EMERGENCY MEDICAL SERVICES DISTRICT
April 19, 2016
The Board of Directors of the Baytown Fire Control, Prevention, and Emergency Medical
Services District (FCPEMSD) met in a Regular Meeting on Tuesday, April 19, 2016, at
5:01 P.M., in the Baytown Conference Room of the Baytown City Hall, 2401 Market Street,
Baytown, Texas with the following in attendance:

Vice - President Adkins convened the April 19, 2016, Fire Control, Prevention, and Emergency
Medical Services District (FCPEMSD) Board Regular Meeting with a quorum present at
5:01 P.M., all members were present with the exception of President Bradley Smith, and
Directors Baldwin, Watts, and Whittington who were all absent.
1. MINUTES
a. Consider approving the minutes of the Baytown Fire Control, Prevention, and
Emergency Medical Services District Regular Meeting held on January 19, 2016.
A motion was made by Director Richard Carr and seconded by Director Adelina Gomez -
Abshire approving the January 19, 2016, FCPEMSD Board Regular Meeting minutes. The vote
was as follows:

2. PROPOSED RESOLUTIONS
a. Consider a resolution approving the Baytown Fire Control, Prevention and
Emergency Medical Services District's (FCPEMSD) Investment Policy and Strategy
Statement in accordance with the Public Funds Investment Act.
Finance Department Treasurer, Brent Yowell presented the agenda item and stated that
the changes to the Investment Policy include: 1) Update Investment Officers, by removing
previous finance director, Louise Richman as an authorized officer, and 2) Amend authorized
broker /dealers, whereas one broker merged with another broker and one broker changed their
name.
A motion was made by Director Richard Carr and seconded by Director Adelina Gomez -
Abshire approving Resolution No. 44. The vote was as follows:

RESOLUTION NO. 44
A RESOLUTION OF THE BOARD OF DIRECTORS OF THE BAYTOWN
FIRE CONTROL, PREVENTION, AND EMERGENCY MEDICAL SERVICES
DISTRICT ADOPTING THE BAYTOWN FIRE CONTROL, PREVENTION,
AND EMERGENCY MEDICAL SERVICES DISTRICT'S INVESTMENT
POLICY; AND PROVIDING FOR THE EFFECTIVE DATE THEREOF.
3. DISCUSSIONS
a. Discuss the purchase of a new fire apparatus.
Fire Chief, Shon Blake presented the agenda item and stated that the 2016 Pierce Quantum
Pumper replaces the over 14 years old Engine 5, which keeps on track with fire apparatus
replacement. Additionally, he stated that Engine 4 is also on the way.
4. REPORTS
a. Present update regarding the Baytown Fire Training Field, Phase 2.

Chief Blake presented the update regarding the Baytown Fire Training Field, Phase 2. He stated
that the rescue tower is almost done, the structural steel has come in, and that Phase 2 is expected
to be complete within 45 days.
During further discussion, General Manager Davis stated that the initiative of one of Council's
goal cause for continued development of the fire training facility with the next component of that
being an approximately $6.5 million industrial addition. He stated that because there's a need to
move forward with this next phase as soon as possible, this will require a plan that will
actually draw on some of the districts' funding for debt service. He stated that the hope is to
obtain favorable terms of a loan called a call provision which allows for the loan to be paid off
early and further inquired if the district would be open to such proposal. Vice - President Adkins
stated that the sales tax has grown since the district started and doesn't see an issue with the
proposal, but that he was concerned about agreeing to terms with already having four (4) years to
pay for current obligations. Chief Blake stated that a five (5) year plan was put together that
included a very conservative payment agreement. Mr. Yowell stated that if the agreement is
made the obligation becomes the City of Baytown's responsibility and currently funds are being
transferred to cover debt services on behalf of the City of Baytown. The consensus of the
attending members of the FCPEMSD was to move forward with the proposed phase.
Additionally, General Manager Davis stated that moving forward, there will be a meeting to
include members of the finance and administration departments, Chief Blake, as well as, a
financial advisor to develop a plan then share this idea with Council to get their support.
b. Receive the Baytown Fire Control, Prevention, and Emergency Medical Services
District's Revenues and Expenditures Report for the Quarter ending March 31, 2016.
Mr. Yowell presented the Baytown Fire Control, Prevention, and Emergency Medical Services
District's Revenues and Expenditures Report for the Quarter ending March 31, 2016. He stated
that the sales tax revenues were right at 53% and that the investment income was over what was
budgeted. He stated that although there's growth in sales tax, staff still budgets conservatively.
Vice - President Adkins inquired if there's any concern regarding the sales tax once the major
construction projects in this area are done. In response to Vice - President Adkins inquiry, Mr.
Yowell stated that there's long term growth expected to moderate sales taxes which includes the
industrial growth, as well as, the current and future retail and new business development. In
addition to Mr. Yowell's response, General Manager Davis stated that there's growth in
subdivision and grocery development which also solidifies that there will be moderate future
sales tax.
During further discussion and as it relates to expenditures, Mr. Yowell stated that personnel
services were a little less than 50% and capital outlay was a little higher. He noted that the
capital expenses were higher due to purchases being made sooner rather than later, but that the
expenses will balance out by the end of the budget year. Additionally, he stated that because
budget transfers are done monthly, they will track accordingly.

C. Receive the Baytown Fire Control, Prevention, and Emergency Medical Services
District's Quarterly Investment Report for the Quarter ending March 31, 2016.
Mr. Yowell presented the Baytown Fire Control, Prevention, and Emergency Medical Services
District's Quarterly Investment Report for the Quarter ending March 31, 2016, and noted that the
FCPEMSD funds are kept inside the investment pools to avoid taking a possible loss. He stated
that the interest rate doubled since December of 2015, from .1305% to .2957% for this reporting
period having an interest earning of $363.74.
5. MANAGER'S REPORT
a. Reminder that the next Baytown Fire Control, Prevention, and Emergency Medical
Services District meeting is scheduled for June 21, 2016, at 4:30 P.M. in the Baytown
Conference Room, City Hall, 2401 Market Street, Baytown, Texas.
