The City Council of the City of Baytown, Texas, met in a Regular Meeting on Thursday, March
24, 2016, at 6:31 P.M., in the Council Chamber of the Baytown City Hall, 2401 Market Street,
Baytown, Texas with the following in attendance:

Mayor DonCarlos convened the March 24, 2016, City Council Regular Meeting with a quorum
present at 6:31 P.M., all members were present with the exception of Council Member Sain who
was absent.
Pledge of Allegiance, Texas Pledge, and Invocation was led by Council Member Presley.
1. MINUTES
a. Consider approving the minutes of the Baytown City Council Work Session and
Regular Meeting held on February 25, 2016.
A motion was made by Council Member David McCartney and seconded by Council Member
Brandon Capetillo approving the February 25, 2016, City Council Regular Meeting minutes. The
vote was as follows:

2. RECOGNITIONS AND CITIZEN COMMUNICATIONS
a. Recognize the three (3) grade group winners and the overall winner of the
2016 Keep Baytown Beautiful Trash -Off art contest.
Ms. Elena Poirot presented agenda item 2.a. and recognized the 2016 three (3) grade group
winners for K -2nd, 3rd -5th, and 6th -8th grades. She stated that the overall winner's artwork will
be placed on the front of this year's Trash -Off t -shirt, as it has in previous years.
Mr. Scott Sheley stated that the 16th Annual Keep Baytown Beautiful Trash -Off event is
Saturday, April 09, 2016, from 9:00 A.M. - 2:00 P.M., locations being at Lakewood, Bergeron
Park, Baytown Christian, and Sterling High School.

02, 2016, as Community Development Week in Baytown.
C. Recognize City of Baytown Employees for their Years of Service.

Mayor DonCarlos recommended that agenda items 3.a., 3.b., and 3.c. be considered together.
a. Consider a resolution authorizing a grant application to the Texas Parks and
Wildlife Department and Harris County, for a San Jacinto Waste Pit grant for the
Acquisition and Development of Evergreen Bluff.
b. Consider a resolution authorizing a grant application to the Texas Parks and
Wildlife Department and Harris County, for a San Jacinto Waste Pit grant, for the repair
and improvement of three City of Baytown Boat Ramps.
C. Consider a resolution supporting a RESTORE Act grant application to move the
Eddie V. Gray Wetlands Center to the Baytown Nature Center.
Director of Parks and Recreation, Mr. Scott Johnson presented the agenda items and stated that
the grant applications were already discussed in detailed.
A motion was made by Council Member Mercedes Renteria III and seconded by Council
Member Robert C. Hoskins approving agenda items 3.a. (Resolution No. 2407), 3.b. (Resolution
No. 2408), and 3.c. (Resolution No. (2409). The vote was as follows:

4.b. Consider an ordinance authorizing the Ninth Amendment to the Collective
Bargaining Agreement for October 01, 2010 -- September 30, 2016, with the International

positions and post -hire retention requirements.

At 6:56 P.M., Mayor DonCarlos recessed into and conducted an executive session pursuant to
Section 551.087 of the Texas Government Code to deliberate the offer of a financial or other
incentive to a business prospect.
At 7:10 P.M., Mayor DonCarlos reconvened the Open Meeting of the City Council Regular
Meeting and announced that in accordance with Section 551.102 of the Texas Open Meetings
Act, no action was taken in the Executive Session.
6. MANAGER'S REPORT
a. The Annual Nurture Nature Festival will be held at the Baytown Nature Center on
Saturday, April 09, 2016, from 10:00 A.M. to 4:00 P.M.
Mrs. Brysch presented the agenda item and stated that the annual Nurture Nature Festival will be
held at the Baytown Nature Center, 6213 Bayway Drive on Saturday, April 09, 2016, from 10:00
A.M. to 4:00 P.M.
b. The City of Baytown will host its first ever Town Square Easter Egg Hunt on
Saturday, March 26, 2016, for children ages 4 to 12 from 10:00 A.M. to 2:00 P.M.
Mrs. Brysch stated that the City of Baytown will host its first ever Easter egg hunt on Saturday,
March 26, 2016, at the Town Square for children ages 4 to 12 from 10:00 A.M. to 2:00 P.M.
Additionally, she stated that there will be an Exxon Tree Planting Project at Gene Russell Park
on Friday, April 01, 2016 from 8:00 A.M. to 12:00 P.M.

With there being no further business to discuss, Mayor DonCarlos adjourned the March 24,
