Council Work Session and Regular Meeting held on April 13, 2017 A motion was made by Council Member Terry Sam and seconded by Mayor Pro Tem David McCartney approving the April 13 2017 City Council RECOGNITIONS AND CITIZEN COMMUNICATIONS a Mr Alejandro S Ansmendez requested to appear before the Council regarding issues with the Ginger Creek neighborhood related to police, transportation and parks Mr Ansmendez was not present to speak Mr Sean Matula who lives at 5125 Cinnamon Lane registered to speak but withdrew his time Agenda items 2.b and 2.c were considered together b Consider a resolution accepting a donation from Exxon Mobil Corporation in support of the Mayor and ExxonMobB Summer Youth Work Program c Consider a resolution accepting an ExxonMobil donation for the Eddie V Gray Wetlands Education and Recreation Center's Wetlands Ecology Program, the Baytown Nature Center's Environmental Education Program and the Sterling Municipal Library's Reading and Cultural Enrichment Program Mayor DonCarlos stated that Resolution No 2473 accepts a $50,000 donation from Exxon Mobil Corporation in support of the Mayor and ExxortMobd Summer Youth Work Program City Manager Davis introduced Aisha Akilo as the Summer Youth Program's Coordinator Parks and Recreation Director Scott Johnson presented agenda item 2.c Mr Scott Johnson stated that Resolution No 2474 accepts a $33 000 contribution from ExxonMobd supporting the Baytown Nature Center's Environmental Education Program the Eddie V Gray Wetlands Education and Recreation Center's Wetlands Ecology Program and the Sterling Municipal Library's Reading and Cultural Enrichment Programs He stated that both the Wetlands Center and the Baytown Nature Center will receive $12,500 and the Sterling Municipal Library will accept $8,000 Additionally, he stated that this is the 16" year for funding support for the Nature Center's Environmental program and the 18ti year for the Wetlands Ecology Program Director of the Library Jamie Eustace stated that the $8,000 donation to the Sterling Municipal Library supports Reading and Cultural Enrichment Programs including the Summer Reading Program Craft Programs, and the 3D Printer Media Lab A motion was made by Mayor Pro Tem David McCartney and seconded by Council Member Chutes Johnson approving Resolution No 2473 regarding agenda item 2.b and Resolution No 2474 as Public Works Week in Baytown Public Affairs Coordinator Patti Jett presented the agenda item and Mayor DonCarlos presented to employees of the Public Works department a proclamation designating May 14 20, 2017, as Public Works Week in Baytown e Present a proclamation designating May 21 27, 2017, as Emergency Medical Services Week Public Affairs Coordinator, Patti Jett presented the agenda item and Mayor DonCarlos presented to Mr Dana Dalbey a proclamation designating May 21 27 2017 as Emergency Medical Services Week City Council Regular Meeting Minutes May 11 2017 Page 4 of 11 f Recognize and receive GFOA s Distinguished Budget Presentation Award for the Fiscal Year 2016-17 Budget Document City Manager Davis presented the agenda item and stated that the City of Baytown received the Government Finance Officers Association (GFOA) Distinguished Budget Presentation Award for the current fiscal year budget document, in which this is the 23rd consecutive year the City of Baytown has received this honor He stated that this certificate is presented by the Government Finance Officers' Association to those whose budgets me judged to adhere to program standards with the Distinguished Budget Presentation Award being the highest award in governmental budgeting. Mayor DonCarlos opened and conducted the first public hearing regarding the proposed voluntary annexation of 2.979 acres located on the south side of W Archer Road approximately 367 feet west of Garth Road legally described as part of and out of Lots 8 Block 22 Highland Farms, T T Ristergen Survey Abstract Number 1425 Hams County, Texas Mr Christopher Chavis presented a summary of the agenda item and stated that this is the first public hearing regarding the petition by RNP Baytown Property, LLC. for the annexation of 2.979 acres located on the south side of W Archer Road, approximately 367 feet west of Garth Road, whereas the property owner proposes to use the property for retad