2016 01 19 FCPEMSD MinutesMINUTES OF THE REGULAR MEETING OF THE BOARD OF DIRECTORS OF THE BAYTOWN FIRE CONTROL, PREVENTION, AND EMERGENCY MEDICAL SERVICES DISTRICT January 19, 2016 The Board of Directors of the Baytown Fire Control, Prevention, and Emergency Medical Services District (FCPEMSD) met in a Regular Meeting on Tuesday, January 19, 2016, at 4:31 P.M., in the Baytown Conference Room of the Baytown City Hall, 2401 Market Street, Baytown, Texas with the following in attendance: Brenda Bradley Smith John Adkins Gerald Baldwin Richard Carr Adelina Gomez - Abshire Kimberlee Whittington Ron Bottoms Deanie King Leticia Brysch President Vice - President Director Director Director Director Deputy General Manager General Counsel Secretary President Bradley Smith convened the January 19, 2016, Fire Control, Prevention, and Emergency Medical Services District (FCPEMSD) Board Regular Meeting with a quorum present at 4:31 P.M., all members were present with the exception of Director Watts who was absent. 1. MINUTES a. Consider approving the minutes of the Baytown Fire Control, Prevention, and Emergency Medical Services District Regular Meeting held on November 16, 2015. A motion was made by Vice President John Adkins, and seconded by Director Richard Carr approving the FCPEMSD Board Regular Meeting minutes. The vote was as follows: Ayes: Vice President John Adkins, Director Gerald Baldwin, President Brenda Bradley Smith, Director Richard Carr, Director Adelina Gomez - Abshire, Director Kimberlee Whittington Nays: None Other: Director Maurice Watts (Absent) Approved FCPEMSD Board Regular Meeting Minutes January 19, 2016 Page 2 of 3 2. PROPOSED RESOLUTIONS a. Consider a proposed resolution amending the Baytown Fire Control, Prevention, and Emergency Medical Services District's Fiscal Year 2015 -16 Budget in order to transfer a portion of Fund Balance to the Capital Improvement Program Fund for the Fire Training Facility. Fire Chief, Short Blake presented the agenda item and stated that Resolution No. 43 amends the Baytown Fire Control, Prevention, and Emergency Medical Services District's Fiscal Year 2015- 16 Budget in order to transfer $143,870 of Fund Balance to the Capital Improvement Program Fund for the Fire Training Facility. He stated that a portion of the funds will provide for two (2) bathrooms with two (2) stalls and ac/heat as recommended by the FCPEMSD Board. Additionally, he stated that the two restrooms are adequate for current services being provided, but as the field develops additional restrooms will be added. A motion was made by Director Kimberlee Whittington and seconded by Vice President John Adkins approving Resolution No. 43. The vote was as follows: Ayes: Vice President John Adkins, Director Gerald Baldwin, President Brenda Bradley Smith, Director Richard Carr, Director Adelina Gomez - Abshire, Director Kimberlee Whittington Nays: None Other: Director Maurice Watts (Absent) Approved RESOLUTION NO. 43 A RESOLUTION OF THE BOARD OF DIRECTORS OF THE BAYTOWN FIRE CONTROL, PREVENTION, AND EMERGENCY MEDICAL SERVICES DISTRICT AMENDING THE BAYTOWN FIRE CONTROL, PREVENTION, AND EMERGENCY MEDICAL SERVICES DISTRICT'S FISCAL YEAR 2015 -2016 BUDGET IN ORDER TO TRANSFER ONE HUNDRED FORTY - THREE THOUSAND EIGHT HUNDRED SEVENTY AND NO /100 DOLLARS ($143,870.00) OF FUND BALANCE TO THE CAPITAL IMPROVEMENT PROGRAM FUND FOR THE FIRE TRAINING FACILITY; AND PROVIDING FOR THE EFFECTIVE DATE THEREOF. 3. REPORTS a. Present update regarding the Baytown Fire Training Field, Phase 2. Chief Blake presented the agenda item regarding the update of the Baytown Fire Training Field, Phase 2. He stated that the construction has started and that most of the infrastructure was done. FCPEMSD Board Regular Meeting Minutes January 19, 2016 Page 3 of 3 He further stated that the steel for the tower was ordered which should be in within the week and that this phase of the project should be complete in about six (6) months. During further discussion, Chief Blake stated that Tower 2 came in and the Tower 7 will be located at the new station on the other side of I -10. He stated that Council approved a certified driver position for this vehicle and that a new pumper, also approved, was ordered and will be in around June or July. President Bradley Smith stated that agenda items 3.b. and 3.c. would be considered together. b. Receive the Baytown Fire Control, Prevention, and Emergency Medical Services District's Revenues and Expenditures Report for the Quarter ending December 31, 2015. C. Receive the Baytown Fire Control, Prevention, and Emergency Medical Services District's Quarterly Investment Report for the Quarter ending December 31, 2015. Mr. Jeff Miller presented agenda items 3.b. and 3.c. and stated that the revenues were $418,339, which was 25% of budget. He stated that the sales tax for the first three (3) months was ahead of last year's budget by 6.52% and 7.12% higher for the twelve month history. He stated that personnel costs were at 24% of budget and capital outlay was at 56% of budget. Additionally, he stated that the investment had a balance of $584,251 with a yield of. 13%. 4. MANAGER'S REPORT a. Reminder that the next Baytown Fire Control, Prevention, and Emergency Medical Services District meeting is scheduled for April 19, 2016, at 4:30 P.M. in the Baytown Conference Room, City Hall, 2401 Market Street, Baytown, Texas. Deputy General Manager Bottoms presented the agenda item and stated that the next FCPEMSD meeting is scheduled for April 19, 2016, at 4:30 P.M. in the Baytown Conference Room, City Hall, 2401 Market Street, Baytown, Texas. 5.
