The Board of Directors of the Baytown Crime Control and Prevention District (CCPD) met in a
Special Meeting on Monday, November 16, 2015, at 4:02 P.M., in the Council Chamber of the
Baytown City Hall, 2401 Market Street, Baytown, Texas with the following in attendance:

President Wheeler convened the November 16, 2015, Crime Control and Prevention District
(CCPD) Board Special Meeting with a quorum present at 4:02 P.M., all members were present
with the exception of Directors James Coker, Porter Flewellen, and Dr. Chris L. Warford who
were all absent.
1. MINUTES
a. Consider approving the minutes of the Baytown Crime Control and Prevention
District Regular Meeting held on July 14, 2015.
A motion was made by Director Randall B. Strong and seconded by Director Samuel Barker
approving the July 14, 2015, CCP Board Regular Meeting minutes. The vote was as follows:

President Wheeler presented the agenda item and canvassed the returns of the Baytown Crime
Control and Prevention District (CCPD) continuation election held on November 03, 2015. She
stated that through the Secretary the sealed precinct returns were delivered to the CCPD
Board and she read the election's total results for or against Proposition 1 as follows:

President Wheeler stated that precinct return tallied lists and early voting precinct report used in
the canvass were returned to the Secretary who is the general custodian of election return
records.
3. PROPOSED RESOLUTIONS
a. Consider a resolution declaring the results of the Baytown Crime Control and
Prevention District (CCPD) continuation election held on November 03, 2015.
Director Strong inquired if the votes for Precinct 739 should be read again for clarity and
inquired as to what undervotes meant. President Wheeler read the votes tallied for clarity, which
is listed correctly in agenda item 2.a. In regards to Director Strong's inquiry regarding the
meaning of undervotes, Secretary Brysch stated that undervotes happen whenever a ballot is cast
but no vote was cast in that particular proposition.
President Wheeler stated that the official canvass report is available in the City Clerk's office
through the public information request process.
Secretary Brysch stated that Resolution No. 43 declares that the results of the Baytown Crime
Control and Prevention District (CCPD) continuation election held on November 03, 2015,
previously read in agenda item 2.a. as official.
A motion was made by Director Samuel Barker and seconded by Director Chris Navarre
approving Resolution No. 43. The vote was as follows:

RESOLUTION NO. 43
A RESOLUTION OF THE BOARD OF DIRECTORS OF THE BAYTOWN
CRIME CONTROL AND PREVENTION DISTRICT CANVASSING THE
RETURNS OF THE CONTINUATION ELECTION HELD WITHIN THE
DISTRICT'S BOUNDARIES ON THE 3RD DAY OF NOVEMBER, 2015, FOR
THE PURPOSE OF VOTING FOR OR AGAINST THE PROPOSITION OF
WHETHER THE BAYTOWN CRIME CONTROL AND PREVENTION
DISTRICT SHOULD BE CONTINUED FOR FIVE YEARS AND THE CRIME
CONTROL AND PREVENTION DISTRICT SALES AND USE TAX SHOULD
BE CONTINUED FOR FIVE YEARS; FINDING THAT NOTICE OF THE
CONTINUATION ELECTION WAS PROPERLY HELD AND THE RETURNS
THEREOF MADE BY THE PROPER OFFICIALS IN ACCORDANCE WITH
THE LAWS OF THE STATE OF TEXAS; AND PROVIDING FOR THE
EFFECTIVE DATE THEREOF.
b. Consider a resolution reprogramming funds contained in the Baytown Crime
Control and Prevention District's Fiscal Year 2015 -2016 Budget from the Unforeseen / New
Initiative account (20601 - 99002) to the Elections account (20601- 74070) for expenditures
related to election services for the Baytown Crime Control and Prevention District's
continuation election held on Tuesday, November 03, 2015.
Secretary Brysch presented that agenda item and stated that Resolution No.44 authorizes the
reprogramming of funds for expenditures related to CCPD's election services. She stated that the
adjustment was due to there being an increase in fees with Harris County and the change of the
election being in November rather in May.
A motion was made by Director Randall B. Strong and seconded by Director Samuel Barker
approving Resolution No. 44. The vote was as follows:

