2016 06 21 FCPEMSD MinutesMINUTES OF THE REGULAR MEETING OF THE BOARD OF DIRECTORS OF THE BAYTOWN FIRE CONTROL, PREVENTION, AND EMERGENCY MEDICAL SERVICES DISTRICT June 21, 2016 The Board of Directors of the Baytown Fire Control, Prevention, and Emergency Medical Services District (FCPEMSD) met in a Regular Meeting on Tuesday, June 21, 2016, at 4:30 P.M., in the Baytown Conference Room of the Baytown City Hall, 2401 Market Street, Baytown, Texas with the following in attendance: Brenda Bradley Smith President John Adkins Vice- President Richard Carr Director Maurice Watts Director Rick Davis General Manager Deanie King General Counsel Leticia Brysch Secretary President Bradley Smith convened the June 21, 2016, Fire Control, Prevention, and Emergency Medical Services District (FCPEMSD) Board Regular Meeting with a quorum present at 4:30 P.M., all members were present with the exception of Directors Gerald Baldwin, Adelina Gomez - Abshire, and Kimberlee Whittington who were all absent. 1. MINUTES a. Consider approving the minutes of the Baytown Fire Control, Prevention, and Emergency Medical Services District Regular Meeting held on April 19, 2016. A motion was made by Vice President John Adkins and seconded by Director Richard Carr approving the April 19, 2016, FCPEMSD Board Regular Meeting minutes. The vote was as follows: Ayes: Vice President John Adkins, President Brenda Bradley Smith, Director Richard Carr, Director Maurice Watts Nays: None Other: Director Gerald Baldwin (Absent), Director Adelina Gomez - Abshire (Absent), Director Kimberlee Whittington (Absent) Approved FCPEMSD Board Regular Meeting Minutes June 21, 2016 Page 2 of 3 b. Consider approving the minutes of the Baytown Fire Control, Prevention, and Emergency Medical Services District Special Meeting held on May 10, 2016. A motion was made by Vice President John Adkins and seconded by Director Maurice Watts approving the May 10, 2016, FCPEMSD Board Special Meeting minutes. The vote was as follows: Ayes: Vice President John Adkins, President Brenda Bradley Smith, Director Richard Carr, Director Maurice Watts Nays: None Other: Director Gerald Baldwin (Absent), Director Adelina Gomez - Abshire (Absent), Director Kimberlee Whittington (Absent) Approved 2. DISCUSSIONS a. Discuss the Baytown Fire Control, Prevention, and Emergency Medical Services District (FCPEMSD) 2016 -17 Proposed Budget and budget process. General Manager Davis presented the agenda item and stated that the proposed budget anticipates a 2% increase in sales tax revenue over the current year's projections. He stated that there's a 5% increase in personnel that include a 2% cost of living adjustment and a 3% merit adjustment which is based on performance. He stated that the proposal for capital outlay include $598,950 for machinery and equipment; $160,000 for a new ambulance; $300,000 for new burn props; $31,010 for radio and testing equipment; $700,000 for design work on the new fire training field; $600,000 to the general capital project fund for future fire apparatus. He further stated that a new Quality Assurance /Quality Improvement (QAQI) position is being proposed to assist with reviewing reports so that staff may submit documents quicker making for a more efficient return on reimbursements and maintain documents for medical doctors, as well as, federal mandates. Additionally, he noted that staff will retrieve Engine 4 sometime during the month of July. General Manager Davis stated that the next FCPEMSD meeting is scheduled for July 19th, at which time the District will hold a public hearing and consider approving the budget. Additionally, he stated that as it relates to potential sponsors for the fire training field project, they are currently completing some IDA discussions with one of the major corporations and once the discussions are concluded a meeting will be scheduled. 3. REPORTS a. Present an update regarding the Baytown Fire Training Field, Phase 2. FCPEMSD Board Regular Meeting Minutes June 21, 2016 Page 3 of 3 Chief Blake presented the update regarding the Baytown Fire Training Field, Phase 2. He stated that the tower is completed and the classroom and restrooms are almost complete. Additionally, he stated that once the area is cleaned up a tour will be scheduled. 4. MANAGER'S REPORT a. Reminder that the next Baytown Fire Control, Prevention, and Emergency Medical Services District meeting is scheduled for July 19, 2016, at 4:30 P.M. in the Baytown Conference Room, City Hall, 2401 Market Street, Baytown, Texas. General Manager Davis presented the agenda item and stated that the next Baytown Fire Control, Prevention, and Emergency Medical Services District meeting is scheduled for July 19, 2016, at 4:30 P.M. in the Baytown Conference Room, City Hall, 2401 Market Street, Baytown, Texas. Additionally, General Manager Davis stated that aside from the district's budget, the City's regular budget will include the funding of ten (10) paramedics for training and will bring in another ambulance crew half way through the year. Secretary Leticia Brysch stated to the board that she'd send them informative emails regarding when the FCPEMSD budget will be considered for approval from Council. 5.
