2011 04 12 CCPD MinutesMINUTES OF THE REGULAR MEETING OF THE BOARD OF DIRECTORS OF THE BAYTOWN CRIME CONTROL AND PREVENTION DISTRICT April 12, 2011 The Board of Directors of the Baytown Crime Control and Prevention District (CCPD) met in a Regular Meeting on Tuesday, April 12, 2011, at 4:30 P.M., in the Council Chamber of the Baytown City Hall, 2401 Market Street, Baytown, Texas with the following in attendance: Rikki Wheeler President Joe Whitehead Vice- President Samuel Barker Director Daniel Blackford Director Bob Goolsby Director Kevin Troller Assistant General Manager Ignacio Ramirez, Sr. General Counsel Leticia Brysch Secretary President Wheeler convened the April 12, 2011, Crime Control and Prevention District (CCPD) Board Regular Meeting with a quorum present at 4:30 P.M., all members were present with the exception of Directors Wallace and Warford. Director Barker arrived at 4:55 P.M. 1. MINUTES a. Approve Minutes of the Baytown Crime Control and Prevention District (CCPD) Board Regular Meeting held on July 27, 2010 - Secretary. A motion was made by Director Daniel Blackford and seconded by Director Bob Goolsby approving the July 27, 2011 CCPD Board Regular Meeting. The vote was as follows: Ayes: Director Samuel Barker, Director Daniel Blackford, Director Bob Goolsby, President Rikki Wheeler, Vice - President Joseph K. Whitehead Nays: None Other: Director Emily Wallace (absent) and Director Chris Warford (absent) Approved b. Approve Minutes of the Baytown Crime Control and Prevention District (CCPD) Board Regular Meeting held on January 18,2011 - Secretary. A motion was made by Director Daniel Blackford and seconded by Vice - President Joseph K. Whitehead approving the January 18, 2011 CCPD Board Regular Meeting. The vote was as follows: Ayes: Director Samuel Barker, Director Daniel Blackford, Director Bob Goolsby, President Rikki Wheeler, Vice - President Joseph K. Whitehead Nays: None Other: Director Emily Wallace (absent) and Director Chris Warford (absent) Approved 2. PROPOSED RESOLUTIONS a. Baytown Crime Control and Prevention District's Investment Policy and Strategy - Finance. Assistant General Manager Troller presented the agenda item and stated that Resolution No. 20 adopted the Baytown Crime Control District's Investment Policy and Investment Strategy in order to update authorized investment officers and the name of the regulatory agency certifying broker dealers and financial institutions. The changes to the policy are as follows: EXHIBIT A - Authorized Investment Officials: • Mike A. Currie, City of Baytown Controller • Genie Ginzel, City of Baytown Treasurer EXHIBIT B — Statement of Ethics and Conflicts of Interest with the names of the new authorized investment officials: • Mike A. Lester, City of Baytown Interim Director of Finance • Louise Richman, City of Baytown Assistant Director of Finance • Carl C. Currie, City of Baytown Controller • Genie Ginzel, City of Baytown Treasurer A motion was made by Director Daniel Blackford and seconded by Director Bob Goolsby approving Resolution No. 20. Whitehead Nays: None Other: Director Emily Wallace (absent) and Director Chris Warford (absent) Approved RESOLUTION NO. 20 A RESOLUTION OF THE BOARD OF DIRECTORS OF THE BAYTOWN CRIME CONTROL AND PREVENTION DISTRICT ADOPTING THE BAYTOWN CRIME CONTROL AND PREVENTION DISTRICT'S INVESTMENT POLICY; AND PROVIDING FOR THE EFFECTIVE DATE THEREOF. 3. REPORTS a. Receive CCPD Revenues and Expenditures Report for quarter ending March 31, 2011 - Finance. Assistant General Manager Troller stated that Assistant Finance Director, Louise Richman will present reports for agenda items 3.a. and 3.b. Ms. Richman presented the update on the Baytown Crime Control and Prevention District's revenues and expenditures for the quarter ending March 31, 2011 and stated that the revenues and expenditures are on target. Ms. Richman stated that approximately $548,000 has been received for expenditures. b. Receive the CCPD Quarterly Investment Report for Calendar Quarter Ending March 31, 2011 - Finance. Ms. Richman stated that the ending balance is right at $396,000 and due to the return rate being down, the interest revenue was down. C. Receive May 14, 2011 CCPD Continuation Election Update - Secretary. Secretary Brysch presented the agenda item and stated that the Baytown Crime Control and Prevention District (CCPD) Continuation Election is to be held on May 14, 2011. Secretary Brysch stated that a pre - clearance has been received from the Department of Justice (DOJ) to move forward with the election and this joint election will include the City of Baytown, Baytown Fire Control, Prevention, and Emergency Medical Services District and Goose Creek Consolidated Independent School District. Secretary Brysch indicated that Judges and Alternate Judges working the elections will receive elections training by the City of Baytown and Goose Creek CISD staff on April 12th, followed by elections equipment training by Harris County on April 26th and that the CCPD continuation election will be canvassed on May 23rd. Director Blackford inquired if election notices will be sent to the Baytown Sun. Secretary Brysch stated that by law there is a time frame to publish election information and it will be published as required by state law. President Wheeler stated that she would write up a letter on behalf of the Board to submit for a press release. 4. MANAGER'S REPORT Chief Dougherty stated the Captain Kevin Davis; one of the CVE officers supported by the CCPD received state accolades for his work performance. Chief Dougherty stated that for the second quarter there were 428 arrests, 846 citations, answered over 1,000 calls, had 1,400 traffic stops, and made 422 pedestrian contacts. Chief Dougherty also stated that the CVE officers did 318 inspections, placed 394 vehicles out of service, placed 12 drivers out of service, issued 330 citations for violations, issued over 1,000 warnings for violations, and issued 10 safety decals, 53 overweight citations, and 84 overweight citations. Director Whitehead inquired if there was any additional information on the identification marked on the hotspot vehicle. Chief Dougherty stated that they were not marked "funded by CCPD" but work is in progress to resolve that issue. Chief Dougherty stated that Director Whitehead inquired about getting a five year total of recovered vehicles that were stolen. Chief Dougherty stated that he didn't track them in that way but he manually went through and for January, February, and March of 2011 there were 18 stolen vehicles recovered. President Wheeler stated that the upcoming meetings are scheduled for June 14th, July 12th, and October 1 Ith. ' 11111Q111WI Director Whitehead stated that he was uncomfortable with not being able to view the agenda packet before the meeting. Mrs. Brysch stated that packets will no longer be mailed out before the meeting, but a link, as well as online access, will be provided to each Director for viewing of the agenda packet to replace the mail out copy. A motion was made by Vice - President Joseph K. Whitehead and seconded by Director Daniel Blackford adjourned the April 12, 2011, Crime Control and Prevention District (CCPD) Board Regular Meeting.