A RESOLUTION OF THE BOARD OF DIRECTORS OF THE BAYTOWN

BAYTOWN CRIME CONTROL AND PREVENTION DISTRICT'S FISCAL
YEAR 2015 -2016 BUDGET IN ORDER TO REPROGRAM FUNDS FROM
UNFORESEEN/NEW INITIATIVE TO ELECTIONS FOR EXPENDITURES
RELATED TO ELECTION SERVICES FOR THE DISTRICT'S
CONTINUATION ELECTION HELD ON NOVEMBER 3, 2015; AND
PROVIDING FOR THE EFFECTIVE DATE THEREOF.
4. BUSINESS ITEMS
a. Consider setting the time, date and location of the Baytown Crime Control and
Prevention District Meetings for the 2016 Calendar year.
Secretary Brysch presented the agenda item and stated that this item allows the District to set the
time, date and location of their 2016 meetings, which are recommended as follows:
• Tuesday, January 12, 2016
• Tuesday, April 12, 2016,
• Tuesday, June 14, 2016,
• Tuesday, July 12, 2016, and
• Tuesday, October 11, 2016
Additionally, she stated that the June meeting is scheduled for budget purposes.

approving the FCPEMSD Board 2016 calendar meeting dates. The vote was as follows:

5. REPORTS
a. Presentation of the CCPD Hot Spot and Commercial Vehicle Enforcement (CVE)
statistical report.
Chief of Police, Keith Dougherty presented the CCPD fourth quarter Hot Spot and Commercial
Vehicle Enforcement (CVE) statistical reports. He stated that the September statistical report
for Hot Spot included: 77 arrests, 303 citations, 320 calls for service, 324 traffic stops, 533
pedestrian contacts, one (1) DWI arrest, 258 charges filed, and 27 hours assisting the special cps
unit with tasks. He stated that the quarterly report included 251 arrests, over 1,200 citations, over
1,200 calls, over 1,200 traffic stops, over 1,600 pedestrian contacts, four (4) DWI's, and filed
over 1,100 charges.
In regards to the CVE reports he stated that the statistics from August through December
collectively included: 232 level one (1) inspections, over 1,200 level two (2) inspections, 80
hazardous material inspections, over 1,200 vehicles placed out of service, 69 drivers placed out
of service, over 1,500 commercial vehicle citations, over 4,300 warnings, 64 CVSA safety
decals, over $800,000 in maximum fines, 372 weight related citations, and 612 weight related
warnings. He stated that in September the stats included collectively were: 251 level one (1)
inspections, over 1,200 level two (2) inspections, 89 hazardous material loads, 1,300
vehicles placed out of service, 74 drivers placed out of service, over 1,600 citations issued, over
4,600 warnings, 73 CVSA safety decals, over $870,000 in fines, 374 weight related violation
citations, and 617 weight related warnings.
President Wheeler inquired of information on a change in law. Chief Dougherty stated that the
law change was in reference to writing weight violations. He stated that the state decided that
there had to be certain trainings before writing weight violations which hadn't been implemented
or taught yet. He further stated that the officers will continue to issue citations as normal with the
exception of those related to the weight violation.
President Wheeler requested that agenda items 5.b. and 5.c. be considered together.
b. Receive the Baytown Crime Control and Prevention District's (CCPD) Revenue and
Expenditure Report for the Quarter Ending September 30, 2015.
Acting Finance Director, Carl Currie presented the Baytown Crime Control and Prevention
District's (CCPD) Revenue, Expenditure, and Investment Reports for the Quarter Ending
September 30, 2015. He stated that the sales tax revenues were about $85,000 over budget and
the expenditures were $124,000 below budget with the bulk being $71,000 for contingency and
the remainder being in personnel services. He stated that the ending portfolio was right at
$191,000, with .0728 investment return resulting in interest earnings of $44.67.
President Wheeler inquired of the supplies that weren't used. In response to President Wheeler's
inquiry, Mr. Currie stated that he would research the information and submit it to the
board. During further discussion, President Wheeler inquired if body armor was ordered. Chief

Dougherty stated that some of the officers were measured for body armor approximately two
weeks prior to this meeting.
C. Receive the Baytown Crime Control and Prevention District's (CCPD) Quarterly
Investment Report for the Quarter Ending September 30, 2015.
The Baytown Crime Control and Prevention District's Quarterly Investment Report for the
Quarter Ending September 30, 2015, is submitted for review in accordance with the Public Funds
Investment Act Section 2256 -023 (a) and (b).
6. MANAGER'S REPORT
a. The next Baytown Crime Control and Prevention District meeting is scheduled for
Tuesday, January 12, 2016, at 4:30 P.M., in the Baytown City Council Chamber, 2401
Market Street, Baytown, Texas 77520.
General Manager Davis presented the agenda item and stated that the next Baytown Crime
Control and Prevention District meeting is scheduled for Tuesday, January 12, 2016, at 4:30
P.M., in the Baytown City Council Chamber, 2401 Market Street, Baytown, Texas 77520.
