2016 06 23 WS MinutesMINUTES OF THE REGULAR WORK SESSION OF THE CITY COUNCIL OF THE CITY OF BAYTOWN JUNE 23, 2016 The City Council of the City of Baytown, Texas met in a Regular Work Session on Thursday, June 23, 2016, at 5:52 P.M., in the Hullum Conference Room of the Baytown City Hall, 2401 Market Street, Baytown, Texas with the following in attendance: Brandon Capetillo Robert Hoskins Chris Presley Terry Sain Rick Davis Ignacio Ramirez Leticia Brysch Keith Dougherty Council Member Council Member Council Member Mayor Pro Tem City Manager City Attorney City Clerk Sergeant at Arms Mayor Pro Tem Sain convened the June 23, 2016, City Council Regular Work Session with a quorum present at 5:52 P.M., all members were present, with the exception of Mayor DonCarlos and Council Members Renteria and McCartney who were absent. 1. DISCUSSIONS a. Receive and discuss an update regarding the City of Baytown's Fiscal Sustainability Plan. City Manager Davis presented the agenda item and introduced Mr. Wade Nickerson, Director of Finance, to provide an overview of the City of Baytown Fiscal Sustainability Plan 2016. Mr. Nickerson stated that the Baytown Fiscal Sustainability Plan 2016 is a relatively new document whose purpose is to provide the City with a fiscal plan that encompasses four (4) main sections. He stated that the first section relates to financial policies, which are those policies adopted by the Council that provide staff with guidelines related to basic financial procedures, processes and goals. Mr. Nickerson also noted that the finance staff is responsible for making informed analysis of the City's revenues and expenditures, in order to provide Council with informed forecast of the City's financials. He stated that the third section relates to risks assessment of lesser duration and impact and that the last section relates to that same risks assessment, but for a longer duration of significant impact. Mr. Nickerson noted that the policy before the Council was very broad, in order to provide the Council and staff sufficient space to make informed decisions based on the specific fiscal challenges and goals at hand. City Council Regular Work Session Minutes June 23, 2016 Page 2 of 2 City Manager Davis stated that this policy would remain as an administrative policy at the staff level in order to allow for the policy to evolve as needed, without having to take each small change through the Council approval process. He further noted that this policy was a first step in the fiscal sustainability process as it created a good groundwork for staff and council to work through. Additionally, City Manager Davis stated that many cities have a similar policy and felt that a city of our size would benefit from a policy that would keep our focus on the continuing well -being and growth of our fiscal sustainability. b. Discuss any or all of the agenda items on the City Council Regular Meeting Agenda for June 23, 2016, which is attached below. This item was not considered. 2.
