The City Council of the City of Baytown, Texas, met in a Special Meeting on Thursday,
September 01, 2016, at 5:22 P.M. in the Council Chamber of the Baytown City Hall, 2401
Market Street, Baytown, Texas with the following in attendance:

Mayor Pro Tern Hoskins convened the September 01, 2016, City Council Special Meeting with
a quorum present at 5:22 P.M., all members were present with the exception of Mayor
DonCarlos and Council Members Capetillo and Renteria who were all absent.
1. PROPOSED ORDINANCES
a. Consider an ordinance for the first reading of the proposed involuntary
annexation of approximately 230.36 acres, situated in the J.W. Singleton Survey, Abstract
No. 709, D. McFadden Survey, Abstract No. 591 and C. Smith Survey, Abstract No. 69 for
multiple parcels and rights -of -way, located approximately 130 feet east of N. Main Street,
including Blue Heron Parkway right -of -way to Crosby Cedar Bayou Road and portions of
Barkuloo Road right -of -way, Harris County, Texas.
Senior Planner Manager, Nathan Dietrich presented the agenda item and stated that Ordinance
No. 13,273 is regarding this involuntary annexation of approximately 230 acres of land located
from N. Main to Crosby Cedar Bayou is part of the City's plan to protect infrastructure and
oversee land use while supporting effective growth management. Additionally, he stated that the
second reading of Ordinance No. 13,273, completing the annexation proceedings, is scheduled
for the City Council meeting on September 22, 2016.
A motion was made by Council Member Terry Sain and seconded by Council Member David
McCartney approving Ordinance No. 13,273. The vote was as follows:

AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF BAYTOWN,
TEXAS, MAKING CERTAIN FINDINGS; PROVIDING FOR THE
EXTENSION OF CERTAIN BOUNDARY LIMITS OF THE CITY OF
BAYTOWN, TEXAS, AND THE ANNEXATION OF 230.36 ACRES,
SITUATED IN THE J.W. SINGLETON SURVEY, ABSTRACT NO. 709, D.
MCFADDEN SURVEY, ABSTRACT NO. 591 AND C. SMITH SURVEY,
ABSTRACT NO. 69 FOR MULTIPLE PARCELS AND RIGHTS -OF -WAY,
LOCATED APPROXIMATELY 130 FEET EAST OF N. MAIN STREET,
INCLUDING BLUE HERON PARKWAY RIGHT -OF -WAY TO CROSBY
CEDAR BAYOU ROAD AND PORTIONS OF BARKULOO ROAD RIGHT -
OF -WAY, HARRIS COUNTY, TEXAS, WHICH SAID TERRITORY LIES
ADJACENT TO AND ADJOINS THE PRESENT BOUNDARY LIMITS FOR
THE CITY OF BAYTOWN, TEXAS.
2. CITY OF BAYTOWN MUNICIPAL BUDGET FY 2016 -17
a. Discuss and provide direction to City staff regarding the proposed City of Baytown
2016 -17 Fiscal Year Budget.
City Manager Davis presented the agenda item and stated that according to the last meeting;
staffs' understanding from Council was to include in the FY 2016 -17 budget three (3) lieutenants
position associated with Tower 7. He stated that staff considered three (3) ways to approach
achieving Council's recommendation which was to either: 1) re- appropriate existing resources
already provided for in the proposed budget; 2) cut programs and associated positions in the
proposed budget; or 3) provide the additional resources. Additionally, City Manager Davis
stated that the recommended approach for adding the additional the three (3) lieutenant positions
in the FY 2016 -17 proposed budget is to provide additional resources, which was provided in
detail by Finance Director, Wade Nickerson.
Mr. Nickerson stated that staff recommended utilizing resources that were set aside from the
reserves to fund the additional three (3) positions, at a cost of $170,395 for personnel and an
additional $10,800 for operational for six (6) months. Additionally, Mr. Nickerson stated that
this change takes the reserves from 65 days of operation down to 64 days, in which one (1) day
of operation is approximately $220,000.

Additionally, City Manager Davis stated that the FY 2016 -17 budget which includes this
modification will be considered for adoption at the September 08, 2016 meeting.

There was no report.
4. ADJOURN
A motion was made by Council Member David McCartney and seconded by Council Member
Chris Presley adjourning the September 01, 2016, City Council Special Meeting. The vote was
as follows:
