a Consider an ordinance authorizing the Professional Service Agreement with ARKK
Engineers, LLC, for the McKinney Road Wastewater Improvements Project
Deputy City Manager Bottoms presented the agenda item and stated that Ordinance No
13,454 allows for the abandonment of two (2) wastewater lift stations He stated that the
McKinney Lift Station is part of the Overflow Sanitary Sewer Initiative ( SSOI") that the City
has with the TCEQ and upon looking at the project a decision was made that it would be better
to take out the two (2) lift stations that are there and put in a gravity line
A motion was made by Council Member Robert C Hoskins and seconded by Mayor Pro Tem
David McCartney approving Ordinance No 13 454 regarding agenda item 3.a. The vote was as

Agreement U14831 with the Texas Department of Transportation (TXDOT) for the HWY
99 Utility Relocation Project
Deputy City Manager Bottoms presented the agenda nem and stated that when the Grand
Parkway feeder roads were being installed, the city was notified that the utilities had to be
relocated He stated that a negotiation was made with TxDOT to share the costs of such and the
City paid $600,000 of the estimated $1.2 million He further stated that the costs was reduced to
approximately $600,000 so the City will be get back half of the costs spent

Finance Director, Wade Nickerson presented the Baytown's Quarterly Financial and Investment
Reports for the Quarter Ending March 31, 2017 He stated that the Finance Committee met
on April 25 2017 and reviewed the reports thoroughly With regards to the reports he stated
that the sales tax receipts to the general fund were right at 50% of the budget amount and that the
budgeted amount increased above last year's amount He stated with regards to revenues, that the
general fund was at 84% and that the property tax and IDA revenues were collected in access
of what was budgeted He further stated that the hotel/motel revenues came in close to 50% and
the water and sewer along with sanitation came in a little above 50%
With regards to the expenditures Mr Nickerson stated that the general fund was right under the
expected 50% aquatics were at 36%, and hotel/motel was at 11% He noted that capital was the
biggest expense spent for construction protects and that the conference center was the largest
portion budgeted in the hotel/motel fund He stated that the water and sewer fund was right at
51%, sanitation was at 80% and noted that a percent of sanitation is encumbered at the
beginning of the year for the contract for waste management which will even out toward the end
of the year
Additionally, Mr Nickerson stated with regards to the investments that the current quarter was
collected at 8285%, which was an increase from the prior year

MANAGERS REPORT
a The City of Baytown Parks and Recreation Department will celebrate Arbor Day on
Friday, April 28, 2017, at the Town Square from 9 00 A.M to 3 00 P M
Parks and Recreation Director, Scott Johnson presented the agenda item and stated that the City
of Baytown Parks and Recreation Department will celebrate Arbor Day on Friday April 28
2017 at the Town Square 213 W Texas Avenue, from 9:00 A.M to 3,00 P M Additionally he
noted that tree adoptions will be limited to two (2) trees per person while supplies last
Pirates Bay Water Park opens for its eighth season on Saturday, April 29, 2017
Mr Scott Johnson stated that Pirates Bay Water Park opens on Saturday April 29 2017 from
10:00 A.M to 7,00 P M. and will open weekends in May with daily operations to begin

Memorial Day weekend Additionally, he stated that Calypso Cove is also planned to open daily
beginning Memorial Day weekend
C The Lee College Theatre Department will present William Shakespeare's "A
Midsummer Night's Dream" on Friday, April 28, 2017 and Saturday, April 29, 2017,
at 8.00 P M at the Town Square located at 213 W Texas Ave
Mr Scott Johnson presented the agenda item and stated that the Lee College Theatre Department
will be presenting William Shakespeare's "A Midsummer Night s Dream' on Friday, April 28,
2017 and Saturday, April 29, 2017, at 8:00 P M at the Town Square located at 213 W Texas
Ave
Mr Nick Woolery presented an update on the City of Baytown's GeoTour He stated that
Geocachmg is a popular game that utilizes GPS technology and explained that the game has a
certain number of geocaches located in Baytown, whereas there's an app on your cell phone that
gives GPS coordinates giving an approximate location of the geocache along with clues to help
you find it He stated that the City of Baytown started this game in March of 2017 and calls
it the Family History and Nature Together GeoTour He stated that passports which are given to
start the tour, can be received at Buc-ee's, which is where the first tour begins Mr Woolery
stated that certain requirements are to be met before the passports can be turned and to date 34
completed passports were turned in He stated that there are 31 geocaches spread throughout the
city and there were over 1 500 caches logged He noted that there's a map of where the
geocaches have come from that included Houston Beaumont cities in East Texas San Antonio
Dallas and Massachusetts He stated that if the passport is completed a reward of a geocoin is
given which is in the shape of Texas that includes the official Baytown's Tourism GcoTour logo
He farther noted that there were six (6) hotel stays from the geotour and that people leave
comments each time a cache is complete Additionally he provided Council with comments
from some of the participants and presented them with a presentation of the visit.baytown.com
website which includes the GeoTour site
Citi Manager Davis stated that Mr Mark Medrano retirement celebration is scheduled for April
28 at Fire Station #7 at 11 30 A.M He acknowledged Officer Markus River for his
professionalism exhibited during a trial in Hams County, Officer Kevin Zmter for his awareness
of an illegal disguised vehicle that resulted in the vehicle being recovered to the owner
without damage, and recognized Officers Haley Hammes and Alyssa McDaniel for being
honored by Mothers Against Drunk Driving "MADD"
City Attorney Ignacio Ramirez stated that the City has tax foreclosed properties that staff is
always trying to find new ways to sale and noted that Karen Homer would provide the details of
such improvements
Mrs Homer stated that Lloyd Lively and Lisa Coker assisted with developing the website and
making the foreclosure page different, which includes the list of foreclosures pictures property
maps and purchasing information Additionally, she stated that since the improvements were
made there have been more inquiries and pending sales for the listed properties

d The Household Hazardous Waste and Electronics Waste Collection Day is
scheduled for Saturday, April 29, 2017, at the City of Baytown Storage Facility, located at

City Manager Davis presented the agenda item and stated that the Household Hazardous Waste
