OF THE CITY COUNCIL OF THE CITY OF BAYTOWN
June 22, 2004
The City Council of the City of Baytown, Texas, met in work session on June 22, 2004, at 2:00
p.m. in the Council Chamber, Baytown, Texas, with the following in attendance:

City Attorney

The meeting was opened with a quorum present after which the following business was
conducted:
Conduct interviews of the applicants for appointment as Council Member, District 3 and
related discussion.
Gary Jackson, City Manager, suggested a procedure for the interviews in which each Council
Member would read the question submitted, allowing eighteen minutes for the questions and
answers and a two- minute period for each candidate to make concluding remarks. The time limit
was suggested to provide each candidate with an equal opportunity to respond to the questions.
It was suggested to each candidate that he or she not be in the Council Chamber during another
candidate's interview until after that candidate has been interviewed.
Council agreed that no follow -up questions would be asked.
Council conducted interviews of Tim Quinton, Charles Shaffer, Kenneth Mayo, Martha Barnett,
Manuel Escontrias, Brandon Capetillo, and Lisa Urban.
Council Member Sheley arrived during the interview of Tim Quinton.
The questions posed to the candidates were as follows:
➢ What are some of the positive aspects of Baytown that we can capitalize on to help us in
our efforts to build a better Baytown?
➢ Are you planning on running in the next election?
➢ Knowing the immense responsibility of a City Councilperson for the City of Baytown,
what are your strengths and weaknesses as far as overall knowledge, experience and ideas
for City government?

➢ What do you see as the three major issues facing Baytown over the next few years and
�. have you thought what should be done to minimize their impact?
➢ Understanding that Councilmembers are elected by district but our charge is to represent
every citizen of Baytown to the best of our ability, what would you like to be said of your
accomplishments for the city when your term(s) as a Councilmember is finished?
➢ In light of the recent controversy regarding the school district superintendent pay raise,
should the City Executive Staff (Director's) receive the same rate of pay increase as the
other City employees?
Adjourn.
There being no further business, Council Member Anderson moved that the meeting adjourn.
Council Member Sheley seconded the motion. The vote follows:
Aye: Council Members Anderson, Mahan, Murray, Renteria, and Sheley
Mayor Mundinger
Nay: None.
The motion carried and the meeting adjourned at 5:02 p.m.
