January 17, 2017
The Board of Directors of the Baytown Fire Control Prevention, and Emergency Medical
Services District (FCPEMSD) met in a Regular Meeting on Tuesday, January 17, 2017 at
4.30 P M., in the Baytown Conference Room of the Baytown City Hall 2401 Market Street

President Bradley Smith convened the January 17, 2017, Fire Control Prevention, and
Emergency Medical Services District (FCPEMSD) Board Regular Meeting with a quorum
present at 4:30 P M. all members were present with the exception of Director Adkins who
arrived at 4.35 P M. and Director Watts who was absent
1 PROPOSED RESOLUTIONS
a Consider a resolution authorizing an Agreement for Fire Training Facility,
Personnel, and Equipment with the City of Baytown
General Manager Davis presented the agenda item and stated that Resolution No 49 authorizes
an agreement for Fire Training Facility, Personnel and Equipment with the City of Baytown
which was approved by council at the last council meeting
A motion was made by Director Richard (James) Carr and seconded by Director Gerald Baldwin
approving Resolution No 49 The vote was as follows

A RESOLUTION OF THE BOARD OF DIRECTORS OF THE BAYTOWN
FIRE CONTROL PREVENTION, AND EMERGENCY MEDICAL SERVICES
DISTRICT AUTHORIZING AND DIRECTING THE PRESIDENT TO
EXECUTE AND THE SECRETARY TO ATTEST TO AN INTERLOCAL
AGREEMENT FOR FIRE TRAINING FACILITY, PERSONNEL AND
EQUIPMENT WITH THE CITY OF BAYTOWN, AND PROVIDING FOR
THE EFFECTIVE DATE THEREOF
b Consider a resolution approving the Baytown Fire Control, Prevention and
Emergency Medical Services District's (FCPEMSD) Investment Policy and Strategy
Statement in accordance with the Public Funds Investment Act
Budget Accounting Manager Meghan Reed presented the agenda item and stated that Resolution
No 50 approves the Baytown Fire Control Prevention and Emergency Medical Services
District's (FCPEMSD) Investment Policy and Strategy Statement with changes to the Investment
Policy that include adding Multi Bank Securities Inc and Vining Sparks IBG, L.P as
authorized broker/dealers
A motion was made by Director Barry L Hawkins and seconded by Director Adelina Gomez
Abshire approving Resolution No 50 The vote was as follows

DISTRICT ADOPTING THE BAYTOWN FIRE CONTROL PREVENTION,
AND EMERGENCY MEDICAL SERVICES DISTRICT'S INVESTMENT
POLICY. AND PROVIDING FOR THE EFFECTIVE DATE THEREOF

2 REPORTS
a Present update regarding the Baytown Fire Training Field
Fire Chief Shon Blake presented the update regarding the Baytown Fire Training Field and
noted that the next FCPEMSD meeting would be at the training field He stated that they're
working on completing the final phase of the tower and that the design phase of the new project
is in process Additionally, he stated that there was a meeting with some of the industnal
companies and they are enthused about assisting with the new project
President Bradley Smith ingmred for clarity if the April meeting was being considered to take
place at the training field Chief Blake stated that at that time they will be ready to show the
board the results of the items approved for the training field as the weather condition will be
better to have a meeting
b Receive the Baytown Fire Control, Prevention, and Emergency Medical Services
District's Quarterly Financial and Investment Reports for the Quarter Ending December
31, 2016
Mrs Reed presented the Baytown Fire Control, Prevention and Emergency Medical Services
District's Financial Report for the Quarter ending December 31 2016 and stated that the
revenues were short of the expected 25% for the first quarter She stated that although the
sales tax was just below 25%, they did not reflect the seasonal sales and was up compared to the
prior year She noted that the personnel expenditures were under budget due to the vacant QA/Ql
position and further noted that the capital outlay expenditures included encumbrances by the
purchase of the ambulance and associated equipment supplies
Additionally Mrs Reed stated that the total investment was $523,957 23, with an average
monthly interest rate of 0 4177% and quarterly interest earning of $493.07
3 MANAGER'S REPORT
a Remmder that the next Baytown Fire Control, Prevention, and Emergency Medical
Services District meeting is scheduled for April 18, 2017, at 4:30 P M in the Baytown
Conference Room, City Hall, 2401 Market Street, Baytown, Texas
Secretary Leticia Brysch stated that the next Baytown Fire Control Prevention, and Emergency
Medical Services District meeting is scheduled for April 18 2017 at 4 30 P M
General Manager Davis noted that there was a second meeting with Enterprise to discuss the
type of return they'd receive if they invest in the industrial firefighter component He further
noted to the director's that there would be expenses coming up with regards to the design of the
new industrial component and there would probably have to be an amendment if staff feels like
things can move forward with construction of such before October
