SCOPE OF WORK
A. Generally:
The Baytown Area Water Authority (BAWA) Fritz Lanham Surface Water Treatment Plant (SWTP) has a
design capacity of 26 million gallons per day (MGD) per the basis of design of the most recent plant
expansion. However, this rated capacity assumes that the sedimentation basins 1 -3 are operated at a
surface overflow rate (SOR) of 0.9 gallons per minute per square foot (gpm/sf). The Texas Commission on
Environmental Quality (TCEQ) requires that basins for straight -flow or up -flow sedimentation of
coagulated waters shall provide either a theoretical detention time of at least six hours in the flocculation
and sedimentation chambers or a maximum surface overflow rate of 0.6 gpm/sf of surface area in the
sedimentation chamber, when operated at their design capacity ( §290.42(d)(10)(C)(i)). The sedimentation
basins 1 -3 have to be re -rated from 0.6 gpm/sf to 0.9 gpm/sf for maintaining the plant rated capacity of 26
MGD. Re- rating the sedimentation basins requires approval by the TCEQ and must be performed per the
agency's specific protocol.
The Professional shall provide BAWA professional engineering services outlined in the scope of services
below, to perform a re- rating study, and assist BAWA in obtaining TCEQ approval for higher SOR for the
sedimentation basins 1 -3.
B. Basic Services:
The scope of services will include tasks required to perform the re- rating study tasks and to provide a
technical memorandum as a deliverable.
Task 1 - Data Collection and Review
Professional will coordinate a project kickoff meeting to confirm the scope, schedule and
deliverables. Prior to the kickoff meeting, Professional will prepare and submit a data/information
needs list to BAWA.
Deliverables:
➢ Data needs list.
➢ Kick -off meeting minutes.
Task 2 — Preparation of Sedimentation Basins Re- rating Pilot Stud
Professional will prepare a Sedimentation Basins Re- rating Pilot Study Test Plan. The test plan will
describe the number of pre - treatment systems and sedimentation basins that would be operated at
the desired SOR and it will include:
➢ TCEQ requirements for re- rating of the sedimentation basins,
➢ Process and water quality monitoring parameters and their monitoring frequency,
➢ Log sheets to collect and record the field and online monitoring data,
➢ Quality assurance and quality control protocols, and
➢ Roles and responsibilities for BAWA and PROFESSIONAL staff.
Professional will coordinate a workshop to review the draft pilot test plan with BAWA staff and
address comments /questions related to the test protocols. Professional will finalize and submit the
signed and sealed pilot test plan to TCEQ after addressing comments from BAWA. Professional
will coordinate a conference call with TCEQ to confirm that the proposed testing and monitoring
will meet TCEQ requirements for re- rating of the sedimentation basins.
Deliverables:
➢ Sedimentation Basins Re- rating Pilot Study Plan.
➢ Templates or logs to document operations and water quality data.
➢ Test plan review workshop minutes.
Task 3 - Conduct Sedimentation Basins Re- rating Pilot Study
With BAWA staff assistance, Professional will conduct a trial run of the candidate sedimentation
basin(s) and pretreatment units to confirm ability to operate at the higher SOR. Based on the
findings of the trial run, Professional in discussions with BAWA, will establish the conditions and
timeline for the 30 -day full -scale pilot study. Professional will provide the necessary oversight and
support during the 30 -day test period. Scope assumes that the BAWA staff will collect the
necessary operations and water quality data per the test plan. BAWA will provide the test data to
Professional on a periodic basis. Professional will review, analyze, and summarize the data to
include in the test report.
Deliverables:
➢ Interim summary tables /plots of test results for discussion purposes.
Task 4 - Prepare Sedimentation Basins Re- rating Pilot Study Report and Updated CT Study
Professional will prepare a request to TCEQ on behalf of BAWA for a higher capacity rating of the
SWTP sedimentation basins based on results from the pilot testing. This request will include a
summary of the test results, any pertinent capacity information of processes impacted from high
rating of the sedimentation basins, and a revised disinfection CT study that supports the re- rating.
Professional will submit the draft request to BAWA for review and schedule a meeting to obtain
comments. Professional will finalize the request after addressing comments from BAWA and
submit signed and sealed copies of the report to TCEQ for review.
Deliverables:
➢ Sedimentation Basins Re- rating Pilot Study Report (draft and final).
➢ Updated CT Study Report (draft and final).
Professional's services under this agreement will be considered complete on the date when the final
copies of the deliverables have been delivered to and accepted by BAWA.
C. Additional Services:
