The City Council of the City of Baytown, Texas met in a Regular Work Session on September
22, 2015, at 5:33 P.M., in the Hullum Conference Room of the Baytown City Hall, 2401 Market
Street, Baytown, Texas with the following in attendance:

Mayor DonCarlos convened the September 22, 2016, City Council Regular Work Session with a
quorum present at 5:33 P.M., all members were present with the exception of Council Member
McCartney that arrived at 5:47 P.M. and Council Member Renteria who was absent.
1.
a. Discuss the City of Baytown Neighborhood Empowerment Zone.
Mrs. June Tyler, CDBG Program Manager for the Planning and Development Services
Department, presented the item and stated that the Revitalization Incentive Zone (the "RIZ ") was
originally approved by the Council in August 2014 and noted that the goals of the program is
to promote economic development; encourage the rehabilitation of affordable housing; increase
property values; and enhance the quality of life for Baytown residents in general. Mrs. Tyler
stated that the RIZ is composed of two programs, in which Program 1 gives basic incentive to
property owners by waiving certain permit fees and impact fees and Program 2 related to tax
refunds, that allow for the refunding of the City's ad valorem incremental tax increase that is
based on a five year schedule, whereas, Year 1 and Year 2 are a 100 %, Year 3 is 80 %, 60 % in
Year 4 and 50% in Year 5. Mrs. Tyler stated that since the beginning of the program in 2014, the
City has had 15 total applications submitted with 11 of those being successful applicants, and of
those 11 all applying for Program I with the remaining five (5) applying both Program 1 and
2. She stated that the total amount of permit fees waived was $41,244.50. Mrs. Tyler noted that
commercial and residential structures are both eligible for both programs and further discussed

some success stories for the RIZ, to include 2 N. Main, 123 W. Defee, 1525 Thompson and 705
W. James.
Mrs. Tyler stated that staff recommended three guideline updates to the RIZ which includes to
expand the boundaries by adding 370 parcels that are located in the West Baytown/Amelia
Airhart Section, define property ownership to include anyone that has a 10 year lease on a
property as staff realizes that people put the majority of the monies towards to the upgrades of
these properties, and to update the fees to include the most recent fee increases adopted last
January.
Council discussed the boundaries of the RIZ and the additional 370 parcels that are being
recommended as an addition to the original RIZ, which had 7290 parcels of land and whether or
not to add the area along Alexander from Ward Road to State Highway 146. After a brief
discussion, the Council's consensus was to move forward with re- authorizing the RIZ and
approving the expansion of the RIZ with the 370 parcels that evening and coming back at a later
date to amend the RIZ boundaries as needed.
b. Discuss any or all of the agenda items on the City Council Regular Meeting Agenda
for September 22, 2016, which is attached below.

With there being no further business to discuss, Mayor DonCarlos adjourned the September 22,
2016, City Council Regular Work Session at 5:51 P.M.