sales With there being no one registered to speak regarding agenda item In. Mayor DonCarlos opened and conducted the second public hearing regarding the proposed voluntary annexation of 2.979 acres located on the south side of Archer Road, approximately 367 feet west of Garth Road, legally described as part of and out of Lots 8 Block 22, Highland Farms T T Ristergen Survey Abstract Number 1425, Hams County Texas Mr Chavis stated that there was no change since the first public hearing. With there being no one registered to speak regarding agenda item 3 b. Mayor DonCarlos closed the second public hearing at 6,44 P M City Council Regular Meeting Minutes May 11 2017 Page 5 of 11 PROPOSED ORDINANCES a Consider an ordinance for the first reading of the proposed involuntary annexation of approximately 235.98± acres generally located east of John Martin Road and west of Garth Road, including multiple parcels and a part of the right-of-way of Archer Road, west of its intersection with Garth Road, situated in the W C.R.R. presented the agenda item and stated that this location is the site where the Faith Family Church is proposing to develop Additionally he noted that the church has frontage on North Main Street as well as Crosby Cedar Bayou and that approximately 16.60 acres is the remaimng portion of land that will be brought into the city A motion was made by Council Member Terry Sain and seconded by Council authorizing a professional service agreement with Resource Planning Architects, Inc., for design, bid and construction phase services associated with the improvements for water access at Roseland Park, Bayland Park, W C Britton Park, and the Gray Wetlands Center Project Mr Scott Johnson presented the agenda item and stated that Ordinance No 113 467 authorizes a Professional Service Agreement with Resource Planning Architects, Inc. for design bid and construction phase services associated with the improvements for water access at Roseland Park, Bayland Park, W C Britton Park and the Gray Wetlands Center Project, for an amount not to exceed $75,500.00 Additionally, he stated that the San Jacinto Waste Pit Grant provided for the renovation and repair of the city's three boat ramps at Roseland Park Bayland Park and the Wetlands Center, and the renovation of the fishing piers at Britton Park A motion was made by Mayor Pro Tem David McCartney and seconded by Council Member Robert C purchase detectors and kits for the Type I HazMat team pre -incident prevention and protection operations as well as purchase shoring and rescue tools and equipment for the Type II Structural Collapse City Council Regular Meeting Minutes May 11 2017 Page 10 of I I Mayor DonCarlos presented the agenda item and stated that his appointment to the Cedar Bayou Navigation District is Calvin Mundinger 8 MANAGER'S REPORT a The Kidz Day will be held on Saturday, May 13, 2017, from 10.00 A.M to 1.00 P M at the Town Square, located at 213 West Texas Avenue Mr Scott Johnson presented the agenda item and stated that the Kidz Day event will be held on Saturday May 13 2017 from 10:00 A.M to 1.00 P M at the Town Square located at 213 West Texas Avenue City Manager Davis presented acknowledgements to Simeon Maneau a Lift Station Operator for obtaining his Class C Wastewater Operator Certificate and Macla Aguilera and her dog "Charlie" for placing 9°h in the Narcotic Dog Competition and 15'h in patrol events He also recognized himself for completing the NIMS 400 training Additionally, he stated that the community cleanup is scheduled for Saturday May 13" from 1000 A.M to 1 00 P M Mr Mike Lester stated that the following site locations are Bergeron Park Lakewood Village off of Bayway between Burnet and Mayhaw, and 3300 North Mam next to police station. Council Member Hoskins recognized Ms Emily Martinez for her internship for Council while attending the impact Early College High School as well as Lee College b National Police Week Activities will take place from May 16 May 20, 2017, and include various events for citizens to hangout and engage with Baytown Police Officers Chief Dougherty presented the agenda item and stated that May 16 May 20 2017 is National Police Week which includes the following activities Tues., May 16, 4 10 P M "Let Us Serve You Dinner" at Texas Roadhouse, 6615 Garth Road Wed.
