The emergency or urgent public necessity requiring this meeting is the immediate action necessary to
repair a failing 12" water line that was reasonably unforeseeable and poses and imminent threat to the
public health. The failing line is under water near Highway 146 and West Main Street. The line has

Troy Construction, L.L.P., has offered a bid to replace the line for a total price of $30,712.50. They
will require forty -eight hours to mobilize. The work replacing the line should begin on Monday, May
16, 2005.
