2011 10 11 CCPD MinutesMINUTES OF THE REGULAR MEETING OF THE BOARD OF DIRECTORS OF THE BAYTOWN CRIME CONTROL AND PREVENTION DISTRICT October 11, 2011 The Board of Directors of the Baytown Crime Control and Prevention District (CCPD) met in a Regular Meeting on Tuesday, October 11, 2011, at 4:40 P.M., in the Baytown Conference Room of the Baytown City Hall, 2401 Market Street, Baytown, Texas with the following in attendance: Rikki Wheeler President Joe Whitehead Vice - President Samuel Barker Director Chris Warford Director Kevin Troller Assistant General Manager Ignacio Ramirez, Sr. General Counsel Leticia Brysch Secretary President Wheeler convened the October 11, 2011, Crime Control and Prevention District (CCPD) Board Regular Meeting with a quorum present at 4:40 P.M., all members were present with the exception of Directors Bob Goolsby and Emily Wallace who were absent. 1. MINUTES a. Consider Approving Minutes of the Crime Control and Prevention District (CCPD) Board Regular Meeting held on July 12, 2011 - Secretary. A motion was made by Vice - President Joseph K. Whitehead and seconded by Director Samuel Barker approving July 12, 2011, CCPD Board Regular Minutes. The vote was as follows: Ayes: Director Samuel Barker, Director Dr. Chris L. Warford, President Rikki Wheeler, and Vice- President Joseph K. Whitehead Nays: None Other: Director Bob Goolsby (Absent) and Director Emily Wallace (Absent) Approved CCPD Regular Meeting Minutes October 11, 2011 Page 2 of 3 2. REPORTS a. Presentation of CCPD Statistics for Hot Spots and CVE - Police. Chief Dougherty presented the Baytown Crime Control and Prevention District statistics for Commercial Vehicle Enforcement and Hot Spots and stated that the total number of inspections for the 3rd quarter were 164 for officer Woolcock and 65 for Officer Davis. Chief Dougherty indicated that Officer Davis's numbers were low because he is also the driving instructor for other City programs and assists with training other CVE Officers. Chief Dougherty stated that the report included the issuing of 257 vehicles out of service violations, 12 drivers out of service violations, 258 DOT Citation for violations, 910 DOT Warnings for violations, 13 CVSA safety decals, 62 Overweight Citations, and 118 overweight warnings. Chief Dougherty stated that September would be reflected on this report and going backwards from August to June, the Hotspot Team was very busy and had over approximately 5000 citations but picked up more citations in September due to school starting. Chief Dougherty stated that a lot of the traffic stop citations came from officers being assigned to subdivisions or areas where there are suspicious persons. During discussion, a question was asked in regards to if there would be any flashing lights added to the traffic signals. Chief Dougherty stated that the LED lights are expensive and he believed that the ones on Alexander were taken out and replaced with regular stop lights. b. Receive CCPD Revenues and Expenditures Report - Finance. Finance Director Louise Richman presented the update on the Baytown Crime Control and Prevention District's revenues and expenditures for the quarter ending September 30, 2011 and stated that some of the sales tax is on cash basis. Ms. Richman stated that staff is in the process of closing out for the end of the year and the balance is showing to be at $177,000 with the August and September sales taxes still to come in. Ms. Richman stated that the opening of Academy in September will provide added sales tax and that the budget is expected to meet the budget projections. Ms. Richman stated that the expenditures are ending the year at approximately $64,000 and that the personnel services came in a little over budget but other items were on target. Ms. Richman stated that in an effort to tidy up the books, an inter -fund transfer in the amount of $1300 was made which was an adjustment to cleanup funds from former CCPD Boards and that this will not be in the next budget. C. Receive the CCPD Quarterly Investment Report - Finance. Finance Director Louise Richman presented the Baytown Crime Control and Prevention District's Quarterly Investment Report for the period ending September 30, 2011 and CCPD Regular Meeting Minutes October I x.2011 Page 3 of 3 stated that the ending balance was $314,700.00. Ms. Richman stated that the auditors are due Mid- November. 3. NIANAGER'S REPORT There was no report. 4. ADJOURN A motion was made by Director Samuel Barker and seconded by Director Chris Watford adjourning the October 11, 2011, CCPD Board Regular Meeting.
