2016 10 18 FCPEMSD MinutesMINUTES OF THE REGULAR MEETING OF THE BOARD OF DIRECTORS OF THE BAYTOWN FIRE CONTROL, PREVENTION, AND EMERGENCY MEDICAL SERVICES DISTRICT October 18, 2016 The Board of Directors of the Baytown Fire Control Prevention, and Emergency Medical Services District (FCPEMSD) met in a Regular Meeting on Tuesday, October 18, 2016 at 4.30 P M. in the Baytown Conference Room of the Baytown City Hall 2401 Market Street, Baytown, Texas with the following in attendance Brenda Bradley Smith President John Adkins Vice -President Gerald Baldwin Director Richard Carr Director Adelina Gomez Abshire Director Maurice Watts Director Rick Davis General Manager Deame King General Counsel Ahsha Segovia Deputy Secretary President Bradley Smith convened the October 18, 2016 Fire Control Prevention and Emergency Medical Services District (FCPEMSD) Board Regular Meeting with a quorum present at 4:30 P M., all members were present with the exception of Director Gomez who arrived at 4.45 P M MINUTES a Consider approving the minutes of the Baytown Fire Control, Prevention, and Emergency Medical Services District Special Meeting held on June 21, 2016 A motion was made by Vice President John Adkins and seconded by Director Maurice Watts approving the June 21, 2016 FCPEMSD Board Special Meeting minutes The vote was as follows Ayes Vice President John Adkins, Director Gerald Baldwin President Brenda Bradley Smith Director Richard (James) Can, Director Maurice Watts Nays None Other Director Adelina Gomez-Abshire (Not Present for Vote) Approved FCPEMSD Board Regular Meeting Minutes October 18 2016 Page 2 of 6 It Consider approving the minutes of the Baytown Fire Control, Prevention, and Emergency Medical Services District Regular Meeting held on July 19, 2016 A motion was made by Vice President John Adkins and seconded by Director Richard (James) Cart approving the July 19 2016 FCPEMSD Board Regular Meeting minutes The vote was as follows Ayes Vice President John Adkins, Director Gerald Baldwin President Brenda Bradley Smith Director Richard (James) Carr Director Maurice Watts Nays None Other Director Adelina Gomez Abalone (Not Present for Vote) Approved 2 PROPOSED RESOLUTIONS a Consider a resolution amending the Baytown Fire Control, Prevention and Emergency Medical Services District's Fiscal Year 2016-2017 budget to reprogram funds to change the QA/QI position in the Fire Department from a Firefighter classification to a Lieutenant classification. Fire Chief, Shon Blake presented the agenda item and stated that after further review of the new QA/QI position, they arrived at the conclusion that the position should be at a supervisory level due to the nature of duties assigned by this position that a firefighter position would not have the status to address General Manager Davis noted that the differential classification amount between the positions is $45,000 and that this change is not an increase to the budget but rather a re-routing of existing funds Director Watts inquired if the position was currently filled In response to Director Watts s inquiry, Chief Blake stated that the position was not filled, but there was an idea to move a lieutenant into the new position Mr Nickerson noted that the additional $45,000 for this position will come from the fund balance, but that it is not debt General Manager Davis noted that in subsequent years this will be programmed as part of the budget and not continually take out of the fund balance A motion was made by Director Richard (James) Carr and seconded by Vice President John Adkins approving Resolution No 48 The vote was as follows Ayes Vice President John Adkins, Director Gerald Baldwin President Brenda Bradley Smith Director Richard (James) Carr Director Maurice Watts Nays None Other Director Adelina Gomez Abshire (Not Present for Vote) Approved RESOLUTION NO 48 FCPEMSD Board Regular Meeting Minutes October 18, 2016 Page 3 of 6 A RESOLUTION OF THE BOARD OF DIRECTORS OF THE BAYTOWN FIRE CONTROL, PREVENTION AND EMERGENCY MEDICAL SERVICES DISTRICT AMENDING THE BAYTOWN FIRE CONTROL PREVENTION, AND EMERGENCY MEDICAL SERVICES DISTRICT'S FISCAL YEAR 2016 2017 BUDGET IN ORDER TO TRANSFER FORTY FIVE THOUSAND FOUR HUNDRED SEVENTY ONE AND NO/100 DOLLARS ($45,47100) OF FUND BALANCE TO PERSONNEL SERVICES FOR RECLASSIFICATION OF THE QA/QI POSITION IN THE FIRE DEPARTMENT AND PROVIDING FOR THE EFFECTIVE DATE THEREOF BUSINESS ITEMS Consider the appointment of members to the Fire Training Field Subcommittee Assistant Chief Baylis presented to the FCPEMSD Board a proposed list of members to be considered as appointees to the Fire Training Field Subcommittee President Bradley Smith stated that the following individuals were recommended for consideration as follows Billy Baylis, Baytown Fire Department Ronald Roberts, Baytown Fire Department Maurice Watts Retired Exxon Mobil Rodney Kovalcik Exxon Mobil Byrd Reed, Exxon Mobil Ken Hall Covestro Brad McBride Enterprise Joseph Brysch San Jacinto College Fire Academy Chief Blake stated that this committee will meet occasionally and because they may need outside expertise further inquired of the FCPEMSD Board if Mr Maurice Watts could provide his knowledge and recommendations to the committee during such times There was no opposition from the board of Mr Watts being selected to provide his knowledgeable input A motion was made by Vice President John Adkins and seconded by Director Gerald Baldwin approving the appointments of Billy Baylis Ronald Roberts Maurice Watts, Rodney Kovalcik, Byrd Reed Ken Hall, Brad McBride, and Joseph Brysch to the Fire Training