular Meeting.
