2010 11 16 CCPD MinutesMINUTES OF THE REGULAR MEETING OF THE BOARD OF DIRECTORS OF THE BAYTOWN CRIME CONTROL AND PREVENTION DISTRICT November 16, 2010 The Board of Directors of the Baytown Crime Control and Prevention District (CCPD) met in a Regular Meeting on November 16, 2010 at 5:10 P.M., in the Council Chamber of the Baytown City Hall, 2401 Market Street, Baytown, Texas with the following in attendance: Rikki Wheeler Joe Whitehead Samuel Barker Bob Goolsby Bob Leiper Ignacio Ramirez, Sr. Leticia Garza President Vice - President Director Director Deputy General Manager General Counsel Secretary Director Daniel Blackford was absent from the November 16, 2010, Crime Control and Prevention District (CCPD) Board Regular Meeting. President Wheeler convened the November 16, 2010, Crime Control and Prevention District (CCPD) Board Regular Meeting with a quorum present at 5:10 P.M. 1. MINUTES a. Approve Minutes of the Crime Control and Prevention District (CCPD) Board Meeting held on August 31, 2010 - Secretary. A motion was made by Joe Whitehead and seconded by Samuel Barker Ayes: Rikki Wheeler Joe Whitehead Samuel Barker Bob Goolsby 2. REPORTS a. Hot Spot and Commercial Vehicle Enforcement Quarterly Reports - Police. Captain Roger Clifford presented the Third Quarter Statistical Reports on "Hot Spot" and Commercial Vehicle Enforcement. Ms. Garza will get clarification from Chief Dougherty as to whether or not the DWI charge is inclusive to the CCPD hot spot number. b. Baytown Crime Control and Prevention District End of Year Financial Report - Finance. Deputy City Manager, Bob Leiper presented the agenda item to discuss the Baytown Crime Control and Prevention District End of Year Financial Report and stated that the numbers may change after the auditor's report is complete. He also stated that the sales tax trend is coming up. C. Quarterly Investment Report for Calendar Quarter Ended September 30, 2010 - Finance. , Deputy City Manager, Bob Leiper presented the agenda item to receive the Quarterly Investment Report for the period ending September 30, 2010 and stated that the interest rate is 0.2165 %. d. Baytown Crime Control and Prevention District Proposed Five Year Spending Plan - Administration. Deputy City Manager, Bob Leiper presented the agenda item to discuss the Baytown Crime Control and Prevention District Proposed Five Year Spending Plan. Mr. Leiper stated that the plan is to continue what is being done and that if within year 3 -5 the economy is robust, the plan allows for new or upgraded programs which is also being presented to the voters as such. He also stated that administration made a decision that the funds, with the exception of elections, would be more beneficial towards strategies instead of administrative cost. 3. MANAGER'S REPORT Notice is hereby given in accordance with Section 551.0415 of the Texas Government Code, the Baytown Crime Control and Prevention District may receive a report about items of community interest from City staff and/or a member of the District, but no action or possible action shall be taken or discussed concerning the subject of such report, except as provided by Section 551.042 of the Texas Government Code. r There was no report. 4.
