AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF BAYTOWN,
TEXAS, APPROVING A BUDGET AMENDMENT TO THE FISCAL YEAR
2016 -17 BUDGET SUBMITTED BY THE BOARD OF DIRECTORS OF THE
BAYTOWN FIRE CONTROL, PREVENTION, AND EMERGENCY
MEDICAL SERVICES DISTRICT; AND PROVIDING FOR THE EFFECTIVE
DATE THEREOF.
WHEREAS, on the 19`h day of July, 2016, after considering the proposed budget
together with the testimony and information received at the public hearings, the Baytown Fire
Control, Prevention, and Emergency Medical Services District (the "District ") adopted its 2016-
17 budget; and
WHEREAS, on the 25th day of August, 2016, the City Council, after holding a public
hearing to consider the budget adopted by the Board of Directors of the District (the "Board "),
approved the District's 2016 -17 fiscal year budget; and
WHEREAS, on the 18th day of October, 2016, the Board approved an amendment to the
District's 2016 -17 fiscal year budget in order to reprogram FORTY -FIVE THOUSAND FOUR
HUNDRED SEVENTY -ONE AND NO /100 DOLLARS ($45,471.00) from fund balance to
Personnel Services (20701 -7100) to change the QA/QI position in the Fire Department from a
Firefighter classification to a Lieutenant classification; and
WHEREAS, pursuant to Section 344.205(f) of the Texas Local Government Code
together with the procedures enacted by the Board for adopting a budget, the City Council must
approve the amendment in order for the same to be in effect; and
WHEREAS, the City Council of the City of Baytown, after considering the submitted
budget amendment believes that the amendment approved by the Board is consistent with the
interest of the residents of the District; NOW THEREFORE,
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF BAYTOWN,
TEXAS:
Section 1: That all matters and facts set forth in the recitals hereinabove are found to
be true and are approved by the City Council of the City of Baytown, Texas.
Section 2: That the City Council of the City of Baytown, Texas, hereby approves the
amendment to the 2016 -17 fiscal year budget of the Board of the Baytown Fire Control,
Prevention, and Emergency Medical Services District, which amendment is attached hereto as
Exhibit "A" and is incorporated herein for all intents and purposes for the District's 2016 -17
fiscal year.
Section 3: This ordinance shall take effect immediately from and after its passage by
the City Council of the City of Baytown.

After further review of the new position, we have arrived at the conclusion that this position should be at a Supervisory level due to the
duties assigned by this position. Our belief is that a Lieutenant rank ($129,417 including benefits) is better served than a Firefighter
rank ($85,459 including benefits) which is a variance of $45,471.