Field Subcommittee The vote was as follows Ayes Vice President John Adkins Director Gerald Baldwin President Brenda Bradley Smith Director Richard (lames) Carr, Director Adelina Gomez- Abshire, Director Maurice Watts FCPEMSD Board Regular Meeting Minutes October 18 2016 Page 4 of 6 Nays None Approved b Consider setting the dates times and location for the Baytown Fire Control, Prevention, and Emergency Medical Services District meetings for 2017 Presented Bradley Smith presented the agenda item considering the dates time, and location for the Baytown Fire Control Prevention and Emergency Medical Services District meetings for 2017 as follows • January 17, 2017, • April 18,2017 • June 20 2017 • July 18, 2017, and • October 17 2017 A motion was made by Director Maurice Watts and seconded by Vice President John Adkins approving the FCPEMSD Board 2017 meeting dates The vote was as follows. Ayes Vice President John Adkins, Director Gerald Baldwin President Brenda Bradley Smith Director Richard (James) Carr, Director Adelina Gomez Abshire, Director Maurice Watts Nays None Approved REPORTS Present update regarding the Baytown Fire Training Field Assistant Fire Chief Bill Baylis presented the update regarding the Baytown Fire Training Field. He stated that they received one bid and one contractor, in which there were some difficulties with the contractor that they believe are worked out with the restrooms projected to be complete next week He stated that the tower was inspected and there were some founded issues that are being worked on He further stated that there's some concrete work and minor finishing work left on the tower but he expects everything to be 100 % complete by next month. Additionally he stated that the word is getting out about the training field, although it hasn't been advertised and there's much interest in reserving it for use During further discussion, Assistant Chief He noted that they are projected to go out for bid in March of 2017 for construction on the new project General Manager Davis reminded the board of their original plan to provide opportunities to the industry to share in the cost of the new FCPEMSD Board Regular Meering Minutes October 18 2016 Page 5 of 6 facility component to provide for a more equitable use of it Additionally he stated that if there's a partner that express interest financially to allow them to a place on the committee Director Adkins inquired if there was a problem with the burn house Assistant Chief Baylis stated that there was an issue regarding the foundation whereas the select field was not correct and the foundation is heaving therefore, the issue has been turned over to the legal departinent to address He stated that the integrity of the building itself is not compromised but when the building was built they built the perimeter on it but didn't put the foundation in it General Manager Davis asked what the remedy of such was Assistant Chief Baylis stated that an offer of $55,000 was sent to Cox Construction who originally built it but they withdrew from that which is why legal is involved During further discussion, an inquiry was made whether this would affect bum operations Assistant Chief Baylis stated that this did not affect the bum operations as the integrity of the budding was intact but that the doors were inoperable and scheduled to be temporarily fixed. Director Carr inquired if the FCPEMSD Board was still going to do a tour Assistant Chief Baylis stated that they would prefer to have the restrooms complete then set up a meeting first Chief Blake further inquired of the consensus of the board as to whether or not they preferred wait until January for a tour President Bradley Smith recommended that staff inform the board when the field will be presentable for a tour President Bradley Smith stated that agenda items 4 b and 4.c would be considered together b Receive the Baytown Fire Control, Prevention, and Emergency Medical Services District's Revenues and Expenditures Report for the Quarter ending September 30, 2016 c Receive the Baytown Fire Control, Prevention, and Emergency Medical Services District's Quarterly Investment Report for the Quarter ending September 30 2016 Finance Director, Wade Nickerson presented the agenda items He stated that the numbers being presented were preliminary and not audited He stated that the sales tax were 4.29% over the prior year which was expected and also 4.46% over the budgeted amount Additionally he stated that expenditures were at 98% of budget With regards to the investments, Mr Nickerson stated that at the end of September there was $298,690 in the portfolio with earnings of $384.39 and an earning rate of 37430% 5 MANAGER'S REPORT a Reminder that the next Baytown Fire Control, Prevention, and Emergency Medical Services District meeting is scheduled for January 17 2017, at 4 30 P M in the Baytown Conference Room, City Hall, 2401 Market Street, Baytown Texas General Manager Davis presented the agenda item and extended an invitation to the open house of the 911 Center on October 19 2016 at 6:00 P M Additionally, he stated that the next Baytown Fire Control, Prevention and Emergency Medical Services District meeting is FCPEMSD Board Regular Meeting Minutes October 18, 2016 Page 6 of 6 scheduled for January 17 2017 at 4 30 P M in the Baytown Conference Room City Hall 2401 Market Street, Baytown, Texas I\ i]fLQ11:7J With there being no further business to discuss President Bradley Smith adjoumed the October 18 2016 Fire Control, Prevention, and Emergency Medical Services District (FCPEMSD) Board Regular Meeting at 4:55 P M
