A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF BAYTOWN, TEXAS,
REGISTERING ITS OPPOSITION TO THE PROPOSED CENTRAL REGION
ALTERNATIVE NO. 2 OF THE GULF COAST COMMUNITY PROTECTION AND
RECOVERY DISTRICT STORM SUPPRESSION STUDY; REGISTERING ITS
SUPPORT OF THE PROPOSED CENTRAL REGION ALTERNATIVE NO. 1; AND
PROVIDING FOR THE EFFECTIVE DATE THEREOF.

WHEREAS, Harris and Galveston Counties have numerous coastal communities with many
miles of sea level frontage along Galveston Bay and a significant population of residents, schools, churches
and businesses that can be affected by storm surge and sub - tropical coastal rain events; and
WHEREAS, the Gulf Coast Community Protection and Recovery District (the "District ") has
proposed several alternative plans for the design of a coastal barrier protection system; and
WHEREAS, one of the alternative plans -- the proposed Central Region Alternative No. 2 ( "CR #2 ")
-- offers protection to some areas but leaves many coastal communities exposed to the dangers of storm surge
and fails to protect several petrochemical and Port of Houston installations; and
WHEREAS, any unprotected storm surge inundation will not only affect the physical state of
improvements of coastal residents, businesses and industries contending with such an event, but will also
have severe impacts on the environment and continued employment at facilities damaged, as well as
exacerbating flood insurance costs with increasing depth of flooding for those unprotected by CR #2; and
WHEREAS, the City of Baytown desires to register its opposition to CR #2 and register its support
of Central Region Alternative No. 1 ( "CR #1 ") as described below; NOW THEREFORE
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF BAYTOWN, TEXAS:
Section 1: That the recitals stated hereinabove are true and correct and are hereby adopted
as the findings of the City Council of the City of Baytown, Texas.
Section 2: That the City Council hereby registers its opposition to CR #2.
Section 3. That the City Council hereby registers its support for CR #1, as it is the only
proposed alternative that would effectively and equitably protect both the upper areas of the Houston Ship
Channel as well as mitigating damage and protecting coastal communities along the entire Galveston Bay
region.
Section 4: That the City Manager is authorized to take all actions necessary to register the
City's opposition to CR #2 and support of CR #1.
Section 5: This resolution shall take effect immediately from and after its passage by the City
Council of the City of Baytown.
