The Board of Directors of the Baytown Area Water Authority (BAWA) met in an
Emergency Meeting on Tuesday, March 01, 2011 at 4:04 P.M., in the Council Chamber
of the Baytown City Hall, 2401 Market Street, Baytown, Texas with the following in
attendance:

President Smith convened the March 01, 2011, Baytown Area Water Authority (BAWA)
Board Emergency Meeting with a quorum present at 4:04 P.M.
1. PROPOSED RESOLUTIONS
a. Emergency repairs to the 30 -inch water line located on Cedar Bayou
Lynchburg across from East Road.
General Manager, Bob Leiper presented the agenda item and stated that Resolution No.
2011 -03 authorizes the General Manager to execute a contract for emergency repairs to
the 30 -inch water line located on Cedar Bayou Lynchburg across from East Road. Mr.
Leiper stated that due to the location of the leak, a different approach was taken to
resolve the issue. The following bidders submitted bid quotes for this project:
1) Angel Brothers for $130,000 to remove and replace with 30" OVC by open cut
method;
2) SKE Construction for $180,000 to remove and replace with HDPE and cast iron joints
by open cut method; and
3) Insituform for $400,000 to line the existing line with a new CIP liner.
Mr. Leiper recommended awarding the bid to Angel Brothers.
Director Wilson inquired about the large discrepancy in the price quotes. Mr. Leiper
stated that bids are submitted based on equipment in -stock availability. Mr. Leiper stated
that residents may have low water pressure but the service would be not interrupted
and the roads would be consolidated to one lane while repairs are being made.
