APRIL 14, 2016
The City Council of the City of Baytown, Texas, met in a Regular Work Session on Thursday,
April 14, 2016, at 5:30 P.M. in the Hullum Conference Room in Baytown City Hall, 2401
Market Street, Baytown, Texas with the following in attendance:

Mayor DonCarlos convened the Thursday, April 14, 2016, Regular Work Session with a quorum
present at 5:30 P.M., all members were present with the exception of Council Member Capetillo
who arrived at 5:50 P.M.

a. Receive an update regarding the Evergreen Project.
Mr. Scott Johnson, Director of Parks and Recreation presented an outline of the future layout of
the Evergreen Project. He stated that the Hazelwoods would be vacating the property next week
and that staff would enter the area to begin doing some work. He stated that some items already
completed include: a four foot fence along the north side of the property was constructed, some
equipment was moved into a building on the property, security was added, part-time crew leader
and care taker was hired, and some limited maintenance was done.
Mr. Johnson stated that aside from the pocket park, the hope is to install disc and foot golf,
fishing amenities and connecting trails. He noted that the driving range remains, the hole 18 is to
be used as a putting greens, the water feature is to be rehabbed with new pumps, and the
clubhouse will be renovated with kitchen amenities for future rental opportunities. Mr. Johnson
stated that the plan is to open the park to the public by the end of May or the first of June, but
there's lots of work to be completed.

Council identified concerns for staff to consider with the new park; such as, a lack of lighting,
vehicles and four wheelers trespassing throughout the park, the need of more police presence in
the area and grazing livestock.
b. Discuss the 2016 -2017 Implementation Plan from the Council Retreat held on
March 05, 2016.
City Manager Davis presented Council with a printed copy of the City of Baytown Council
Goals Implementation Plan Fiscal Year 2016/2017 (the "Plan. He stated that this Plan is six (6)
months in the making from the beginning process back in November. He stated in March, after
the retreat, Council developed priorities and goals; whereas there were two staff retreats where
city employees worked to address each goal and identify their initiatives and associated
strategies. City Manager Davis stated that the plan is a living and breathing document that lays
out what staff hopes to accomplish in fiscal year 2016 -2017. He further stated that items may
come up throughout the year that could change the priorities in this plan; therefore this plan is a
guideline which is not set in stone. He stated that this plan will be used as a reference for staff
during the budget process and so new requests for staff, programs and resources are aligned
to Council's priorities. He noted that while Council will not be adopting the plan before them,
they will be adopting the budget based on their goals and priorities. Additionally, City Manager
Davis stated that several department heads were volunteered to serve as this year's goal stewards
to help ensure that everyone is diligently working towards the goals and that the appropriate
performance measures are being kept for each goal in order to put the plan into place so that it's
not forgotten.
C. Discuss any or all of the agenda items on the City Council Regular Meeting Agenda
for April 14, 2016, which is attached below.
City Manager Davis announced that consent agenda item 91 regarding authorizing Change
Order #3 to the demolition contract for 1105 Decker Drive with Inland Environmental, LTD.,
would need to be removed from the consent agenda to the regular council agenda. He further
noted that the City's legal counsel recommended that the Council recess into an executive session
to discuss this item further. Lastly, City Manager Davis stated that should Council decide to take
action on this item, they can do so after the executive session.

With there being no further business to discuss, Mayor DonCarlos adjourned the Thursday, April
14, 2016, City Council Regular Work Session at 5:59 P.M.
