November 22, 2005
The City Council of the City of Baytown, Texas, met in work session on November 22, 2005, at 6:00 p.m.
in the Council Chamber of Baytown City Hall, 2401 Market Street, Baytown, Texas, with the following in
attendance:

The meeting was opened with a quorum present after which the following business was conducted:
Discuss the street maintenance sales tax program.
City Manager Jackson reminded Council that at the October 25, 2005 and November 10, 2005 work
sessions, the Mill and Overlay Program and street maintenance sales tax had been discussed. A district by
district street listing by pavement condition index (PCB had been distributed. Several alternative allocation
plans had been discussed. Staff is ready to proceed with issuance of additional work orders as soon as the
next list of streets is finalized for mill, base repair, and overlay.
Council Member Renteria arrived at 6:04 p.m.
The process for selection of streets and the method for allocating funds to repair the additional 3,500
linear feet per Council district was discussed. It was the consensus of Council present that funds be
allocated by the percentage of eligible streets, based on 21,000 linear feet of mill, base repair, and overlay.
Council Members will each submit to staff the list of streets in his district to be repaired no later than
January 12, 2006. In turn, staff will compile and place the draft list of the proposed streets to be repaired
on the agenda for Council consideration on January 26, 2006.
Discuss appointments.
Baytown Beautification Commission. Council Member Anderson said that he would make a nomination
to the Commission during the regular meeting.
Youth Advisory Commission. Council will discuss appointments to the Commission during the regular
meeting.

Baytown Industrial Development Corporation Board. It was noted that the Mayor is no longer eligible
to serve, but that Council Member Capetillo may be appointed to that position on the Corporation
Board. Council will further discuss his appointment during the regular meeting. Mayor Mundinger
suggested that Council be ready to make nominations for the remaining positions on the Corporation
Board at the next regular Council meeting to be held on December 8, 2005.
Community Development Advisory Committee. Council was not ready to discuss appointments to the
Committee. Mayor Mundinger suggested that Council be ready to make nominations to the
Committee at the next regular Council meeting to be held on December 8, 2005.
Adjourn.
There being no further business, it was the consensus of Council present that the meeting be adjourned.
